The expansion of citizenship and rights in countries in countries with democracies sanctioned to the State provision of social protection, leading to the coverage expansion of Welfare State. The Welfare is a type of political and economics organization that position the State as an agent of social promotion and organizer of the economy. However, the economic difficulties experienced by Latin American countries boosted target actions. In this context, the first national cash transfer programs in the region was established between the 80 and 90s, expanding to almost every country in the 2000s. Thus, the main objective of this work is to develop a case study qualitative research, by describing the experiences of Brazil, Mexico, Colombia and Honduras, in order to identify their historical trajectories, proposals and specificities, besides allowing identifying possible influences they exert on other social policies. For this, this work is characterized by a study of case, through the qualitative approach of the social programs of Brazil, Colombia, Mexico and Honduras. For Cash Transfer Programs if constitute useful and effective tools of Social Protection, it is concluded that these should be objective, with defined powers and responsibilities. ; A expansão da cidadania e das dimensões dos direitos nos países com democracias sancionou ao Estado a provisão da proteção social, levando à expansão da cobertura de Bem-estar. O Welfare State ou Estado de Bem-estar Social é um tipo de organização política e econômica que posiciona o Estado como agente da promoção social e organizador da economia. Porém, as dificuldades econômicas vivenciadas pelos países latino-americanos impulsionaram ações focalizadas. Neste contexto, os primeiros programas nacionais de transferência de renda na região estabeleceram-se entre as décadas de 80 e 90, expandindo-se à praticamente todos os países nos anos 2000. Deste modo, o objetivo principal deste trabalho é desenvolver um estudo de caso com abordagem qualitativa, por meio da descrição das experiências do Brasil, México, Colômbia e Honduras, no intuito de identificar suas trajetórias históricas, propostas e especificidades, além de possibilitar identificar as possíveis influências que exercem sobre as demais políticas sociais. Para isso, este trabalho se caracteriza por um estudo de caso, através da abordagem qualitativa, dos programas sociais do Brasil, Colômbia, México e Honduras. Para que os programas de transferência de renda se constituam instrumentos úteis e eficazes de Proteção Social, conclui-se que estes devem ser objetivos, com competências e responsabilidades delimitadas.

This article lists three new historical facts after the Second World War: the emergence of the welfare state in the 1940s; the rejection of the welfare state by a rentier and financier neoliberal ideology that becomes dominant from the 1980s; and the formulation and adoption of the managerial reform of the state as a way to legitimize the welfare state, which was under attack because of its more efficient universal social services. The 1995 Managerial Reform of the State in Brazil was formulated and has been adopted according to this backdrop. ; Este artículo enumera tres nuevos hechos históricos nuevos después de la Segunda Guerra Mundial: el surgimiento del estado de bienestar o social incluso en la década de 1940, su crítica por una ideología neoliberal, rentista y financiera, que se convierte en dominante desde la década de 1980, y la formulación y adopción de la reforma gerencial pública que hacia la prestación de sus grandes servicios sociales universales más eficiente, y, así, legitimaba políticamente el estado social frente al ataque que sufría. La Reforma Gerencial del Estado de 1995, en Brasil, se formuló y está siendo implementada de acuerdo con esta lógica. ; Este artigo relaciona três fatos históricos novos após a Segunda Guerra Mundial: o surgimento do estado social ainda nos anos 1940, sua contestação por uma ideologia neoliberal rentista e financista que se torna dominante a partir dos anos 1980, e a formulação e adoção da reforma gerencial como uma forma de legitimar o estado social ante o ataque que estava sofrendo, tornando a provisão dos seus grandes serviços sociais universais mais eficientes. A Reforma Gerencial do Estado de 1995 no Brasil foi formulada e vem sendo implementada de acordo com essa lógica.

This article resumes the debate on the welfare state in Brazil to verify how the state and the capitalism developed in the country, were part of the social reform effort that emerged worldwide after the Second World War. The structural character of the welfare state may be considered as a social policy of the mode of production at a particular time of its development, when economic, social, and political crises were enhanced and required reformist and transformative responses. The study focused on national and international literature and examined documents related to social security, assistance, and the context of 1940s and 1950s Brazil. The analysis uses the literature discussing the Brazilian welfare state, its different versions and the data of that period to examine if the changes within the current state and social relations of production can be considered radical opposition to the welfare state model. The results show that in Brazil, the bases for the welfare state model were effectively developed in a format that reflected the local conditions. However, the research found that the unity of the causes that led to social reforms lacks political dimension nowadays, without which the economic dimension, exclusively, is not able to promote solidarity and social policies in their progressive concept. ; El objetivo de este artículo es recuperar el debate sobre el estado de bienestar social en Brasil para verificar hasta qué punto el capitalismo brasileño y su Estado han integrado el esfuerzo de reforma social, que en plan mundial se ha realizado tras la Segunda Gran Guerra. Partimos del presupuesto del carácter estructural del welfare state, integrante del modo de producción en dado momento de su desarrollo, cuando las crisis económica, social y política, como una unidad, se potencian y exigen respuestas reformistas y transformistas. Trabajamos con la literatura clásica sobre el tema, nacional e internacional. Además, consultamos documentos relativos a la seguridad social, a la asistencia y al contexto de los años 1940-1950 en Brasil. Regresamos a la literatura que debate el welfare state en Brasil, con autores con diferentes visiones y los datos del período para verificar cuánto es posible afirmar que los cambios en el ámbito del Estado y de las relaciones sociales de producción en curso constituyen, en realidad, una contraposición radical al modelo creado por el welfare state. Los resultados muestran que, en Brasil, se han desarrollado efectivamente las bases constitutivas de ese modelo cuyo formato reflejó nuestras condiciones locales. Concluimos que la unidad de causas que han llevado a las reformas sociales en aquel momento carece hoy de su dimensión política, sin la cual la dimensión económica, exclusivamente, no es capaz de llevar a la reforma en su concepto progresista. ; O objetivo deste artigo é retomar o debate sobre o estado de bem-estar social no Brasil para verificar em que medida o capitalismo brasileiro e seu Estado integraram o esforço de reforma social, que em plano mundial se realizou após a Segunda Guerra. Consideramos o caráter estrutural do welfare state: uma política social integrante do modo de produção em dado momento de seu desenvolvimento, quando as crises econômica, social e política, como uma unidade, se potencializam e exigem respostas reformistas e transformistas. Trabalhamos com a literatura clássica sobre o assunto, nacional e internacional. Além disso, consultamos documentos relativos à previdência, à assistência e ao contexto dos anos 1940-1950 no Brasil. Retornamos à literatura que debate o welfare state entre nós, com versões distintas e os dados do período, a fim de examinar quanto é possível afirmar que as mudanças no âmbito do Estado e das relações sociais de produção ora em curso são, na verdade, uma contraposição radical ao modelo criado pelo welfare state. Os resultados mostram que, no Brasil, se desenvolveram efetivamente as bases constitutivas desse modelo cujo formato refletiu nossas condições locais. Mas a unidade das causas que levaram às reformas sociais naquele momento carece hoje da sua dimensão política, sem a qual a dimensão econômica, exclusivamente, não é capaz de levar ao resgate da solidariedade e a políticas sociais universalistas.

Abstract The social welfare system in Brazil can be compared with the European social democratic model in three historical periods, despite the specificities and differences. The period of 1930-1964 will address the importance of the concept of citizenship regulated to the definition of social rights in Brazil and compare it with the development of national citizenship and the role of trade unions in the welfare state in Europe. The period of 1964-1985 will present the structure of the military regime's social policy while in Europe there was a democratic environment with universal social rights and social participation as the basis for the system of social welfare. The period after 1985, with emphasis on the second phase of social reform initiated after the Real Plan (1994), will highlight the more generous and universalizing vision of social rights. This period will be important to compare as Europe, at that time, questioned the material foundation and the design of the welfare state while aiming to review some grounds to keep it as a pattern of social solidarity. Key words: Citizenship - Rights - Equality - Democracy - Inequality. ; Resumo O regime de bem-estar social no Brasil pode ser comparado com o modelo social-democrata europeu em três períodos históricos, apesar das especificidades e diferenças que aqui adquiriu. No período 1930-1964, serão abordadas a importância da concepção de cidadania regulada para a definição de direitos sociais no Brasil e a comparação com o desenvolvimento da cidadania nacional e o papel dos sindicatos no welfare state na Europa. No período 1964-1985, será apresentada a forma como se estruturou a política social do regime militar, enquanto, na Europa, havia um ambiente democrático, com direitos sociais universais e participação social como bases do regime de bem-estar social. No período após 1985, com ênfase na fase da segunda reforma social iniciada pós-Plano Real (1994), será destacada a visão mais generosa e universalizante de direitos sociais. Para esse período, será importante apontar como, na Europa, nesse momento, se questionaram as bases materiais e a concepção do welfare state, visando, ao mesmo tempo, revisar alguns fundamentos para mantê-lo como padrão de solidariedade social.Palavras-chave: cidadania; direitos; igualdade; democracia; desigualdade. In all the previous crises, economic recession and budget crisis have affected the financing capacity of the State and reflected on the Welfare State. The political debate and the reform of public policies have mainly centred in the social function of the State. What appears to be new, today, is that, at least in Portugal, the debate has widened and spread to the sovereign functions of the State and, therefore, to its very foundational core. The present paper argues that, even though there has not been a growth in sovereignty-related expenditure, there is room for a reform of the sovereign functions, namely in the scope of national defence and Armed Forces. The paper concludes proposing some principles and methods for the reform. Adapted from the source document.
