¿Es el llamado Estado Social el que nos puede servir para que los países, en especial, Venezuela pueda consolidar una sociedad más justa, pacífica, libre y democrática? ¿Es que la diferencia radical entre los propósitos normativos y el funcionamiento concreto de la sociedad pueden plantear una salida a la crisis de derechos humanos, de gobernabilidad y de legitimidad, por la sola inclusión en los textos constitucionales de los términos "Estado Social"? El cuestionamiento social que se le hace al Estado liberal burgués, pone en vigencia la necesidad de buscar dentro del sistema económico y político existente las respuestas que permiten indicar cual ha sido su debilidad: indudablemente que lo social. Sin embargo, los nuevos planteamientos de un Estado moderno transformado en un Estado Social de Derecho, regulador de los grupos sociales y del hombre mismo pero como integrante de la sociedad, de las relaciones de solidaridad, no han podido nivelar las desigualdades sociales y menos satisfacer las necesidades humanas. El Estado social pretende privilegiar y no solo reconocer los derechos sociales pero, una sobrecarga de la demanda social, un crecimiento desmedido del aparato estatal con una pérdida de libertad de los ciudadanos, y de toda la sociedad aunado a una aparente mala administración financiera, hacen tambalear al llamado Estado social y ya hace que se piense en un Estado post social imbuido de ética y de una nueva estructuración del Estado. ; Is the so-called Social State the one that can serve us so countries, especially Venezuela, can consolidate a fairer, more peaceful, freer and more democratic society? Can the radical difference between the normative purposes and society's specific functioning suggest an outlet to the human rights, governability and lawfulness crisis just by including the terms "Social State" in constitutional texts? The social questioning over the bourgeois liberal State validates the need of looking inside the current economical and political system for the answers that allow indicating its weaknesses: undoubtedly social issues. However, the new approaches of a modern Sate transformed in an Social Welfare Sate, a social groups and man it self's regulator but as a member of society, and solidarity relationships' regulator; have not been able to level the social unbalance and not even satisfy human needs. The social State pretends to privilege social rights, not only acknowledge them, but a social demand overload, a social apparatus disproportionate growth with loses in citizens and the entire society's liberties joined to an apparent bad financial administration make the so-called Social State totter and even start to think in a post social ethics-imbued State and also imbued in a new State's organization. ; 189-218

Nowadays it is obvious that Trade Unions are facing a complicated situation. In this article we are going to analyze their own evolution throughout time, the role they have played in the different historical moments and their presence and protagonism in the so-called Welfare State societies that today are affected by a tremendous economical crisis. From their beginning until the present time, they have been influenced by a series of variables. Sometimes, those variables are political, other times economical and most of the time, they are both. These have conditioned their weight and positioning in society. All this is going to be revised in the following lines. ; No se puede negar que en la actualidad los sindicatos viven una situación complicada. Su propia evolución a lo largo del tiempo, el papel que han jugado en los diferentes momentos históricos y su presencia y protagonismo en las llamadas sociedades del Estado del Bienestar, hoy afectadas por una tremenda crisis económica, son analizados en este artículo. Desde su inicio hasta el presente se han visto influenciados por una serie de variables, unas veces políticas, otras económicas y las más de las ocasiones por ambas, que han condicionado su peso y posicionamiento en la sociedad. Todo ello se revisa en las siguientes líneas.

El presente artículo aborda el proceso de transformación del Estado de Bienestar en Polonia desde 1945 hasta la actualidad. Para ello, y tras exponer de forma breve cuál ha sido la génesis, evolución y desarrollo del Estado de Bienestar en el continente europeo, se analiza a continuación el Estado de Bienestar en Polonia desde la etapa comunista, su evolución durante la transición polaca hacia el sistema de democracia parlamentaria y economía de mercado para concluir en el momento actual teniendo en cuenta el hecho histórico del ingreso de Polonia en la Unión Europea en el año 2004.This article analyses the transformation of the Welfare State in Poland from 1945 to the present day. In order to achieve this objective, after briefly outlining the genesis, evolution and development of the Welfare State in Europe, this article explains the Welfare system in Poland since the communist era, its development during the Polish transition period to the system of democracy today and the consequences of the historical of joining the EE in 2204.

Economic indicators such as income inequality are gaining attention as putative determinants of population health. On the other hand, we are just beginning to explore the health impact on population health of political and welfare state variables such as political orientation of government or type of medical care coverage. To determine the socially structured impact of political and welfare state variables on low birth weight rate, infant mortality rate, and under-five mortality rate, we conducted an ecological study with un balanced time-series data from 19 wealthy OECD countries for the years from 1960 to 1994. Among the political/welfare state variables, total public medical coverage was the most significant predictor of the mortality outcomes. The low birth weight rate was more sensitive to political predictors such as percentage of vote obtained by social democratic or labor parties. Overall, political and welfare state variables (including indicators of health policies) are associated with infant and child health indicators. While a strong medical care system seems crucial to some population health outcomes (e.g., the infant mortality rate), other population health outcomes might be impacted by social policies enacted by parties supporting strong welfare states (the low birth weight rate). Our investigation suggests that strong political will that advocates for more egalitarian welfare policies, including public medical services, is important in maintaining and improving the nation's health. © 2006 Elsevier Ltd. During the seventies, the economic crisis has questioned the relevancy of the Keynesian policies of reactivation and, in front of the increase of the unemployment, the model of Welfare state restored from 1945 has been widely criticized by the neoclassic economists who were defending offer politics that suppose a reduction of the wage costs and social protection. But, the balance of the neoliberal policies is disappointing to socioeconomic level because, beside not guaranteeing a strong and constant growth, it has extended the social inequalities. If the traditional systems of protection are not totally adapted to the economic and social current context, a new approach of the social policies appears from the beginning of the 2000s that insists on the reorientation of the Welfare states. It is a question of intervening as soon as possible to correct the inequalities and of anticipating the situations of professional exclusion. It is a question equally to favor the gender equality in labor market and to reorganize his careers. This strategy of social investment answers also to the requirements of strong qualification of the post-industrial economy.Durante los años setenta, la crisis económica ha cuestionado la pertinencia de las políticas de reactivación keynesianas y, ante el incremento del desempleo, el modelo del Estado de bienestar instaurado a partir de 1945 ha sido ampliamente criticado por los economistas neoclásicos que defendían una política de la oferta que pasaba por una reducción de los costes salariales y de la prestación social. No en vano, el balance de las políticas neoliberales es decepcionante a nivel socioeconómico ya que, además de no garantizar un crecimiento notable y continuo, ha ampliado las desigualdades sociales. Si los sistemas tradicionales de protección no se adecuan plenamente al contexto económico y social actual, un nuevo enfoque de las políticas sociales aparece a partir del inicio de los años 2000 que insiste en la reorientación de los Estados de bienestar. Se trata de intervenir lo antes posible para corregir las desigualdades y prevenir las situaciones de exclusión profesional. Es cuestión igualmente de favorecer la igualdad de género en el mundo laboral y de reorganizar sus trayectorias y carreras. Esta estrategia de inversión social responde también a las exigencias de fuerte cualificación de la economía posindustrial.

The crisis that began in 2008 has shown a number of structural problems at different levels of the global economic system and, in particular, in Spanish society. The American 'subprime' crisis first, and then the Eurozone crisis, the real estate bubble, etc., have shown some contradictions in Spain, especially in the development and provision of social welfare. This article introduces the so called "Burger's metaphor" as a theoretical construct that explains the inefficiencies of the public sector and how the solutions fail because of their political and social characteristics. That failure, the demographic trends and the chronic deficits demand answers that guarantee political, civil and social rights. The solutions are summarized in the "3S Theory": Suppressing public initiatives, Superseding public by private and Simplifying; that is, applying the principle of subsidiarity to the individual to be able to move from Welfare State to Welfare Society. In order to get this –considering the 'classical' literature on social policies, social status, the worlds of welfare, post-capitalism and pluralism of welfare– three questions arise: (i). What inefficiencies exist in public and social policies? (ii). Can Spanish society in the European Union context bear this chronic inefficiency? (iii). Does the Dutch way serve as an answer, as it was expressed in Prince's speech on September 2013? The socio-political determinants in the public sector and its economic consequences cause its intrinsic inefficiency. The system itself hinders the solution, given the politician's preference for the electoral revenue. Employment and spending patterns hobble the manager, and other sociocultural factors prevent the reform. Several modernization plans, administrative simplification programs and e-government actions etc. have not had any effect on efficiency. "3S Theory" proposes a process of reflection and "competencies' thinning", so the State's subsidiarity towards civil society becomes real and effective, without sacrificing Welfare. The supply of social welfare will have to come from a different way that will lead to the Welfare Society. Individuals, associations or companies must recover the "res publica". It is about balancing the current responsibilities' trade off: "Active" social responsibility (of engagement) of private sector and the so-called "third sector" and "passive" responsibility (Self-limiting) of public sector. ; La crisis iniciada en 2008 ha mostrado una serie de problemas estructurales en distintos planos del sistema económico global y, en particular, en la sociedad española. Las crisis primero 'subprime' norteamericana, de la zona euro después, de la burbuja inmobiliaria, etc. en España ha mostrado algunas contradicciones, especialmente en la formulación y provisión del bienestar social. En esta comunicación se presenta la llamada "metáfora de la hamburguesa" como constructo teórico que explica las ineficiencias del sector público y cómo, por sus características políticas y sociales, fracasan las soluciones. Ese fracaso, las tendencias demográficas y los déficits crónicos exigen respuestas que garanticen los derechos políticos, civiles y sociales. Las soluciones se resumen en la "teoría de las tres eses": Suprimir iniciativas públicas, Sustituir público por privado y Simplificar; en definitiva, aplicar el principio de subsidiariedad hasta el individuo para pasar del Estado de Bienestar a la Sociedad de Bienestar. Para ello se plantean, –considerando la literatura 'clásica' sobre las políticas sociales, el estado social, los mundos del bienestar, el post-capitalismo y el pluralismo del bienestar– tres preguntas: (i). ¿Qué ineficiencias se dan en las políticas públicas y sociales? (ii). ¿Puede la sociedad española en el contexto de la Unión Europea soportar esa ineficiencia cronificada? (iii). ¿Sirve la respuesta al modo holandés tal como se expresó en el discurso del príncipe de septiembre de 2013? Los condicionantes socio-políticos del sector público y sus consecuencias económicas determinan su ineficiencia intrínseca. El propio sistema obstaculiza su solución, dada la preferencia del político por el rédito electoral. Los modelos de empleo y gasto maniatan al gestor y otros factores socioculturales impiden la reforma. Diversos planes de modernización, medidas de simplificación administrativa y de administración electrónica, etc. no han tenido efecto sobre la eficiencia. Con la Teoría de las 3S se propone un proceso de reflexión y "adelgazamiento" competencial para que la subsidiariedad del Estado respecto a la sociedad civil sea real y efectiva, sin renunciar al Bienestar. La provisión de Bienestar social habrá de venir por otro camino que conducirá a la Sociedad del Bienestar. Individuos, asociaciones o empresas han de recuperar "la res publica". Se trata de equilibrar el actual trade off de responsabilidades: la responsabilidad social "activa" (de implicación) del sector privado y del llamado "tercer sector" y la responsabilidad "pasiva" (de autolimitación) del Sector Público.

From this premise we consider some scenarios in which structural inequalities prevent the development of active Public Policies. Specifically it refers to certain data from Latin America. These data are presented as a counterpoint to the European context. Finally, it deals with the role of the middle classes as recipients of new policies needed to give a new meaning to the social status of the XXI century. ; El texto parte de la fuerte conexión entre Estado social fuerte y las políticas públicas activas de distribución y equilibrio de la riqueza. Desde esta premisa se describen algunos escenarios en los que las desigualdades estructurales impiden el desarrollo de políticas públicas activas. De manera específica se alude a determinados datos relativos a America Latina. Estos datos se presentan como contrapunto al contexto europeo. El Estado de Bienestar se concibe como un modelo político cuyo objeto principal es facilitar la igualdad de oportunidades y garantizar las necesidades básicas de los que tienen rentas menores por medio de políticas sociales. Existen posturas opuestas sobre su utilidad, necesidad, eficacia y eficiencia económica porque requiere de un volumen considerable de recursos financieros, principalmente aportados por los trabajadores y las empresas mediante impuestos en función de sus rentas. Por un lado, se encuentran aquellos que sostienen que la intervención del Estado se ha de reducir al mínimo para no perjudicar a la actividad económica y a la creación de empleo. Por otro lado, se hallan los que apoyan la existencia del Estado de Bienestar porque aumenta la productividad de la economía mediante las mejoras del capital humano y del capital social. Este trabajo analiza mediante técnicas estadísticas y econométricas las políticas sociales, la felicidad y la productividad para valorar el retorno del gasto público a los ciudadanos por dos vías, la individual (bienestar subjetivo) y la económica (producción per cápita) de los países de la UE en el año 2014. ; The welfare state is envisaged as a political model whose main objective is to ensure equality of opportunity and to guarantee basic needs of those on low incomes through social policies. There are opposing positions about the economic utility, necessity, effectiveness and efficiency because this model would require a considerable demand of financial resources, mainly contributed by workers and companies through the different taxes paid according to their income. On the one hand, those who argue that it should be reduce government intervention until minimum as not to harm the economic activity and creating jobs. On the other hand, there are those who support the existence of the welfare state because it increases the productivity of the economy with the best human capital and social capital. This paper analyses social policies, happiness and productivity to assess the return of public spending to citizens in two ways: individual (subjective well-being) and economic (per capita production) of the countries of the EU in the year 2014. ; peerReviewed

The article aims at describing the Spanish welfare state and assessing its problems and perspectives. The description of its characteristics, based on a comparison with European countries, makes it possible to identify patterns similar to those of other Southern welfare states, with an important subsidiarity with regard to the family and an orientation towards the protection of the older population. Regarding the identification of problems, two technical problems are highlighted in the article. First, those related to sensitivity to economic crises, which specifically translates into a high level of structural unemployment. And, second, those linked to the very accelerated demographic changes, which cause an aging of the population that aggravates the difficulties of financing the system. Finally, the article pays attention to several political and design problems of the welfare state in Spain. Political polarization and clientelism make it difficult to make consensual decisions aimed at giving continuity and legitimacy to the welfare state. The risks linked to a 'patchwork design' characterized by complexity and lack of coherence in the catalog of services are also pointed out. ; El artículo tiene como objetivo describir el estado del bienestar español y valorar sus problemas y perspectivas. La descripción de sus características, basada en una comparativa con los países europeos, permite identificar pautas similares a las de otros estados del bienestar meridionales, con una importante subsidiariedad respecto a la familia y una orientación hacia la protección de la población de mayor edad. Por lo que respecta a la identificación de problemas, se destacan en el artículo dos problemas técnicos. En primer lugar, los relacionados con la sensibilidad ante las crisis económicas, que se traduce, específicamente, en un elevado nivel de desempleo estructural. Y, en segundo lugar, los vinculados a los muy acelerados cambios demográficos, que provocan un envejecimiento de la población que agrava las dificultades de financiación del sistema. Finalmente, el artículo presta atención a diversos problemas políticos y de diseño del estado del bienestar en España. La polarización política y el clientelismo dificultan la toma de decisiones consensuadas destinadas a dar continuidad y legitimidad al estado del bienestar. Se señalan, también, los riesgos vinculados a un diseño "de aluvión" caracterizado por la complejidad y falta de coherencia en el catálogo de prestaciones.
