Bu çalışma, Türkiye'nin Batı Balkanlara yönelik yumuşak güç politikası ve bu amaçla oluşturduğu yumuşak güç araçlarını politik, ekonomik ve sosyal etkilerini irdeleyerek incelemektedir. Türkiye'nin yumuşak güç politikası özelikle 2000'lerin ikinci yarısından itibaren Balkanlarda büyüyen ekonomisi ve bölgede aldığı aktif rolü ile kurulan dini ve kültürel kurumlarıyla vücut bulmuştur. Her ne kadar Türkiye'nin Balkanlardaki yeni kamu ve kültür politikası devlet destekli medya organları aracılığıyla Müslüman olmayan toplumlarda yeni-Osmanlıcılık adıyla eleştirilse de; ekonomik, siyasi ve sosyal yönden Balkanlardaki Türk imajını olumlu yönde etkilediği varsayılmaktadır. Türkiye Balkan politikasını çeşitli hedefler ve konjonktürel kısıtlamalardan ötürü barış odaklı, güvenlik ve ekonomik işbirliği amaçlayan arabuluculuk temelinde oluşturmuştur. Buna bağlı olarak, Müslüman olan toplumlarda Türkiye'nin yeni dış politikasının benimsendiği görülmektedir. Bu bağlamda, bu çalışma Türkiye'nin Balkan politikasını kamu politikası temelinde bölgede hedeflenen ekonomik, sosyal ve politik boyutlar ile incelemeyi amaçlamaktadır. ; This paper examines Turkey`s soft power policy and its soft power instruments based on this policy towards the West Balkans from the political, economic and sociological point of views. It appears that Turkey`s growing influence and its active role in the region's politics come into existence with religious and cultural institutions since second half of 2000s significantly. Despite the new cultural and public policy of Turkey has been contested in Non-Muslim communities with state-run media support, it assumed that it has changed the Turkish image in economic, sociological, and political perspectives positively. It is focused on bringing peace, security, and stability to countries as a mediator country due to varied goals and conjunctural restrictions. Accordingly, soft power institutions especially found fertile ground in the predominantly Muslim areas. In this sense, the research examines the recent notions of Turkey's Balkan politics as well as its political, sociological, and economic responses on the countries in the region.

Dünya son bir asırdır demokrasi ve siyasal sistemlerin demokratikleşme konusunu derinlemesine araştırmaktadır. Araştırma yapılırken bu konunun gerekli olup olmadığı üzerinde, ülkelerin nasıl demokratikleştirilmesi gerektiği üzerine yoğunlaşmaktadır. Bununla birlikte demokratikleşme ve demokratikleştirme konusunda Batılı ülkelerin ciddi bir misyona sahip oldukları ise pratikte genel kabul görmüş bir gerçeklik olarak karşımızda durmaktadır. Bu çerçevede İslam dünyası ülkeleri sürekli olarak demokratikleşme konusunda bir istisna olarak değerlendirilmekteydi. Hatta İslam ve demokrasinin uyumsuzluğu konusunda sayısız eser neşredilmiştir. 21. yüzyıla kadar bu ülkelerde yukarıdan aşağı bir modernleşme süreci yaşanılmıştır. Fakat son 20-25 yıldır bölge ülkelerinde tabandan yukarıya bir özgürlük/demokrasi hareketi başlamıştır. Buna karşılık devletlerin baskı aygıtları karşı bir reaksiyon ile gerçekleştirdikleri darbeler ile bu hareketlenmeleri engellemektedir. Bu darbeler, dünyanın demokrasi bayraktarlığını yapan ve demokrasiyi destekleyen Batı dünyasında ya sessizlikle ya da zımni destekle karşılık bulmaktadır. Bu durum Batı dünyasında bir paradoksa sebep olurken bu paradokstan çıkmak için 'demokratik darbe' kavramsallaştırması ile bir çelişkinin de içine düşmektedir. Bu çalışma bu kavramsallaştırmayı ve Batının demokrasi paradoksunu analiz etmektedir. ; In the last century, researchers are increasingly interested in examining democracy and democratization of political systems. During the research process, the focus was on how the countries would be democratized instead of dealing with the necessity of democracy. At the same time, it is believed that democratization became one of the main parts of the mission of Western countries on the other part of world. In this framework, Islamic world countries have been constantly considered as an exception to this democratization process. Toplu pazarlığın geliştiği piyasa ekonomisine sahip İngiltere, Amerika Birleşik Devletleri, Kanada, Japonya, İsveç, Federal Almanya, Fransa ve İtalya gibi sanayileşmiş ülkelerde toplu iş sözleşmesinin taraf iradeleri dışında oluşmasının incelenmesinin nedeni, bu ülkelerin kendilerine özgü farklı kurumsal düzenlemelere sahip olmakla birlikte sosyal, politik ve ekonomik alanda bazı unsurları ortaklara paylaşmaları ve model olabilme niteliğine sahip olmalarıdır. Batıda toplu iş sözleşmesi özerkliğine devlet tarafından müdahale edilemeyeceği ve çalışma koşullarının düzenlenmesinin tarafların karşılıklı iradesine bırakılması gerektiği kabul edilmektedir. Ancak, pek çok ülkede devletin zaman zaman geçici veya kalıcı olarak toplu iş sözleşmesi özgürlüğüne müdahale ederek taraflar arasında doğan çıkar uyuşmazlıklarında greve izin vermediği ve toplu iş sözleşmesinin tarafların özgür iradesi dışında bir üçüncü kişinin iradesi ile oluştuğu da görülmektedir. ; The reason for studies on formation of collective agreements without party wills in industrialized market economy countries with developing collective agreement concept, such as England, USA, Canada, Japanese, Sweden, Germany, France and Italy is that; although each of them have specific institutional regulations, they share some common elements in politic and economic sense and they carry the nature of being a model in their capacity. In western countries the leading opinion is that the governments shall not interfere in the autonomy of collective agreements and that the regulation of working conditions must be left to the mutual wills of the parties. On the other hand in many countries governments occasionally intervene the freedom of collective agreements in temporary and permanent means by way of not leaving the disputes lead up to strikes and occasions happen when collective agreements are concluded by will of a third person other than the parties.

Yugoslavya'nın dağılması, Soğuk Savaş'ın sona ermesi, uluslararası sistemin yapısı ve işleyişinde köklü değişiklikler sistemde yer alan aktörleri etkilemiştir. Sovyetler Birliği'nin çöküşünden sonra Avrupa Birliği (AB)'nin Doğu Avrupa politikasında köklü bir değişim yaşandı. Aslında bu ülkeler ne demokrasi ne de ekonomi yönünden tam üyeliğe uygun değildir. AB, Doğu ve Batı olarak ikiye ayırmaktadır. "Avrupa coğrafyasının bütününü kapsayan siyasi birlik oluşturulabilmesi için Batı Balkanların süratle AB standartlarına ulaştırılması ve tam üyeliğe alınmaları gerekmektedir. AB'nin bölgeye yönelik temel hedefleri arasında, etnik çatışmaların tekrar başlamaması için tedbir alınması, demokrasinin geliştirilmesi, insan hakları ve demokrasinin korunması, bölge ülkeleri ile Batı Avrupa arasındaki refah farkının kapatılması için pazar ekonomisinin kurulması ve istikrarlı ekonomik politikaların geliştirilmesi gibi hedefler yer almaktadır". Avrupa Birliği Batı Balkan ülkelerinde yaşanan gelişmeler karşısında Orta ve Doğu Avrupa ülkelerine uyguladığı etkin politikaların benzerini ilgili ülkeler için geliştirme konusunda yeterince tutarlı davranmamıştır. Avrupa Birliği gerek mali gerek teknik yardımlarla bölgesel işbirliği, demokratikleşme, sivil toplumun gelişimi ve devlet kurumlarının oluşmasında destek vermiştir. Batı Balkan ülkeleri ile 1999 yılında başlatılan İstikrar ve Ortaklık Süreci AB'nin Batı Balkan ülkelerine ilişkin politikalarının temelini oluşturmaktadır. Bu çalışma kapsamında Yugoslavya sonrasında ortaya çıkan Balkan ülkelerinin AB ile ilişkileri ve AB'nin Batı Balkan politikaları incelenmeye çalışılmıştır. ; The Breakup of Yugoslavia, end of the Cold War and deep changes which happened in the structure and functions of the International Relations influenced the main actors of the system. After the collapse of the USSR, fundamental changes took place in the policy of the European Union's Eastern European policy. In reality, these states are not eligible to the membership in the terms of not only democracy but also economy. European Union divides Balkans in two parts as East and West. In order to formulate political unity which would include whole European Geography, Western Balkans should meet the key EU membership criteria for accession and get full membership. The crucial objectives of European Union for the Region are to prevent breaking out of ethnic conflicts, development of democracy, protection of human rights and democracy, the establishment of Market Economy for eliminating diversity in welfare among western and regional countries. EU, response to the developments in the Western Balkans countries did not act consistently enough in order to implement such effective policies toward related countries which implemented in Central and Eastern countries. EU supports by the means of financial and technical assistance the regional cooperation, democracy, development of civil society and the formation of government institutions. Actualization of Stability and Association process in 1999 was the basis of the EU's policy for the Western Balkan Countries. In the scope of this work, it is tried to analyze the relationships among the EU and Balkan states which emerged after Yugoslavia and the EU's policies in the Western Balkans.

ABD ve Almanya gibi uluslararası sistemde ekonomik ve siyasal güç olarak önemli bir konumda olan ülkelerin istihbarat faaliyetleri uluslararası medya gündeminde tartışma konusu olmuştur. İstihbaratın kapalı ve gizli olması gerekirken, dost ülkelerin birbiri aleyhinde veya birlikte ortaklaşa yaptıkları istihbarat faaliyetleri açıkça medya aracı ile ifşa edilerek aynı zamanda da kamuoyunun bilgilendirilmesi sağlanmıştır. Çalışmanın amacı, küresel sistemin etkin parçası olan bu büyük güçlerin istihbarat faaliyetlerindeki açıklık, açıklığın nedenleri ve bu stratejinin öneminin incelenmesidir. Ayrıca, çalışmada BND örneğinde görüldüğü gibi istihbarat kurumlarının, kurum merkezli olarak devletten bağımsız olarak hareket ettiklerinin medya aracılığıyla gün yüzüne çıkarılması üzerinde de durulmaktadır. Çalışmada referans olarak verilen ilgili uluslararası medya kuruluşlarının internet sitelerinde yayınlanan haberleri temel olarak alınmıştır. Ayrıca istihbarat konusuna ilişkin literatür çalışması yapılmıştır. Çalışmanın sonucunda istihbaratın açık diplomasi gibi yeni bir karakter kazandığı görülmektedir. İstihbarat kavramı artık günümüzde tıpkı "açık diplomasi" kavramı gibi "açık istihbarat" hüviyetine bürünmektedir. Ve uydu ve elektronik temelli istihbarat ile de meşru bir yumuşak güç silahı olarak kullanılmaktadır. Bu gerçeğin duyurulması görevi de uluslararası medyaya düşmektedir. Küreselleşmeyle birlikte iktisadi süreçler yeni ivme kazanmıştır. İktisadi süreçlerin geldiği boyut itibarıyla enerji kaynaklarına yoğun ihtiyaç duymaktadır. Dolayısıyla iktisadi süreçlerin sürekliliği, enerji kayaklarının sürekliliğine bağlıdır.Enerji kaynaklarının yoğun olarak birkaç bölgede (Orta Asya, Ortadoğu) bulunuyor olması enerji güvenliği sorununu yaratmıştır.Küreselleşme sürecinin önderliğini yapan başta ABD olmak üzere, Batı ülkeleri küreselleşmiş iktisadi süreçlerinin sürekliliği için sürekli enerji kaynaklarına yönelik çeşitli politikalar geliştirdikleri görülmektedir.Başta Batı ülkeleri olmak üzere dünyanın irili-ufaklı ülkeleri kendi iktisadi süreçlerinin sürekliliği için enerji kaynaklarına yönelik çeşitli projeler geliştirdikleri anlaşılmaktadır.Bütün enerji politikaları doğal olarak enerji bölgelerine çevrildiği görülmektedir. Ancak enerji kaynaklarını barındıran bölgelerdeki siyasi istikrarsızlık, enerji sürecinin sürekliliğini kesintiye uğratmaktadır. Enerji sürecinin kesintiye uğraması, enerji güvenliği sorununu doğurmuştur.Gerek enerji kaynaklarının bulunduğu bölgelerdeki siyasi istikrarsızlık, gerek enerji kaynaklarına ihtiyaç duyan ülkelerin enerji kaynakları üzerinde geliştirdikleri farklı politikalar, gerekse enerji kaynaklarının özelde Batıya, genelde dünyaya açılmasında-dağıtılmasında kullanılacak enerji boru hatları güzergahlarındaki uzlaşmazlık; XXI. yüzyılın enerji güvenliği sorununu gündemleştirmiştir. Başta ABD ve Batı ülkeleri olmak üzere dünyanın tüm irili-ufaklı ülkelerinin enerji güvenliliği sorununu çözüme ulaştırmasının yolu; enerji boru hatları güzergahındaki konsessüstür. Enerji bölgelerinde siyasi istikrarın sağlanmasına yönelik demokratik sürecinin işlerli hale getirmek de önemlidir.Enerji güvenliğinde Türkiye stratejik konumdadır. Enerji güvenliği sorunu tartışmalarına katılmış olan Türkiye, Batı ülkelerinin XXI. yüzyıldaki enerji güvenliğinde önemli rol oynarken, kendi enerji güvenliğini garanti altına alması da içinde bulunduğu stratejik konumunu doğru anlaması ve değerlendirmesi ile anlam bulabilecektir. The economic processes accelerated with the globalization. Energy sources are being necessitated very much since the growth of the dimensions of economic processes. Thus the continuity of economic processes is strongly attached to the continuity of energy sources.Since the energy sources are located in some certain regions (Middle East, Central Asia), that created the problem of energy security.USA and the other Western countries which lead to the globalization process are improving several policies for energy sources which is vital for the economic processes. It is understood that small-big countries of the world (firstly western countries) developed new project for their own economic processes' continuity. All energy policies are naturally focused on energy regions of the world. But the instabilities in the energy sources contenting areas are interrupting the continuity of energy process. The interruption energy process caused to the problem.Both the political instabilities in energy sources contenting areas and the different policies those were developed by the countries which are needing energy sources lead the problem of the conflicts on the routes of the pipelines of the energy sources through the Western World and though world in general. This is the first case of the 21st century energy security problem.For USA and Western Countries, and for the whole countries of the world, the way of solving energy security problem is a consensus about the routes of pipelines. It also important that to stabilize democratic processes in all the regions those are having political instabilities. Turkey is on a very strategic point from the point of view of energy security. Turkey as a country which attended to energy security discussions is playing very critical role energy security of Western Countries along 21st century. It will also be meaningful to realize its own position and evaluate it for providing its own energy security.

Araştırma makalesi ; Cumhuriyetin ilan edildiği 1923 yılından sonra takip eden 40 yıl boyunca, Türkiye'nin Ortadoğu ülkeleriyle olan gerek siyasî gerek ekonomik ilişkileri tamamen Batı bloğunda yer alan bir ülke profilinde şekillendi. Zira Türkiye, yükselen Batı eksenine alternatif ya da muhalif değil, bu eksenin bir parçası olma şeklinde özetleyebileceğimiz bir dış politikayı benimsemişti. Bu politika doğrultusunda hareket eden Türkiye ile Batı dünyası arasındaki ilişkiler kuvvetlendikçe Ortadoğu ülkeleriyle arasındaki bağlar giderek zayıfladı. Bölge ülkeleriyle yakınlaşma adına atılan olumlu adımların da yine Batılılaşma amacına yönelik olması, bu ülkeler için var olan tabloyu daha da kötüleştirmişti. II. Dünya Savaşından sonra değişen dünya dengeleri Türkiye ile yakın komşuları olan Arap ülkeleri ve diğer Müslüman toplumların yollarını iyiden iyiye ayırdı. Zira Türkiye 1945 yılından itibaren, bu sefer daha kesin bir şekilde Batıya ve öncelikle de ABD'ye yanaşma çabasını göstermişti. Çünkü bu dönemde Türkiye, Sovyet tehdidiyle karşı karşıya kalmış ve güvenlik endişesiyle Batı'nın desteğine ihtiyaç duymuştu. Buna karşılık Ortadoğu ülkelerinde güçlenen milliyetçilik akımlarıyla birlikte yükselen bir Batı karşıtlığı vardı. Üstelik Sovyetlerden gelecek bir tehdit algıları da yoktu. Türkiye ile Ortadoğu ülkeleri arasındaki uçurum 1960'lı yılların ortalarına kadar giderek derinleşti. 1960 yılından itibaren bu uçurumun kapanmasına, bölge ülkeleriyle önce siyasi, sonra ekonomik ilişkilerin gelişmesine sebep olan gelişmeler peşpeşe yaşandı. 1964'te Kıbrıs'a yapılması planlanan askerî bir müdahaleyi önleyen Johnson Mektubu ve BM'de Kıbrıs konusunda yapılan oylamada olumsuz karar çıkmasıyla Türkiye'nin yaşadığı büyük hayal kırıklığı Batı güdümündeki dış politikanın terk edilerek çok yönlü ve alternatifli bir dış politikanın hayata geçirilmesine imkan sağladı. Bu köklü değişikliğin en önemli uygulama alanı ise, kaçınılmaz olarak Ortadoğu ülkeleri olmuştu. Bu makalede, 1964'te başlayan, 1973 Petrol Krizi ve 1974 Kıbrıs Barış Harekatı ile iyiden iyiye belirginleşen Ortadoğu politikamızdaki değişiklik ele alınacak, bu politika değişikliğinin ekonomik ilişkilerimizdeki yansımaları üzerinde durulacaktır. ; Throughout the following 40 years after the year 1923 when the republic was proclaimed, Turkey's political and economic relations with Middle Eastern countries were shaped in the profile of a country that was entirely within the Western bloc. That was because Turkey had adopted a foreign policy that we can summarize as being neither an alternative nor a dissident to the emerging Western axis, but becoming a part of it. As the relations between Turkey acting in accordance with this policy and the Western world grew stronger, the ties between Turkey and the Middle Eastern countries gradually weakened. The fact that the positive steps taken in the name of convergence with the countries in the region were again aimed at the purpose of Westernization had made the existing picture for these countries worse. The changing world dynamics after the World War II completely severed the ties between Turkey and the Arab countries, which are its close neighbors, and other Muslim societies as Turkey had made an effort from 1945 onward, this time more firmly, to converge towards the West and primarily the United States. Because during this period, Turkey had faced the Soviet threat and needed the West's support with security concerns. On the other hand, there was an emerging Anti-Westernism in the Middle East countries with the strengthening nationalist movements. Moreover, they had no perception of a threat from the Soviets. The gap between Turkey and the Middle Eastern countries deepened gradually until the mid-1960s. From 1960 onwards, consecutive developments resulting in the closing of this gap and advancement in political, then economic relations with the countries in the region emerged. Turkey's big disappointment resulting from the Johnson letter, which prevented a planned military intervention to Cyprus in 1964 and the negative result from the voting on Cyprus at the UN enabled it to abandon the Western guided foreign policy and implement a versatile foreign policy with alternatives. The most important application area of this fundamental change was inevitably the Middle Eastern countries. In this article, the change in our Middle East policy that started in 1964 and became increasingly evident with the 1973 Oil Crisis and the 1974 Cyprus Peace Operation will be discussed and the reflections of this policy change on our economic relations will be emphasized.

Avrupa Birliği (AB) 2004 yılından bu yana Orta ve Doğu Avrupa ülkelerinin büyük çoğunluğunu resmi olarak birliğe kabul etti ve Batı Balkanlarda geriye kalan üye olmayan ülkeler AB'nin yeni hedefi haline geldi. Ancak, Birlik AB politik üyelik koşulları yoluyla kurallarını Orta ve Doğu Avrupa ülkelerine kıyasla Batı Balkanlardaki diğer üye olmayan ülkelere aktarırken birtakım zorluklarla karşılaşmıştır. Burada akla iki soru gelmektedir: Birinci soru, "Hangi şartlar altında bu koşullar etkili olabilir?" iken; ikinci soru, "AB üyelik koşulları neden Batı Balkanlarda bulunan ülkelerin iç politikasında kısmen sınırlı bir rol oynar?" şeklindedir. Bu meseleyi açığa kavuşturmak için Schimmelfennig ve Sedelmeier (2004) tarafından "dış teşvik modeli" benimsenmiştir. Bu çalışma "dış teşvik modelinin" bu soruları tam anlamıyla cevaplandıramadığını ve ulusal kimliğin Batı Balkan devletleri olan Hırvatistan ve Sırbistan'da AB üyelik koşullarının etkililiğini belirleme noktasında önemli bir role sahip olduğunu ileri sürmektedir. Çalışmanın Hırvatistan ve Sırbistan'ı durum çalışmaları olarak ele almasının sebepleri; bu iki ülkenin eski Yugoslav Sosyalist Federal Cumhuriyeti olmaları ve 1990'lı yıllarda ortak bir savaş tarihi paylaşmalarıdır. Belirtilen bu ortak özelliklere rağmen bu iki ülkenin Birliğe olan üyelik sürecine ilişkin tutumlarının birbirinden farklılık arz ettiği dikkat çekmiştir (Massari, 2010). Hırvatistan AB üyeliğini hâlihazırda 2013 yılında elde etmiş olmasına rağmen, Sırbistan'ın bu üyeliği gerçekleştirme noktasında kat etmesi gereken daha çok yol vardır ; The European Union (EU) has formally initiated the vast majority of the Central and Eastern European Countries (CEECS) into the Union and Western Balkans' remaining non-EU countries have became the new target of EU enlargement since 2004. The Union, however, has faced some difficulties in transferring its rules to non-member countries in Western Balkans by means of the EU political accession conditionality in comparison to Central and Eastern European Countries. Here are two questions to mind: 'Under what circumstances could the conditionality be effective?' and 'why does the EU conditionality play relatively limited role in the domestic politics of the Western Balkan states?' An "external incentive model" is adopted by Schimmelfennig and Sedelmeier (2004) to articulate the issue. This study addresses this contestation, arguing that the "external incentive model" is incapable of fully answering these questions and that national identity has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. The reasons why the paper has chosen Croatia and Serbia as case studies are that they are republics of former Yugoslavia and that they have shared war history in the 1990s, however act differently on the way to the European Union (Massari, 2010). Although Croatia has become a member of the Union, Serbia still has got a long way to go The European Union has utilised political conditionality as one of the most significant strategies to export its governance and to encourage non-member countries to obey the rules of the EU (Schimmelfennig and Sedelmeier, 2004). Political conditions, which are necessitated by the Union from the very beginning, can be described as a competitive party system, and free and fair elections. As for the essential political conditions of EU accession that the EU confirmed in 1993, which are also defined as the Copenhagen Criteria, they are the stability of democratic institutions, rule of law, liberal market economy, human rights and lastly the protection of minority rights (Bieber, 2013:2). The required political conditions are flexible. By which it means that some specific requirements could be added to the conditions. For instance, the UE required cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY) in the context of Western Balkans (Frerburh and Richter, 2010:269-71). Predominant studies select "external incentive model" to articulate the logic of EU conditionality and political conditions. This model is based on a rationalist cost-benefit calculation that assumes that states are regarded as rational actors, seeking to boost their interests (Schimmelfennig and Sedelmeier, 2004). The tool of conditionality is perhaps the most significant instrument that the EU external governance applies to force would-be member states to obey the rules of the EU. That is, the Union decides its instructions as conditions and would-be member states are expected or required to accept these conditions to receive rewards. Consequently, the target government would face three various pressures namely from the Union, domestic and international politics in return for EU external incentives (Trauner, 2011:8). It is therefore the credibility of the EU conditionality plays a key role in evaluating the pros and cons of EU rewards as opposed to domestic compliance (Schimmelfennig and Sedelmeier, 2004:663-7). This model is, however, unsuccessful in fully articulating why the EU political conditionality could perform better in states like Croatia than in states like Serbia in the context of Western Balkan despite the fact that the Union has provided these countries with rewards. At this point, national identity, as a constructivist variable, has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. National identity is the main theme that determines whether conditionality can be effective or not. Constructivists argue that wouldbe member states would acknowledge the influence of the Union by means of socialisation and persuasion processes. It is these processes internalizing identities with the help of domestic actors (Trauner, 2011). Considering the rules of the EU appropriate and compatible with political conditionality helps domestic actors to stick to given EU rules (Schimmelfennig et al., 2006:27-52). In this sense, national identity, as a filter actor, influences EU conditionality. It is, therefore, crucial to note that states, as social actors, often shape and reshape national identity when they face or interact with different social structures. The EU political conditionality has raised doubts about its effectiveness in the countries in question. This is because they had ethnic conflicts in 1990s that shaped their national identities. It is this historic background affecting the effectiveness of EU political conditionality in Croatia and Serbia in different lights. As a result, the European Union (EU) has formally initiated the vast majority of the Central and Eastern European Countries (CEECS) into the Union and Western Balkans' remaining non-EU countries have become the new target of EU enlargement since 2004. The Union, however, has faced some difficulties in transferring its rules to nonmember countries in Western Balkans by means of the EU political accession conditionality in comparison to Central and Eastern European Countries. In this paper, it is argued that the "external incentive model" is incapable of fully explaining the issue in question and that national identity has a huge impact on the determination of the effectiveness of EU accession conditionality by focusing on the problems limiting this effectiveness in two Balkan states, namely Croatia and Serbia. The reasons why the paper has chosen Croatia and Serbia as case studies are that they are republics of former Yugoslavia and that they have shared war history in the 1990s, however act differently on the way to the European Union (Massari, 2010). Although Croatia has become a member of the Union, Serbia still has got a long way to go.Cooperation with the ICTY has been very sensitive issue in both Croatia and Serbia where these countries had to comply with it as a result of being tied to EU accession. The way in which the transformation of the EU rules, however, quite varied from one another. Croatian elites saw the cooperation with ICTY as indispensable part of EU accession and in line with Croatian respect of European organizations. Croatia met EU requirements. This is simply because the country was one of the European countries in which the rule of law is respected and obeyed. As far as Serbia is concerned, the cooperation with the ICTY was ensured by Serbian elites who felt forced and oppressed to do so. But they rejected the Hague tribunal. Even though they rejected it, a sense of obligation arising from the fear of being punished by the international community through the cancellation or postpone of EU talks took place regarding detaining suspects. This problematic issue resulted in different images of the EU in the eyes of these two countries. Serbia regards the European Union as a punisher and a superior force that inclined to in Serbia. This could be one of the reasons why there is distance between Belgrade and Brussels. As for Croatia, the image of Europe in the eyes of Croatian people is related to high democratic standards, liberty and civilization (Subotic, 2011:326-7). This could be one of the reasons why there is close cooperation between Croatia and the European Union. The rational incentive model is important for explaining the choice of would-be member states. It is crucial to clarify that this model is valid once the rules of the European Union are compatible with national identity of the would-be member states. Once the national identity of the target state is incompatible with the rules of the EU, it is fair to say that any material condition does not serve a very useful purpose. The sanctions imposed on Iran due to conflict with the US and Western countries on her nuclear program have severely damaged the economy while isolating the country in foreign policy. Hassan Rouhani's election to the Iranian presidency in June, 2013, constituted a breakthrough in Iran's foreign relations. Dialogue with the Western countries on the basis of the moderate foreign policy and constructive interaction concept of Rouhani administration has made significant progress in relation with the US and the European countries, allowing a historical agreement on the nuclear program. Nevertheless, Syrian and other regional crisis have had a negative impact on Rouhani's foreing policy approach based on opening and dialogue and created new tensions with some regional countries. The Trump administration which came to power in the beginning of 2017 in the US, advocating a hawkish attitude towards Iran, emerged as a new challenge that could affect the foreign policy of Rouhani in his second term started in June 2017. In this study, the paradigms of Rouhani's foreign policy and developments in relations with Western and regional countries will be examined. Moreover, Iran's relations with Turkey which is another pivotal country of the region and a historical rival of Iran, will be evaluated as well.

Türkiye'nin 2012 yılında diyalog ortağı olarak katıldığı Şanghay İşbirliği Örgütü'nü 1996 yılında Çin, Rusya, Kazakistan, Kırgızistan ve Tacikistan oluşturmuş olup örgütün amacı, üyesi olan ülkelerin sınır güvenliklerinin korunmasıdır. Öte yandan örgüt ABD suretinde batıya karşı alternatif ve etkili bir blok görevi görmektedir. Tek tip bir İslamofobiden bahsetmek mümkün değildir. Hindistan'da, Tayland'da, Çin'de, Kıta Avrupası'nda, Amerika Birleşik Devletleri'nde İslamofobi uygulamaları görülmektedir. Nedenler farklı olsa da ortak nokta İslam korkusu-İslam düşmanlığıdır ve her geçen gün batı demokrasilerinde İslamofobi artmaktadır. Islamophobia increased with the attacks of September 11, 2001 and became the center of foreign policy of Western states. Since then, Muslims in Western countries has been discriminated even if they are citizens of that country. Migrants and Muslim refugees have been targeted, excluded and marginalized in the Western world, particularly in the United States. Due to the Western policy on Islamophobia, intolerant, racist and nationalist far-right parties have emerged and gained wider in Europe. If this situation continues like this, the peace of the world will be in danger and the thesis of the clash of civilizations of Huntington will be justified. Far-right, racist movements that cause Islamophobia, which have proliferated in recent years, are rapidly gaining power around the world. This study aims to identify the historical and political origins and causes of Islamophobia that threaten the peace of the world. It also aims to determine the methods to be used in the fight against Islamophobia. Islamophobia emerged in the Western world and there are historical, cultural, religional, economical, political and social reasons.

Bu anlaşma ile uluslararası ilişkilerde anarşi ortamı bir dereceye kadar kontrol altına alınmıştır. Vestfalya Anlaşması ile devletlerin egemenliği, eşitliği ve iç işlerinde bağımsızlığı uluslararası ilişkilerde karşılık bulmuştur. Devletlerin, belirli bir coğrafi alanda, belli bir nüfusa sahip, diğer devletlerce tanınan ve egemenliğe sahip olan siyasi oluşumlar olarak tanımlanması, uluslararası ilişkiler için önemli bir noktadır. Türkiye, Osmanlı İmparatorluğu'nun mirasçısı ve siyasal devamlılığı olarak, uluslararası alanda kişilik bulmuştur. Osmanlı İmparatorluğu'nun mali borçlarının Türkiye tarafından ödenmesi, bu siyasal mirasçılığın ve devamlılığın ispatı durumundadır. Bu açıdan baktığımızda, Türkiye-Afrika ülkeleri arası ilişkilerin uzun bir tarihi geçmişi ve bağları olduğu göz önünde tutulmalıdır. Afrika kıtası kültür, etnik yapı ve dil olarak oldukça zengin bir coğrafyadır. Zengin kaynakları ve sanayileşme devriminden uzak olması nedeniyle batılı medeniyetlerin özellikle 1881-1914 yılları arasında sömürgeleştirilmesine maruz kalmıştır. Özellikle 20. yüzyılın ikinci yarısında ise dekolonizasyon süreci ile Afrika'nın modern devletleri ortaya çıkmıştır. Afrika genç nüfusu ve var olan maden zenginliğine rağmen en yoksul kıta olarak kabul edilmektedir. Hem maddi hem de insan kaynaklarının zenginliği, Afrika'nın gelişmiş ülkeler tarafından dikkat çeken bir kıta olmasına neden olmaktadır. Türkiye 2000'li yılların başına kadar göz ardı ettiği ilişkilerine özellikle "Afrika Açılım Planı" çerçevesinde önem vermeye başlamış ve Afrika ile ilişkileri farklı bir boyut kazanmaya başlamıştır. Bugün Türkiye'nin, Afrika kıtasındaki ülkelerin yeni stratejik partneri haline geldiğini söylemek mümkündür. 5 Bu çalışmanın amacı; görüşme yöntemi kullanılarak TASAM Türk Asya Stratejik Araştırmalar Merkezi ve Afrika Dış İşleri Bakanlığı verilerini kullanılarak, gelişmekte olan Afrika – Türkiye ilişkilerini genel olarak değerlendirmek ve Türkiye'nin Afrika ülkelerine yönelik dış politikasını analiz edebilmektir. Bu bağlamda çalışma, Türkiye'nin dış politikadaki duruşu, Türk dış politikasında Afrika açılımı, ekonomi, sağlık ve eğitim boyutunda Afrika ile ilişkiler ve bu ilişkilerin geleceği değerlendirilerek literatüre katkı sağlamak amacındadır. ; Sovereignty of nation-state theory has entered the discipline of international relations after the 1648 Westphalia Agreement. With this agreement, the anarchic environment has been controlled to some extent in international relations. With the Westphalian Treaty, independence in the sovereignty, equality and non interference in the internal affairs of the states has been met by international relations. It is an important point for international relations that states are defined as political entities with a certain geographical area, a certain population, and the recognition and sovereignty of other states. Turkey, as the heir of the Ottoman Empire and political continuity, has found international character. The payment of the financial debts of the Ottoman Empire by Turkey is a condition of this political inheritance and continuity. From this point of view, it should be noted that the relations between Turkey and African countries have a long historical background and ties. The African continent has a very rich geography of culture, ethnicity and language. Due to its rich resources and distance from the industrial revolution, it has been subject to colonization of western civilizations, especially between 1881 and 1914. In the second half of the 20th century, the decolonization process and modern states of Africa emerged. Africa is considered to be the poorest continent despite its young population and its wealth of minerals. The richness of both material and human resources makes Africa a continent that draws attention of developed countries. 6 Turkey has begun to attach importance to the relations it has ignored up to the beginning of the year 2000, especially in the framework of the "African Opening Plan", and has begun to acquire a different dimension to Africa. Today it is possible to say that the countries of Africa have become new strategic partners. The aim of this study is to evaluate the developing African-Turkey relations in general and to analyze Turkey's foreign policy towards African countries using data from TASAM African Institute and African Ministry of Foreign Affairs using interview method. In this context, the aim is to contribute to the literature by assessing Turkey's position in foreign policy, African expansion in Turkish foreign policy, Africa in relation to economy, health and education, and the future of these relations.

Batı Trakya Yunanistan'ın Kuzey Doğusunda bulunmaktadır. Evros (Meriç) ile Nestos (Karasu) nehirleri arasında kalan 8578 kilometre karelik bir alanı kapsamaktadır. Lozan Barış Konferansında Türkiye ile Yunanistan arasında varılan bir antlaşma gereği iki ülke arasında zorunlu ahali mübadelesi yapılmıştır.Ancak İstanbul'un Rum nüfusu ile Batı Trakya'nın Türk nüfusu zorunlu mübadelenin dışında tutulmuş ve bulundukları ülkedeki devletin güvencesi altında dinsel azınlık konumunda bırakılmıştır. Söz konusu azınlıkların azınlık ve yurttaşlık hakları tanınmıştır.Bununla beraber Yunanistan kendi vatandaşı olan bu insanları hiçbir gerekçeye dayanmaksızın ulusal bütünlüğü tehdit olarak görmekte ve bu insanlara karşı uluslararası ve ikili antlaşmalarla belirlenen sorumluluğu yerine getirmediği gibi azınlık üzerinde baskı ve asimilasyon politikasını devlet denetiminde planlı,kararlı ve sürekli bir şekilde uygulamaktadır. Avrupa Birliği'nin temel dayanağına baktığımızda;hukukun üstünlüğü,insan hakları,demokrasi kavramını görmekteyiz.Yunanistan 1981 yılında Avrupa Birliği'ne tam üye olmuştur. 1990'ların ikinci yarısına kadar Batı Trakya Türk azınlığının durumunda herhangi bir değişiklik görülmemekte,1990'ların sonunda azınlık haklarında kısmen iyileştirmeler yapılmıştır. Ancak hassas ve hayati konularda herhangi bir değişikliğe rastlamak mümkün değildir. Avrupa Birliği azınlık hakları konusunda Yunanistan'ı bir çok defa uyarmış ve kınama kararları vermiştir.Ancak sorunların giderilebilmesi için Avrupa Birliği'nin daha etkİli yaptırımlar uygulaması gerekmektedir.Yunanistan kendi vatandaşı olan Batı Trakya Türkleri'nin ikili antlaşmalardan doğan haklarını iade etmeli ve kendi taraf olduğu uluslararası antlaşmaların gereklerini yerine getirmelidir. "Türkiye Yunanistan İlişkilerinin Batı Trakya Müslüman-Türk ve Türkiye Ortodoks-Rum Azınlığına Yansımaları" başlıklı çalışma Türkiye ve Yunanistan arasındaki ilişkilerin azınlıklara nasıl yansıdığını konu almaktadır. Bu çalışmanın amacı, iki ülke arasındaki ilişkilerin Lozan Barış Antlaşması'nın imzalanmasından bu yana nasıl bir değişim gösterdiği, karşılıklı algılamalar, sorunlar, bu sorunların Yunanistan'daki Türklere ve Türkiye'deki Rumlara nasıl yansıdığıdır. Türkiye ve Yunanistan'ın milliyetçilik anlayışları, uyguladıkları azınlık politikaları ve iki azınlığın uygulanan politikalardan nasıl etkilendiği ortaya koyulmaktadır. Dört bölüm olarak hazırlanan çalışmanın birinci bölümünde milliyetçilik kavramı, yaklaşımları, azınlık kavramı, hakları, tartışmaları, Türkiye ile Yunanistan'ın milliyetçilik ve azınlık kavramları çerçevesindeki politikaları incelenmiştir. İkinci bölümde ise Lozan Barış Antlaşması'ndan günümüze iki ülke arasında gelişen sorunlar değerlendirilmiştir. Üçüncü bölümde ise Türk-Yunan ilişkilerinin Batı Trakya Türkleri üzerindeki yansımaları, Batı Trakya Müslüman-Türk azınlığın yaşadığı sorunlar ve Yunan hükümetinin uyguladığı politikalar incelenmiştir. Çalışmanın dördüncü ve son bölümünde ise Türk-Yunan ilişkilerinin Ortodoks-Rum azınlığa nasıl yansıdığı, Rum azınlığın yaşadığı sorunlar ve Türk hükümetinin uyguladığı politikalar incelenmiştir. Çalışmada ulaşılan temel sonuç ise iki ülke arasındaki ilişkilerde tarihsel süreç içerisinde karşılıklı bir güvensizliğin olup milliyetçilik anlayışları neticesinde azınlıklara uyguladıkları politikaların azınlıkların yaşamını kötü şekilde etkilemiş olduğudur. İn the first part of the study prepared in four sections, the concept of nationalism, approaches, the concept of minority rights, debats, policies of Turkey and Greece within the frame work of nationalism and minority concepts were examined. İn the second part, the problems between the two counries have been evaluated since the Lousanne Peace Treaty, in the third part, the reflections of the Turkish-Greek relations on the Western Thrace Turks, the problems experienced by the Western Thrace Turkish minoriy and the policies implemented by the Greek Goverment were examined. İn the fourth and last part of the study how TurkishGreek relations are reflected in the orthodox minority, the problems of the minority population and the policies of the Turkish goverment were examined. The main point reached in this study is that the policies applied to minorities as a result of the nationalist understanding and the mutual distrust in the relations between the two countries have affected the lives of minorities badly. Although minority rights are guaranteed by international treaties, from time to time they are infringed. And also some of the promlems have been solved but some are still continuning.
