DESCRIPTION OF FACTORS THAT INFLUENCE NON-COMPLIANCE OF PPE USAGE AT GAS STATION 'X' IN SURABAYA
Non-compliance at work is a form of unsafe actions conducted by workers. Unsafe actions are able to endanger workers and other people around them. The act of workers that would not utilizing personal protective equipment (PPE) is an example of hazardous actions in the workplace. A good personal protective equipment is an equipment that is comfortable when used, provides effective protection against danger, and does not interfere with the work. Gas stations are one of the places that have high risk of exposure to chemicals, yet many workers are not compliant to use PPE. The purpose of this study is to find out the factors that make workers refuse to comply with the rule of PPE usage at work. This research is designed as a qualitative descriptive study. The method used for data collection consisted of interview, observation of employees' behavior in the workplace, and documentation. The results showed that the non-compliance acts of the operating personnel at the gas station X in Surabaya were still high. The non-compliance in using PPE at the gas station X is influenced by the inconvenience of workers who feel hampered while serving consumers, knowledge, and the availability of PPE at work. PENGARUH PENERAPAN PRINSIP GOOD GOVERNANCE TERHADAP PENINGKATAN KUALITAS PELAYANAN PUBLIK DI BADAN PERTANAHAN NASIONAL KABUPATEN PANDEGLANG
AbstrakPenelitian ini bertujuan untuk mengetahui pengaruh penerapan prinsip good governance terhadap peningkatan kualitas pelayanan publik di BPN (Badan Pertanahan Nasional) Kabupaten Pandeglang. Penelitian ini merupakan penelitian korelasi dengan pendekatan kuantitatif, dimana variabel independen adalah penerapan prinsip good governance dan variabel dependen adalah peningkatan kualitas pelayanan publik. Populasi dalam penelitian ini adalah masyarakat penerima pelayanan di BPN (Badan Pertanahan Nasional) Kabupaten Pandeglang yang diambil 100 orang untuk dijadikan sampel penelitian. Teknik pengumpulan data pada penelitian ini menggunakan angket tertutup. Teknik analisis data yang digunakan untuk menguji hipotesis adalah teknik analisis korelasi product moment dan analisis regresi linier sederhana untuk mengetahui pengaruh penerapan prinsip good governance (X) sebagai variabel bebas terhadap peningkatan kualitas pelayanan publik (Y) sebagai variabel terikat. Hasil penenlitian ini menunjukan terdapat pengaruh yang signifikan antara penerapan prinsip good governance (X) terhadap peningkatan kualitas pelayanan publik (Y) di BPN (Badan Pertanahan Nasional) Kabupaten Pandeglang. Hal tersebut berdasarkan pengujian analisis korelasi pearson product moment, nilai pearson correlation sebesar 1,000 dengan taraf signifikansi sebesar 0,000. Dimana, apabila nilai korelasi product moment yakni thitung lebih besar daripada ttabel atau taraf signifikansi kurang dari 0,05 dan koefisien determinasi bernilai menandakan bahwa terdapat pengaruh yang signifikan antara Penerapan Prinsip Good Governance Terhadap Peningkatan Kualitas Pelayanan Publik. Hasil penelitian ini juga diperkuat dengan uji t pada Analisis Linier Regresi Sederhana yang menunjukan bahwa thitung yaitu 4,910 lebih besar > ttabel yaitu 1,984.Kata Kunci : Good Governance, Kualitas Pelayanan Publik AbstractThis research is a correlation research with a quantitative approach, where the independent variable is the application of the principles of good governance and the dependent variable is the improvement of the quality of public services. The population in this study was the service recipient community at the BPN (National Land Agency) Pandeglang Regency, which were taken 100 people to be used as research samples. The data collection technique in this study used a closed questionnaire. The data analysis technique used to test the hypothesis is a product moment correlation analysis technique and simple linear regression analysis to determine the effect of applying the principles of good governance (X) as an independent variable to improving the quality of public services (Y) as the dependent variable. The results of this study indicate that there is a significant effect between the application of the principles of good governance (X) on improving the quality of public services (Y) at the BPN (National Land Agency) Pandeglang Regency. This is based on the Pearson product moment correlation analysis test, the Pearson correlation value is 1,000 with a significance level of 0.000. Where, if the product moment correlation value is tcount greater than ttable or the significance level is less than 0.05 and the coefficient of determination is worth indicating that there is a significant influence between the application of the principles of good governance on improving the quality of public services. The results of this study are also strengthened by the t-test on Simple Linear Regression Analysis which shows that tcount is 4.910 greater than ttable is 1.984.Keywords : Good Governance, Public Service Quality

The purpose of this research is to see how much the level of learning independence in adolescents in Jorong Koto Nan Gadang, Kenagarian Aie Angek, X Koto District, Tanah Datar Regency. The research methodology uses descriptive quantitative with a population of all adolescents, amounting to 40 people. While taking the sample using a sampling technique, with research instruments using a Likert scale with 39 statement items that are already valid and using percentage descriptive analysis techniques. The results of research indicators are: an indicator of independence from others is 78% which is a high category, the indicator has self confidence is 75% which is a medium category, the indicator of disciplined behavior is 73% which is a medium category, the indicator has a sense of responsibility is 75% which is a medium category, the indicator of behavior based on self-initiative is 67% which is as a medium category, and the indicator of self-control is 68% which is medium category. While the percentage of adolescent learning independence level as a whole is 72,7% in the medium category. Ideally, adolescent to be independent in learning if they reach the high or very high category, which is between 76-100%.

PENGARUH MOTIVASI TERHADAP KINERJA APARATUR DI KANTOR CAMAT KERITANG KABUPATEN INDRAGIRI HILIR
This study aims to determine the effect of Motivation on the performance of the apparatus in the Keritang Sub-district office, Indragiri Hilir district downstream. that the level of motivation of the apparatus in the office of Keritang Sub-District of Indragiri Hilir Regency is included in the high category. Furthermore, in the apparatus performance category at the Keritang Sub-District Office, Indragiri Hilir Regency is in a very high category, this might be caused by not doing the best if not coupled with good performance from the employees themselves, so therefore the awareness of the employees themselves on the importance of good performance can have an influence on service to the community. Hypothesis testing concludes that there is a negative and significant influence between motivation and performance. This is indicated by the test of the effect of the independent variable of motivation on performance variables which shows t count of 5.097 greater than the t table of 1.703 at the level of trust α = 0.05 and t table of 2.473 at the level of confidence α = 0.01. This shows that the alternative hypothesis (H1) is accepted, namely there is a significant effect between the independent variable motivation (X) on the dependent variable performance (Y).

Accommodating Religious Practices in the Workplace: The Case of Indonesian Workers in Taiwan ; Mengakomodasi Praktik Keagamaan di Tempat Kerja: Kasus Pekerja Indonesia di Taiwan
The increasing number of Indonesian migrant workers, who are largely Muslims in Taiwan, makes the work environment more diverse. Consequently, the need for diversity management programs such as accommodating religious practices in the workplace has become significantly more relevant. But the extant studies and reports point out those migrant workers, who are largely Muslims, have not been properly accommodated to implement their religious practices in the workplace. The study seeks to understand as how Indonesian migrant workers, who are largely Muslims, experience a kind of deprivation of their religious practices in the workplace. To that end, it uses a qualitative case study method to investigate a group of Indonesian Muslim workers of the X Company who were deprived to observe daily prayers in the workplace. The results of the study evidently found that the employer views that accommodation of such religious practices in the workplace as unreasonable for the company. The results further showed that the accommodation of religious practices of Indonesian Muslim workers was considered as unreasonable because of some important issues such as disruption of job duty, inflexible work schedule, other workers' concern/objection, facility cost and management response/ approach. Accordingly, the study suggests some recommendations. First, the Taiwanese employer needs to sit together with relevant government institutions and religious leaders to formulate a specific policy on the accommodation of religious practices in the workplace. Second, as a single case study, the results of this study might lack of external validity (generalizability). It therefore strongly suggests prospective researchers to do a cross-cases study of this phenomenon or issue. ; Meningkatnya jumlah pekerja migran Indonesia, yang sebagian besar Muslim di Taiwan, membuat lingkungan kerja lebih beragam. Konsekuensinya, kebutuhan akan program manajemen keragaman (diversity management) seperti mengakomodasi praktik keagamaan di tempat kerja menjadi lebih relevan secara signifikan. Tetapi penelitian dan laporan yang ada menunjukkan bahwa pekerja migran tersebut, yang sebagian besar adalah Muslim, belum dapat diakomodasikan dengan baik untuk menerapkan praktik keagamaan mereka di tempat kerja. Penelitian ini berusaha memahami bagaimana pekerja migran Indonesia, yang sebagian besar Muslim, mengalami semacam kehilangan hak melakukan praktik keagamaan mereka di tempat kerja. Penelitian ini menggunakan metode studi kasus kualitatif untuk menyelidiki sekelompok pekerja Muslim Indonesia dari Perusahaan X yang dilarang untuk melaksanakan shalat setiap hari di tempat kerja. Hasil penelitian ini menemukan bahwa manajemen perusahaan memandang bahwa akomodasi untuk praktik keagamaan di tempat kerja merupakan hal yang tidak logis bagi perusahaan. Hasil penelitian lebih lanjut menunjukkan bahwa akomodasi praktik keagamaan pekerja Muslim Indonesia dianggap tidak logis karena beberapa masalah penting seperti pekerjaan terganggu, jadwal kerja yang tidak fleksibel, keprihatinan/keberatan pekerja lain, biaya fasilitas dan respons/pendekatan manajemen. Dengan demikian, penelitian ini menyarankan beberapa rekomendasi. Pertama, pengusaha Taiwan perlu duduk bersama dengan lembaga pemerintah dan pemimpin agama terkait untuk merumuskan kebijakan khusus tentang akomodasi praktik keagamaan di tempat kerja. Kedua, sebagai studi kasus tunggal, hasil penelitian ini mungkin kurang validitas eksternal (generalisasi). Oleh karena itu sangat menyarankan calon peneliti untuk melakukan studi lintas kasus (cross-case study) dari fenomena atau masalah ini.

Konteks Politik Hukum di Balik Percepatan Penetapan Hutan Adat: Catatan Ke Arah Transisi 2019
Pasca Putusan Mahkamah Konstitusi No.35/PUU-X/2012, tahapan baru bagi masyarakat adat sebagai subjek pengelola hutan adat berdampak positif terhadap transformasi pengelolaan kawasan hutan dan sumber daya alam di Indonesia. Konteks politik-hukum menjadi hal yang penting untuk dipahami secara historis dan kontekstual dalam melihat beragam strategi yang dilakukan oleh NGO dalam mendorong pengakuan bagi masyarakat adat di dalam kawasan hutan. Tulisan ini muncul dari hasil observasi penulis selama kurun waktu 2015-2017 atas arah advokasi NGO pegiat masyarakat adat di Indonesia dalam proses regularisasi tentang hutan adat. Berfokus pada proses regularisasi sebagai proses sosial, tulisan ini menelaah dinamika Pasca keluarnya Putusan MK 35 yang mengoreksi UU No.41/1999 tentang kehutanan, yang kini memposisikan 'hutan adat adalah berada terpisah dari hutan negara'. Dengan memahami proses terbentuknya aturan sebagai sebuah proses sosial, tulisan ini melihat sebuah produk hukum sebagai dokumen yang hidup dan menghasilkan perubahan sosial dalam menempatkan masyarakat adat sebagai subjek pengelola kawasan hutan. Berfokus pada 215 produk hukum daerah tentang masyarakat adat selama kurun waktu 1979-2017, dan proses penetapan hutan adat oleh Negara, tulisan ini menyimpulkan bahwa pentingnya mendorong proses regularisasi dalam bentuk diskresi yang efektif untuk mengisi kekosongan hukum pada upaya percepatan penetapan hutan adat di Indonesia. Upaya tersebut telah dilakukan oleh NGO pegiat masyarakat adat dengan melakukan sejumlah advokasi untuk mendorong kebijakan di tingkat daerah, kementerian, hingga peraturan perundang-undangan di tingkat nasional. Pada akhir bagian, tulisan ini memperlihatkan salah satu inisiatif NGO dalam mewacanakan konsep Areal Konservasi Kelola Masyarakat (AKKM atau ICCAs) sebagai salah satu strategi untuk melibatkan masyarakat adat dalam pengelolaan kawasan konservasi dengan cara yang berkelanjutan. Selain itu, momentum tahun politik pilkada serentak di tahun 2018, dan Pilpres di tahun 2019, menjadi peluang sekaligus tantangan untuk mendorong masyarakat adat sebagai subjek aktif pengelola kawasan hutan
