Ce phénomène a comme conséquence une augmentation des externalités négatives comme la congestion, les accidents, la pollution, et des coûts monétaires élevés à supporter par les usagers des transports. L'objectif de ce policybrief est d'informer les communautés urbaines en Afrique ou à Yaoundénotamment, que pour résoudre ce dysfonctionnement,il est urgent de redéfinir une nouvelle politique d'occupation du sol à Yaoundé et d'augmenter l'offrequantitative et qualitative en transport publique collectifde massepourréduire la part modale du taxi enle valorisant dans certains types de déplacements comme les dépôts.
Adolescents are the focus of many interventions that aim to prevent HIV transmission. In order for these interventions to be effective, it is essential to understand adolescents' sexual behaviour. Using data collected in Yaoundé, Cameroon, in 1997, the study analysed risk exposure and HIV prevalence among 426 men and 510 women aged 15–24. Although risky behaviours seem to be more prevalent among young men, their HIV prevalence remains under 1%. In contrast, HIV prevalence is high among young women (7·5%), even those who report having had few sexual partners. Mixing patterns among sexual partners, and especially the age difference between men and women, do not seem to be sufficient to explain the large male–female discrepancy in HIV prevalence that is evident in these data. The results are therefore probably due to a greater susceptibility to infection of young women than men. This study highlights the necessity of reinforcing prevention campaigns among youth and fighting the obstacles that continue to impede the use of condoms in this population.
AbstractHow was 'international trade' between former European empires and their former colonies in Africa governed after decolonisation? In the 1960s, the vast majority of African countries became independent, and so a new arrangement was necessary to govern their economic relations with Europe. The Yaoundé Conventions were then concluded between the European Community (EC) and the bloc of postcolonial African countries. Specialised literature provides comprehensive accounts of the Yaoundé Conventions. However, little is known about the role of law and lawyers in their making and governance. Part of this story concerns political and intellectual struggles in the legal profession about which projects, ideas, and norms would be applicable. Another part concerns the work of lawyers to organise those policies, theories and visions into an emerging conception and to employ it to influence the production and management of the Yaoundé Conventions. This article combines historical and socio-legal approaches to show that a distinct legal conception of regional trade agreements—called here the 'development framework'—was pivotal to the design and application of the Yaoundé Conventions. This conception was primarily advanced and persuasively used by European and African lawyers. This contrasts with the conventional view that trade agreements are variations on a single legal concept. It is concluded that EC–Africa regionalism was a singular experiment, due significantly to the unique features of this legal conception.
The immediate post-colonial period offered opportunities as well as formidable challenges for former colonies of European powers. While colonial mentalities still pervaded in many European capitals and paternalism remained pervasive throughout the political diplomacy of the period, other perspectives were emerging. Through innovative policy engagements that occurred in the late 1950s and into the 1960s, a new sense of transnational purpose could be seen which presented former colonies with partnership options that were seemingly and practically outside the context of the historic geo-economic imposition. Whereas some European powers continued to exert overly dismissive attitudes to African engagement and society, other approaches experimented with developmental policies that were lauded by both sides at the time. This article will look at the practice and policies of associationism - the outworking of the Yaounde and Lome agreements - and will look at the formative international cooperation policies of the European Community (EC), as it evolved through the period when former European colonies were attaining independence. Finally, it will survey the reasons for the demise of associationism and speculate on the onset of what some have described as "neo-colonalism" (Langan, 2018: 1-32; Nkrumah, 1965).
AbstractThis study was aimed at assessing the prevalence of pathogenic Escherichia coli strains, relative to the total count of E. coli, faecal coliforms and other heterotrophic mesophilic aerobic bacteria (HMAB) isolated in groundwater in the equatorial region of Cameroon (Central Africa). Bacteria were isolated using standard methods. Pathogenic E. coli strains were then identified using haemagglutination and antisera tests. The maximum abundance of HMAB, faecal coliforms and E. coli strains were 4.9 × 106, 5.6 × 103 and 1 × 103 colony‐forming units (CFU)/100 mL, respectively. The count of pathogenic E. coli strains reached 3 CFU/100 mL. The counts of commensal and pathogenic E. coli strains underwent temporal and spatial fluctuations. In 21% of sampling sites, the abundance of faecal coliforms was significantly correlated to that of E. coli (P < 0.05). However, the isolated bacterial count was not significantly correlated to that of the pathogenic E. coli strains (P > 0.05). The bacteria abundance dynamics may be impacted by many interacting factors.
