La Grande Palabre (LGP) désigne une série de conférences-débats sur des thèmes sociopolitiques dont trente-huit se sont tenues à Yaoundé. Elle constitue une tentative originale au Cameroun d'institutionnalisation d'un espace public au sens habermassien du terme et d'expansion d'une culture critique dont les origines remontent au moins aux luttes anticoloniales. Depuis sa création en février 2011, elle n'a cessé de prendre de l'ampleur en termes géographiques et d'activités annexes. Elle a continué d'exister, différemment, malgré l'interdiction illégale à Yaoundé de cinq séances par arrêté préfectoral, dont les quatre dernières successivement, notamment au motif que leur thème serait « de nature à perturber gravement l'ordre public ». Cet article retrace la création de LGP, sa place dans l'histoire de la culture critique camerounaise ainsi que les modalités par lesquelles cinq de ses sessions ont été interdites et les réponses des organisateurs. Ce faisant, l'on démontrera que la répression systémique peut être contrecarrée par la pression constante d'acteurs − individuels et collectifs − exerçant leur liberté, révélant à la fois les contradictions du pouvoir en place et les opportunités de résistance.
Numerous sociological works analyzed the processes of development of the auto-organized practices. In France, they showed in particular the role structuring public actors who accompanied, in particular by their policies of equipment and arrangement of sports spaces, the birth then the development of these little institutionalized sports activities. The analysis compared by seven municipalities of Yaoundé (capital of Cameroon) shows that this articulation between the sports politics and the auto-organized practices could build itself differently in developing countries.The theoretical frame, structured around the concepts "of public action" and "of social innovation ", centered the analysis on two hypotheses. The first one envisages the low influence of publics politics on the urban spaces dedicated to the sports practice of closeness. The second sends back to the capacity of the followers auto-organized to invent original modalities of access to the sports spaces.In the empirical plan, three techniques of collection of materials were organized : the documentary analysis to dread the place of the sports spaces to Yaoundé, the not participating observation (a "urban circuit" produced an unpublished inventory to the places of practices) and the semi-directive conversations to analyze the mechanims of appropriation of the sports spaces.The analysis of the empirical materials shows that the sports space of Yaoundé is more structured by an innovative articulation, based on processes of negociation and/or rent, between intermediate actors (property owners or leaders of districts) and the auto-organized followers, rather than by public authorities which favor the sport of top-level. ; De nombreux travaux sociologiques ont analysé les processus de développement des pratiques auto-organisées. La crise économique de la fin des années 1980, a entrainé avec elle, la libéralisation des services qui, autrefois, étaient l'apanage de l'Etat, notamment le transport urbain. Cependant, la croissance démographique et l'étalement urbain spontané ont à leur tour contribué à mettre à mal le système de transport urbain au Cameroun. Cette situation a favorisé un besoin en mobilité urbaine et péri-urbaine qui reste préoccupant pour les populations dont la majeure partie d'activités socio-économiques se concentrent au centre urbain. L'inadéquation, mieux, l'absence de politiques publiques en matière de transport fait que l'Etat peine à satisfaire ce besoin, laissant entrevoir le développement d'un moyen de transport dit « artisanal » dans les villes camerounaises telles que Yaoundé. Ce travail s'appuie sur l'enquête de terrain et l'analyse des sources diachroniques et synchroniques existantes sur la ville de Yaoundé et de ses localités périurbaines. Il montre comment, malgré la présence du transport institutionnel, le « transport artisanal » est devenu depuis près de deux décennies, le principal outil de maintien de la mobilité centre-périphérie. The economic crisis of the late 1980s brought with it the liberalisation of the services that were previously the prerogative of the state, notably urban transport. However, population growth and spontaneous urban sprawl have in turn contributed to the undermining of the urban transport system in Cameroon. This situation has led to a need for urban and peri-urban mobility which remains a concern for populations whose socio-economic activities are concentrated in the urban centre. The inadequacy, or rather, the absence, of public policies on transport means that the state is struggling to meet this need, leading to the development of a so-called 'artisanal' or 'craft' means of transport in Cameroonian cities such as Yaounde. This work is based on field surveys and the analysis of existing diachronic and synchronic sources on the city of Yaounde and its peri-urban localities. It shows how, despite the presence of institutional transport, 'artisanal transport' has become, for nearly two decades, the main tool to maintain centre-periphery mobility.

This paper provides an exposition and interpretation of the language policies of two African universities, namely the University of Yaoundé 1 in Cameroon and the University of the Western Cape in South Africa. It does so against the background of the socio-historical and political factors that led to the creation of both universities and their respective language policies. The authors' main argument is that well-intended, liberal language policies are often impossible to implement as a result of the powerful influence of political and linguistic ideologies shaped, on the one hand, by many years of colonisation and the resulting marginalisation of the indigenous languages in both countries, and, on the other, by ideologies of nation-building and assimilation in the post-colonial era.
