Youth policy, understood as youth activity and policy for youth,has been developing in the Baltic Sea region for many years. It takes placeon many levels of Baltic cooperation; therefore, this article uses the theory ofmulti-level governance for the analysis. There are some differences in youthpolicy between the communities of the Baltic Sea Region countries. This articleaims to analyse the participation of young people from the regions ofLithuania, Latvia, Poland, and Estonia in the BSR youth policy, based on theexample of the Youth Working Group of the "Baltic Sea States SubregionalCo-operation". The main part of the article is an analysis of interviews withyouth coordinators of "Baltic Sea States Subregional Co-operation" from selectedcountries. During the study, 5 interviews were conducted, and, thanksto these interviews, the author has made interesting observations on the differencesin involvement of young people from Lithuania, Latvia, Estonia, andPoland. They indicated, inter alia, disproportional access to participation in thework of the Youth Working Group "Baltic Sea States Subregional Co-operation"between Estonia and Poland, and Lithuania and Latvia. The results clearlyshow that young people from Polish regions have the greatest opportunitiesto shape youth policy in the Baltic Sea Region.

This research focuses on the role played by youth religious organizations in the shaping of young people's social capital in Romania. Based on a series of interviews and focus groups with young people engaged in religious organizations and the leaders of those organizations, we find that youth religious socialization is an important process in creating or reinforcing social and political values, and thus, it may be conducive to social capital. Although nuanced comparisons across denominations are difficult to make due to the unavailability of data, a distinction seems to appear between Orthodox and Catholic religiously active youth. For example, while young people in Catholic organizations are encouraged to forge relationships with people outside their organizations (bridging social capital), those belonging to Orthodox groups tend to keep to themselves, and, at times, even employ a strict access policy for newcomers wanting to join (bonding social capital). Conclusions suggest the need to approach the effects of youth religious socialization in a nuanced way.

The article is focused on the pattern of marital attitudes expressed symptomathically by the attitude towards marriage and the planned age of concluding marriage. An attempt to identify the patterns of marital attitudes of 4264 unmarried youths (aged 18 - 34) has been conducted on the basis of empirical material obtained in years 1985 - 1987 from the whole territory of Poland by the random- -quota method. The results indicate that in Polish conditions marriage gains in importance in the (hierarchy of socially accepted values and is generally accepted by the unmarried youths. Marital plans were declared by 94% of youths. A basic determinant of the pattern is the pisychoisociological factor, while demographic factors (age, sex) and the environment only modify its functioning. A peculiarity of the pattern is a high concentration of preferred age of concluding the marriage. Women plan to get married between 20 - 24 years of age, while men between 25 - 29 years of age. It justifies the opinion that in the future the tendency to conclude early marriages will be preserved and that relatively high birth potential will be retained. Among Polish unmarried youths a formal marriage is preferred by 92,7°/o of respondents. It allows to expect a domination of children born in wedlock, a tendency which should be approved. This paper analyses how conflict impacts social capital. The existing literature suggests that the social capital of a society which has experienced conflict or military operations will not be shaped in the same way as the social capital in an area where there were no such actions. Yet, there is disagreement on what the specific effects of a conflict are. This paper seeks to address this puzzle by comparing levels of social capital in Serbia and Poland. The research presented in this paper was conducted among two groups; the first, a group of respondents including young Serbs (18-24 years old) who, during the 1990s, survived hostilities on the territory of their country or grew up surrounded by people who were participating in military actions. The second group includes young Poles (aged 18-24), who as children, grew up in a society, which from 1995-2002 did not experience either conflict or military action. Significant research results include the following: in a society in which no conflict has occurred in the past, there is a higher level of social and political participation; the formation of bridging communities, trust in social actors from outside the immediate family, trust in institutions, and a greater sense of security in the neighbourhood.

The article starts with a series of questions concerning the relations between particular levels of adjustment and the forms and contents of the youths' participation in culture. Having commented on basic dilemmas of contemporary adjustment, the author distinguished and discussed five basic types of the youths' participation in culture, determined according to the criterion of the level of social adjustment. The first (the lowest) level consists in participation in massand pop-culture in institutional frames, with the elements of revolt and individualism. A characteristic feature of the second level of adjustment is the past association with local cultural institutions and the present participation in cultural institutions of more universal character. A determinant of the third level of adjustment is cultural superficiality and syncretism. The essence of the fourth level of adjustment is the continuity of interests and the past participation in school extracurricular activities. Finaly, a characteristic symptom of the fifth (the highest) level of adjustment is the autotelic (in the past) and pragmatic (at present) character of the reading habit. The article ends with the confrontation of the adjustment levels with the character of the youths' participation in culture. In that part the author synthetically discusses the stages and periods of adjustment in relation to the types of participation in culture. Here, the author distinguished eight types of participation in culture, starting from the simplest one (habitual), characterized by the mere participation in mass culture, and ending with the fullest and comprehensive participation, characterized i.a. by one's own creative activity. 10

Youth councils at local government units have existed practically since 1990. However, only since 2001 there has been a legal basis for setting up such bodies. Although this provision remained unchanged, the COVID-19 pandemic significantly reduced the possibilities of youth councils. They had many problems and in many cases no new term of office was appointed for these bodies. As a result, the Parliament dealt with the statutory regulation of the youth council institution and adopted a government bill in 2021 (Dz.U. 2021 poz. 1038). The author tries to investigate the impact of the COVID-19 pandemic on the number of youth councils in operation. In addition, he assesses the most important solutions contained in the applicable law. Finally, the article welcomes the legislative action but notes the incomprehensible decisions. It also draws attention to the sharp decrease in the number of youth councils between March 2020 and September 2021 but notes the upward trend.
