Abstract: The author analyzes the state policy of the Russian Federation oriented toward using and developing the potential of senior citizens, in particular its administration in library and information services. She reviews the documents on active ageing and senior citizen participation in economic and socio cultural development, i. e. federal laws, decrees, presidential messages, strategies, concepts, national programs, etc. Special attention is given to the related government programs and legal acts adopted in St. Petersburg. The priorities of the national and regional policy in the area are analyzed. The accomplished projects of Russian and, in particular, St. Petersburg public libraries are characterized. Personality orientation, humanism and social viability make the principles of library senior user services. The key vectors and formats of services are reviewed. ; Аннотация: В статье проанализирована государственная политика Российской Федерации, направленная на развитие и использование потенциала старшего поколения, в том числе в рамках библиотечно-информационной деятельности. Проанализированы документы, связанные с вопросами активного долголетия и участием пожилых людей в экономическом и социокультурном развитии общества. Рассмотрены действующие инструменты социальной политики государства, призванные повысить степень участия старшего поколения в жизни страны: федеральные законы, указы, послания Президента Российской Федерации, стратегии, концепции, государственные программы и др. Особое внимание уделено государственным программам и законодательным актам в поддержку старшего поколения, принятым на территории Санкт-Петербурга. Проанализированы приоритеты государственной и региональной политики в этой области. Дана характеристика реализованным проектам в общедоступных библиотеках России и Санкт-Петербурга. На современном этапе в основе работы библиотек со старшей возрастной аудиторией лежат такие принципы, как опора на интересы и индивидуальные потребности человека, гуманизм и общественная целесообразность. Рассмотрены основные направления и формы работы библиотек с читателями старшего поколения.
The article covers results of expert evaluation about functions of system of social policy in relation to the old population. We used results of sociological research with deep expert interviews during 2015-2016 in four border regions of Russian Federation (Altay kray, The Trans Baikal kray, Buratiya Republic, and Omsk oblast) (n = 80). In each region, 20 experts participated the research: representatives of legislative and executive bodies, local governments, non-commercial sector and scientific-pedagogic communities. Basing on expert evaluations, we estimated the presence and evidence of demographic crisis and ageing of population in contemporary Russian regions. In conditions of evident ageing, the border regions demonstrate similar tendencies and their reasons. The next stage was the determination of role of different social institutes in realization of social policy in relation to the old people. We conclude about presence of negative attitudes about ageing, active role and condition of the old population in contemporary society of demographic risksIntegration of the aged people into social relations lead to the higher life quality of the old people and could be achieved in a result of target regulation of social policy in the sphere of satisfaction of group and individual needs and resource possibilities of the given social-demographic group and its inclusion of all public sectors into the process. ; Данная статья посвящена рассмотрению особенностей экспертной оценки функциональной нагрузки системы социальной политики в отношении пожилых. В качестве основы для исследования выступают результаты серии глубинных экспертных интервью, проведенных в 2015–2016 гг. в четырех приграничных регионах Российской Федерации (Алтайский край, Забайкальский край, Республика Бурятия, Омская область) (n = 80). В каждом регионе опрошено 20 экспертов: представители органов законодательной, исполнительной власти, органов местного самоуправления, общественных организаций, научной и педагогической общественности. На основе экспертных мнений проведена оценка наличия и выраженности характеристик демографического кризиса и старения населения в современных российских регионах. В условиях выраженного постарения населения приграничные территории демонстрируют схожие тенденции демографического кризиса, их причинную обусловленность. Следующим этапом стало определение роли социальных институтов в реализации социальной политики в отношении пожилых с учетом ранее выявленных особенностей. Выделены ключевые социальные практики, сделан вывод о сохранении негативных установок в отношении старости, активной роли и положения пожилых в современном обществе демографических рисков, что выступает препятствием к эффективной социальной интеграции пожилого населения.
The article discusses the issue of social exclusion of elderly people in rural areas during the COVID-19 pandemic. The author relies on the concept that defines social exclusion as a mechanism for separating a certain group of people from an integral community. Using the example of several respondents, the article examines the effects that social exclusion of elderly people creates in rural areas, as well as possible ways of their adaptation that can minimise it.
The empirical basis of the work is collected by the author 20 semi-structured interviews with elderly people living in rural areas in the Republic of Karelia and 20 diaries of their observations. When analysing interviews and diaries, a thematic method was used. The main result of the study is the identification of various fears and characteristics of the perception of social exclusion as a condition associated with changes in the habitual everyday life, as well as the lifestyle of respondents due to isolation.
The main conclusion highlights the various fears presented in the perceptions of social exclusion by elderly people associated with changes in the usual everyday life due to isolation.
The study also identifies the most effective ways for adaptation of elderly people to minimise their social exclusion: expanding communication with neighbours, translating communication into digital format. The data obtained by the author also allow us to draw a conclusion about changes in the sociological consideration of ageing. It becomes not a state of inclusiveness and activity, integration of elderly people into society, as modern concepts and approaches denote it (for example, the concept of active longevity), but a state that is primarily determined by physical weakness. The need for isolation, as well as limitation of activity, is becoming a forced measure that negatively affects older people and the characteristics of their perception of their age and the situation of a pandemic. This work contributes to the latest research into the understanding of ageing in the context of forced social exclusion in connection with the COVID-19 pandemic.
The article assesses the probability of fulfilling the tasks set by the President of the Russian Federation in the May 2018 Decree in the field of population reproduction. Each of the tasks outlines the current situation, current trends and the most likely results. Factors that contribute to or counteract solutions to the designated problems are identified. In particular, increase or even preservation of the number of births will be hindered by constant reduction since 2015 in the number of women of active reproductive age (25-39 years), who account for 4/5 of all births [1]. Their number will reduce from 17.9 million in 2015 to 15.0 million in 2024, and up to 12.0 million in 2030 [1]. Reduction in deaths from circulatory diseases and neoplasm will be prevented by: the tendency of population ageing; persistence and impossibility of rapid eradicating bad habits, such as smoking, regular excessive drinking; poor quality of food and alcohol, etc. In addition, in the future, with increase in the life expectancy (LE) in Russia, those, who have been cured of diseases related to other major causes of death, eventually will start dying from circulatory diseases or oncology. It is these diseases that are the leading causes of death in countries with high LE. There are made the following conclusions: it will be actually impossible to achieve the goal of "increasing the population of the country" (set in the Decree) only by reproductive means in the near future in Russia. To solve Russia's general demographic problems (ensuring a positive overall population growth; optimizing the placement of the population on its territory not only in the economic, but also in the geopolitical interests of the state; redemption of the structural demographic wave volatility; etc.), it is necessary to follow coordinated reproduction and migration routes.
Актуальность. Глобальное демографическое старение актуализировало необходимость поиска эффективных решений по широкому спектру проблем, связанных с благополучием граждан старшего возраста: от финансово-экономических до эмоционально-психологических. Фокусирование общественного внимания на проблемах пожилых людей повлекло за собой требование институциональных изменений, принятия важных общественно-политических решений для повышения качества жизни граждан старшего возраста как самой быстрорастущей социальной группы, совершенствования традиционных и появления новых инструментов оценки и мониторинга прогресса в данной сфере как на индивидуальном уровне, так и на уровне регионов, стран, международных организаций. Кроме хорошо известных в международной практике индексов (Active Ageing Index и Global AgeWatch) в российском исследовательском арсенале есть Российский индекс благополучия старшего поколения (РИБСП), разработанный исследователями Международной научно-образовательной лаборатории технологий улучшения благополучия пожилых людей при Томском политехническом университете. РИБСП объективно не свободен от недостатков, свойственных методу в целом, однако с его помощью можно отслеживать динамику изменений в качестве жизни старшего поколения для России в целом и ее отдельных регионов, сравнивать их рейтинговые позиции в пределах одного или нескольких периодов, выдвигать гипотезы о причинах изменений, анализировать их, формулировать предложения о мерах, способных улучшить качество жизни пожилых людей в том или ином регионе. Цель исследования: по материалам РИБСП за 2014, 2016 и 2018 гг. проанализировать изменения в оценке благополучия по жилых людей в Томской области и по итогам трех раундов общероссийского исследования формулировать выводы о динамике изменений качества жизни пожилых людей. Методы: статистический анализ по оригинальной методике расчета РИБСП на основе микроданных исследования Росстата «Комплексное наблюдение условий жизни населения» (КОУЖ) за 2014, 2014 и 2018 гг. Результаты: анализ показал ухудшение значений практически по всем доменам РИБСП (экономика, социум, здоровье, инфраструктура и качество жизни в региональном измерении) в целом по РФ за весь период наблюдений; ухудшение рейтинговых позиций Томской области по РИБСП в 2016 и 2018 гг. относительно 2014 г.; заметное снижение балльных значений по большинству доменов и частных индикаторов индекса для Томской области в 2018 г. Выводы: по результатам анализа значений РИБСП за три периода наблюдений формулированы выводы как о возможностях и объективных ограничениях в использовании данного индекса для оценки качества жизни и благополучия старшего поколения в РФ, так и для анализа динамики соответствующих процессов в отдельных регионах. Выдвинуты предположения о возможных причинах негативной динамики Томской области в рейтинге по РИБСП в целом и по его отдельным доменам и индикаторам. На основе полученных данных сделаны предварительные выводы о рисках невыполнения национального плана действий по повышению качества жизни пожилых людей. Сделано предположение о том, что рассматриваемые проблемы смогут привлечь больше внимания при внедрении Российского индекса благополучия старшего поколения, разработанного в соответствии с международной методологией. ; Relevance. Global demographic aging has actualized the need to find effective solutions to a wide range of problems related to the well-being of older citizens: from financial and economic to emotional and psychological. Focusing public attention on the problems of older people entailed the demand for institutional changes, the adoption of important social and political decisions to improve the quality of life of older citizens as the fastest growing social group, the improvement of traditional and the emergence of new tools for assessing and monitoring progress in this area both at individual level and at the level of regions, countries, international organizations. In addition to indices well known in international practice (Active Aging Index and Global Age-Watch), the Russian research arsenal includes the Russian Elderly Well-being Index (REWI), developed by researchers at the International Scientific and Educational Laboratory of Technologies for Improving the Well-Being of the Elderly at Tomsk Polytechnic University. REWI is objectively not free from the shortcomings inherent in the method as a whole, however, it can be used to track the dynamics of changes in the quality of life of the older generation both for Russia as a whole and for its individual regions, compare their ranking positions within one or several periods, put forward hypotheses about the causes of changes, analyze them, formulate proposals on measures that can improve the quality of life of older people in a particular region. Objective of the study is to analyze the changes in the assessment of the well-being of older people in the Tomsk region based on the REWI materials for 2014, 2016 and 2018 and formulate conclusions based on the results of three rounds of the all-Russian study in the context of the dynamics of the quality of life of older people. Methods: statistical analysis according to the original method for calculating the REWI based on microdata from the Federal State Statistics Service (Rosstat) survey «Comprehensive observation of living conditions of the population» for 2014, 2014 and 2018. Results. The analysis showed (1) the deterioration of values for almost all domains of REWI (economy, society, health, infrastructure and quality of life in the regional dimension) in the whole of the Russian Federation for the entire observation period; (2) the deterioration of the rating positions of the Tomsk region according to the REWI in 2016 and 2018 relative to 2014, (3) a noticeable decrease in the scores for most domains and private index indicators for the Tomsk region in 2018. Conclusions. Based on the results of the analysis of the REWI values for three observation periods, conclusions were formulated both about the possibilities and objective limitations in using this index to assess the quality of life and well-being of the older generation in the Russian Federation, and to analyze the dynamics of the corresponding processes in individual regions. Assumptions are put forward about the possible reasons for the negative dynamics of the Tomsk region in the REWI rating both in general and in its individual domains and indicators. Based on the data obtained, preliminary conclusions were drawn about the risks of non-implementation of the national action plan to improve the quality of life of older people and the incomplete coordination of actions carried out in our country with international programs in this area. Perhaps these problems will be able to attract more attention, efforts and resources for their solution against the background of the immediate prospects for the introduction of the Russian elderly well-being index which is built in accordance with the international methodology.

However, in reality, the proportion of citizens over 45 years involved in continuing vocational training is very small, as the current system does not meet their specific needs. Meanwhile, for many representatives of this social community, the continuation of education, the renewal of knowledge, the acquisition of new qualifications or specialties are now becoming a chance to promote an individual's employability over a lifetime in a rapidly changing labour market and an unstable "life market". The aim of the article is to identify the opportunities and barriers to the inclusion of "silver age" people in the practice of vocational education, taking into account the positions of all key actors – the senior generation of Russians, the state, employers and educational organisations.Methodology and research methods. The work was based on the methodological framework of three theories: continuous education, third age, social community. The empirical material was collected through the following methods: the analysis of educational and demographic statistics (2015–2018); the analysis of the content of recruitment agencies' websites and media publications devoted to the problems of the "silver" labour market; the secondary analysis of sociological data; the survey ofSverdlovsk region residents aged over 45 years old in February – March 2019.Results and scientific novelty. The structure and a number of qualitative characteristics of Russians of the elder generation are clarified. The authors give the definition of the concept of social community of "silver age" people ("third age" people), including the group of pre-pensioners. A new interpretation of this category of citizens allowed the authors to reevaluate the old options and to identify the new options for vocational training for "silver age" people. The problems and trends revealed in the course of the survey in this professional training niche of a particular Russian region were focused on the all-Russian situation. Critical differences between the requests for "silver" vocational education from older people, state, educational organisations and employers are identified. The contradictions and necessity of purposeful formation of educational needs and strategies of people of the "third age" are demonstrated. The state and prospects of development of various types and forms of "silver" professional education are described; the conditions of its transformation into a resource of active ageing are formulated.Practical significance. The urgency and relevance of adjusting the content and specific tasks of educational policy of the state aimed at the older generation of citizens have been scientifically proved. It is planned to create and improve training programmes for older people, implemented by various educational structures. Such programmes and research findings can serve as a basis for developing human resources strategies for older people both in government and commercial organisations. ; Введение. Цель работы. Цель данного исследования состоит в том, чтобы дать анализ пожилого возраста и его культурного содержания. Возраст является важной характеристикой человека. Достойная старость во многом зависит от усилий человека по саморазвитию на протяжении всей жизни и достигнутого им культурного уровня. Каждый следующий шаг человечество делает, используя все ранее накопленное культурой, поэтому культурное содержание пожилого возраста непосредственно влияет на качество сохранения и передачи базовых ценностей другим поколениям. Важность темы исследования диктуется необходимостью выработки новой культурной парадигмы развития в условиях демографического кризиса. Старение общества выдвигает новые требования к пожилому человеку, предписывающие быть активным творцом постиндустриальной цивилизации. В качестве гипотезы выдвигается идея о привлечении духовной энергия «третьего возраста» для конструирования и совершенствования новых элементов культурного кода.Методы и методология проведения работы. Характер исследования проблемы старости в системе культуры обусловил необходимость междисциплинарного подхода, позволяющего исследовать ее в комплексе. Для решения поставленной исследовательской задачи используется сочетание нескольких методологических подходов: культурологического, исторического и системного.Результаты. Для полноценного развития люди должны иметь контакты со всеми носителями культуры, т.е. живущими ныне поколениями. Это уникальный для каждого человека «режим жизни», который детерминирован как внешней средой, так и внутренней логикой саморазвития. Благоприятные социально-экономические, политические и социокультурные условия позволяют пожилому человеку формировать стратегию активной старости, оставаться полноценным членом общества и реализовывать личный социокультурный потенциал. Чем больше поколений вовлечены в культуротворчество, тем надежнее функционируют системы морали и нравственности, явственнее просматриваются национальные цели и качественнее решаются текущие задачи. Настоящее требует устойчивого развития, что предполагает динамичное соотношение традиционности, поддерживающей стабильность, и инноваций, благодаря которым общество продвигается вперед. Стабилизирующую роль в этих процессах играют люди старшего поколения, и она будет только возрастать. Современные «отцы и дети» при совместной генерации новаций могут с удвоенной силой осуществить радикальные преобразования общества.Область применения результатов. Полученные результаты могут применяться в философских и культурологических исследованиях, служить теоретической базой для организации социально-политического проектирования элементов общественного развития. ; Purpose. Age is an important characteristic of a person. The worthy old age depends largely man's efforts to self-development throughout his life and the cultural level he has reached. Every next step, humanity makes using all previously accumulated culture, so the cultural content of the elderly directly affects the quality of preserving and transmitting the core values to other generations. The importance of the research topic is dictated by the need for a new cultural paradigm of development under conditions of demographic crisis. The ageing of society poses new challenges to the elderly person prescribing to be an active creator of post-industrial civilization. As a hypothesis, the idea of bringing the spiritual energy of the "third age" for the construction and improvement of new elements of the cultural code is put forward. On this basis the aim of this work was to analyze the cultural content of the elderly and its ability to transform the modern world.Methodology. The nature of the study of the problem of old age in the culture system necessitated an interdisciplinary approach that allows to explore it in the complex. To solve the problem of the research, a combination of the principle of historicism with cultural methodological approach is used, that allows for a fresh look at the noted issues.Results. For full development people must have contacts with all bearers of culture, i.e. the present generations. It is unique "mode of life" for each person, which is determined by both the external environment and the internal logic of self-development. Favorable socio-economic, political and socio-cultural conditions allow an elderly person to form the active aging strategy to be a productive member of society and to realize personal socio-cultural potential. The more generations are involved in cultural creativity, the more secure the system of morality and ethics are functioning, national objectives become distinctly visible and current problems are solved better quality. This requires a sustainable development, which implies a dynamic ratio of tradition, maintaining stability and innovation, thanks to which the society moves forward. A stabilizing role in these processes is played by people of the older generation, and it will only grow. Modern "fathers and sons" in co-generation of innovations can bring about radical transformation of society with a vengeance.Practical implications. The obtained results can be used in philosophical and cultural studies and serve as the theoretical basis for the organization of socio-political design elements of social development.
