Staranje prebivalstva v Sloveniji, Evropski uniji (EU) in v drugih državah po svetu zahteva določene prilagoditve in spremembe v družbi, ki bodo omogočale kakovostno življenje vseh generacij. Namen članka je predstaviti koncept srebrne ekonomije in aktivnega staranja, ki vplivata na javno in individualno porabo treh skupin starejših; tistih, ki so dejavni, tistih, ki so krhkega zdravja in tistih, ki so v stanju odvisnosti. K spremembam demografske slike prispevajo tudi novi vzorci, kot je večje število enočlanskih gospodinjstev, selitve v mesta, ki vodijo v depopulacijo podeželskih območij, beg možganov in tudi v migracijske tokove. Z raziskavo smo ugotavljali stanje aktivnosti starostnikov v pretežno podeželskih občinah Pesnica in Kungota, ki sodita v ruralno območje Podravske regije. Anketirali smo starejše občane in zbrane podatke primerjali s prosto dostopnimi podatki statističnih baz in z rezultati indeksa aktivnega staranja v državah EU. Po indeksu aktivnega staranja se slovenski starostniki, v primerjavi s starostniki v EU, starajo precej neaktivno. Na slovenskih podeželskih območjih, kjer je delež starejših oseb višji kot v mestih, so starostniki sicer aktivni, vendar ne na vseh obravnavanih področjih. Ena izmed vzpodbud za aktivno staranje je srebrna ekonomija, ki hkrati predstavlja tudi odlično priložnost za gospodarski in družbeni razvoj. Z vključevanjem in upoštevanjem starejših generacij, z vzpodbujanjem aktivnega staranja in s pričakovanim razvojem dejavnosti srebrne ekonomije se bo povečal delež aktivnega prebivalstva na podeželju, ki bo vplival na izboljšanje gospodarskih razmer in dvig kakovosti življenja. ; The age structure of a population is changing, in Slovenia as well as in many countries of the EU and other regions of the world. The process of population ageing requires adjustments and social and economic changes that will enable the quality of life for all generations. The article is based on an economic and social analysis of existing resources and on our own research. A critical review of the literature, secondary sources, and websites dedicated to demographic problems, the silver economy, and the quality of life of the elderly was conducted. We conducted a survey of the elderly population of the municipalities of Pesnica and Kungota, which lie in the Podravska statistical region in the Republic of Slovenia. The silver economy enables the social and economic development of individual geographical areas with potential for new markets and economic activities. In this context, it is necessary to ensure access to sustainable long-term care systems for active and healthy ageing. The concept covers lifelong learning, intergenerational cooperation, research and innovation, and institutional change. In 2017, Slovenia with Strategija dolge družbe (Active Ageing Strategy) accepted the conceptual framework of the proposed changes in the areas of: the labor market and education of the elderly; independent, healthy and safe living; involvement and participation in society and the creation of capacities and environments for activity in all stages of life. All these areas coincide with the scheme of an internationally comparable system of active ageing index indicators. The research was used to determine the activity status of 81 older people in the Podravje region, in the predominantly rural municipalities of Kungota and Pesnica. There were no employees among the respondents. The survey involved active pensioners who were mainly engaged in gardening, hobbies and farming. We note that the respondents are quite independent, physically active and in good health. While independence or autonomy of the elderly is not called into question, financial security is a matter of concern, as most respondents receive low monthly incomes. The analysis of the state of activities of the elderly shows the potential for the development of the silver economy, which would help increase the income of the elderly through active policies and projects of all participants at the local and regional level (Quadruple Helix). An important area is capacity and the environment, which enable active ageing. The research showed that some respondents use ICT for educational purposes or they learn to use a computer, while others use ICT to communicate. We did not perceive social exclusion, isolation or loneliness among the respondents. The most common forms of communication are getting together with relatives and friends. The identified characteristics of the rural area in question provide insight into the situation and opportunities in the field of active ageing and at the same time indicate areas where there is potential for the development of the silver economy.

Access to and use of the built environment is a basic human right, recognised globally in the United Nations Convention on the Rights of Persons with Disabilities and a fundamental objective in an increasingly ageing society. Spanish legislation, acknowledging that challenge, has mandated built environment accessibility 'subject to reasonable adjustment'. This paper formulates a methodology to assist policy makers and urban planning authorities to clarify what, in the context of small establishments, is meant by reasonable adjustment which, further to international policy recommendations, is a strategy implemented by public authorities to enforce accessibility requirements as opposed to privately instituted litigation. Unlike other contributions, the new methodology proposes characterising statutory reasonable adjustment on the grounds of an analysis of municipal records (120 dossiers for Madrid and metropolitan area) and the variables associated with the term. The results included flexibility requirements, accessibility adjustments, economic viability by activity involved and factors affecting overall accessibility. Research has confirmed that regulatory development, urban planning and enforcement by public authorities favour improvements in accessibility. The difficulties involved in complying with requirements revolve around wheelchair users, even today. The active and healthy ageing measure reported here is calculated for the 28 European Union countries, with a specific focus on the current generation of older people and by using the latest data from multiple surveys. It covers diverse aspects of active and healthy ageing, by measuring older people's contribution with respect to not just employment but also their unpaid familial, social and cultural contributions and their independent, healthy and secure living. The article presents the first-of-its-kind quantitative measure of active and healthy ageing in the literature on active and healthy ageing which hitherto has focused largely on concepts, definitions and public policy strategies. In this pursuit, an important contribution of this measure, referred to as the Active Ageing Index ('AAI'), is that it also captures how countries differ with respect to capacity and enabling environments for active and healthy ageing. The AAI offers a breakdown not just by four domains of active and healthy ageing but also by gender. Key findings are that Sweden comes at the top of the country ranking, followed closely by Denmark, the United Kingdom, Finland, the Netherlands and Ireland. The four southern European countries (Italy, Portugal, Spain and Malta) are middle-ranked countries. Greece and many of the Central European countries are at the bottom, highlighting much greater untapped potentials of active and healthy ageing among older people in these countries and a need for greater policy efforts. Women fare worse than men in most countries, identifying a need for an emphasis on reducing gender disparity in experiences of active and healthy ageing. The AAI tool developed has the potential to identify the social policy mechanisms behind the differential achievements of active and healthy ageing, for example, what active and healthy ageing strategies have driven top performers, and in what respect the bottom-ranked countries have lagged behind.

Background: The use of bibliometric analysis to assess scientific productivity and impact is particularly relevant for EU funding programs. The objective of the present study is to assess the impact on scientific literature by focusing specifically on the cost-effectiveness of FP7 and NHI projects in the fields of AA and QoL, respectively. Methods: Twenty projects were randomly selected from the CORDIS database in accordance with the following criteria: funded by the FP7; accepted from 1 st January 2007 to 31 st December 2012; concluded by 31 st August 2017; For each project selected, we determined: number of publications in Scopus and Google databases attributable to the project; number of papers published in Q1 quartile of the SCIMAGO rank; number of citations found in Scopus and Scholar Google; amount of funds allocated. Results: The study has confirmed the results of the previous one, namely that the number of publications and the number of citations per project on active ageing are similar in projects funded by the NHI in the United States and those funded by the FP7 in Europe. However, when it comes to cost-effectiveness, it results that European projects have a cost ten times higher than the Americans ones. Conclusion: Our study shows lower cost-effectiveness of FP7-European projects than the American-NIH on active aging. The results of this research, albeit with the limits already outlined, will have to be taken into consideration in the evaluative research of the future.

To shed light on the quality of the ageing experience in Europe and its heterogeneity, this study adapts and computes the Active Ageing Index - an index constructed at the country level to monitor ageing quality in Europe - at the individual level. This strategy allows the measuring of inequality in the experience of active ageing and is flexible enough to consider different value judgements in the overall assessment of the quality of life while ageing. The study examines the predictors of this inequality by using regressions with a Gini-recentred influence function. It finds that education plays a very significant role in reducing inequality, though its influence varies across countries. Furthermore, the study uncovers large variance in the quality of the ageing experience across Europe. For instance, more than 50% of the populations of Romania, Lithuania and Bulgaria show a level of active ageing quality lower than that of the bottom decile of the distribution in Sweden.
