Facing Internet competition and budget cuts due to financial crisis, public libraries are invited, sometimes commanded to prove that they are useful. They are often disarmed in front of this new demand and the boldness of certain public policies that dismantle public reading to balance budgets. In view of this situation, anglo- saxons libraries have introduced specific tools, previously used in other professional cultures, such as advocacy. Beyond the peculiarity of this approach, what is its real value for libraries ? Furthermore, is it possible to relocate the notion in France or does it need an adaptation ? How can french librarians coin specific methods and tools to settle and expand advocacy in their country ? ; Confrontées à la concurrence d'Internet et à un contexte budgétaire tendu, les bibliothèques sont invitées, parfois sommées, de faire la démonstration de leur utilité. Elles s'en trouvent souvent démunies : tant devant la nouveauté de l'exigence que face à la radicalité de certaines politiques publiques qui font de la lecture publique une variable d'ajustement du budget. En réaction, les bibliothèques du monde anglo-saxon se sont dotées d'outils propres à d'autres cultures professionnelles, comme l'advocacy. Mais au delà de la singularité de cette démarche, quel est son apport réel pour les bibliothèques et la profession ? De même, l'advocacy, concept anglo-saxon, est-il transposable dans la sphère culturelle française ou nécessite-t-il une adaptation ? Comment forger les outils et les méthodes propres à déboucher sur un ancrage de l'advocacy en France, une véritable culture englobante de défense et de promotion des bibliothèques ?

This article discusses the rhetoric deployed by two professional orders, the Ordre des ergothérapeutes du Québec and the Ordre des orthophonistes et des audiologistes du Québec, when they are called upon to contribute to public debates on various social issues. What rationalities do they promote and how are these rationalities are in tension with those articulated by the government? To answer this question, we analyzed 10 recent briefs tabled at the National Assembly of Quebec. Our analyses reveal four rationalities: political, economic, scientific and ethical. By revealing these rationalities, we highlight the tensions between bureaucratic and professional logic. This article thus helps to demystify a little-known political communication exercise. ; Cet article porte sur la rhétorique déployée par deux ordres professionnels, l'Ordre des ergothérapeutes du Québec et l'Ordre des orthophonistes et des audiologistes du Québec, lorsqu'ils sont interpellés à contribuer aux débats publics en lien avec divers enjeux sociaux. Quelles rationalités mettent-ils de l'avant et en quoi ces rationalités sont-elles en tension avec celles articulées par le gouvernement ? Pour répondre à cette question, nous avons analysé 10 mémoires récents déposés à l'Assemblée nationale du Québec. Nos analyses font ressortir quatre rationalités : politiques, économiques, scientifiques et éthiques. En levant le voile sur ces rationalités, nous révélons les tensions entre la logique bureaucratique et la logique professionnelle. Cet article contribue ainsi à démystifier un exercice de communication politique peu connu.

À partir d'une étude récente amorcée en 2013 par le CEURISS (Centre Européen de Recherches et d'Etudes Sociales) pour le compte du CESVOT (Centre des Services du Bénévolat de Toscane), cet article cherche à travers un cas d'étude à ouvrir une perspective pour analyser la citoyenneté au niveau local. Pour ce faire on a observé les associations de bénévoles qui, à divers titres, développent des actions d' advocacy en Italie à l'intérieur du territoire toscan. L'objectif est de déterminer les caractères dont se parent différents modèles de protection et de promotion des droits des citoyens en Toscane à travers les synergies déployées par des associations de bénévoles et le Médiateur. Une attention particulière est portée à l'assistance que de telles synergies peuvent proposer face aux problèmes liés à la crise économique sur le terrain local. L'hypothèse qui sous-tend cet article est que le trilogue entre citoyens, associations et défense citoyenne constitue un processus de transformation de la citoyenneté en direction du propre renforcement de cette dernière.

This research analyzes the preconditions and forms of women's advocacy within the state, based on a comparative study of the activities of governmental bodies in charge of furthering women's status in France and Quebec since the 1960s. The theoretical framework integrates a comparative and historical sociology of the state with inputs from sociolegal studies, social movements theory and the sociology of gender. The research draws on archives, as well as interviews with the heads and administrations of these governmental bodies. Beyond an analysis of the genesis and institutionalization of women's advocacy within the state, the main focus is on the way « women's cause » is defined in this particular institutional setting. In this respect, based on the comparative analysis of women's policy in France and Quebec, two different definitions of women's cause (or « referentials ») can be identified, the former focusing on equal employment, and the latter on financial autonomy. These differences, in so far as they relate to distinct attitudes towards family issues, can be linked to differences in the relationships between feminism and familialism in each sociohistorical context. Indeed, comparative analysis shows that the context-specific balance of powers and the various relationships that may unfold between women's rights advocates and family values advocates, within and without the state (state agencies, social movements, experts), influence the way women's cause is conceived within the state. First inferred from an analysis of the general directions of women's policy, this influence is then demonstrated based on a more specific study of the strategies developed by women's policy agencies in the legal debates regarding the financial consequences of divorce (alimony, compensatory allowance, definition of the matrimonial regimes). ; Cette thèse s'intéresse aux conditions de possibilité et aux modalités de défense de la cause des femmes dans l'appareil d'Etat, à partir d'une étude comparative des instances ...

Prenant appui sur les archives de ces instances ainsi que sur des entretiens avec leurs responsables et leur personnel, cette recherche relève d'une sociologie historique et comparative de l'Etat, intégrant les apports de la sociologie du droit, du genre et des mouvements sociaux. Au-delà de l'analyse de la genèse et de la consolidation des institutions étudiées, cette thèse s'intéresse à la manière dont la cause des femmes est définie en leur sein. De ce point de vue, l'analyse comparative permet d'identifier deux référentiels distincts de la politique à l'égard des femmes en France et au Québec, l'un centré sur l'égalité professionnelle et l'autre sur l'autonomie économique. Ces différences, en tant qu'elles engagent des rapports distincts aux questions familiales, peuvent être reliées à une économie différente des relations entre féminisme et familialisme dans chaque contexte socio-historique. La démarche comparative permet ainsi de montrer comment le rapport de force et les relations variables entre défenseurs de la cause des femmes et défenseurs de la cause de la famille, à l'intérieur comme à l'extérieur de l'Etat (instances gouvernementales, mouvements sociaux, producteurs d'expertise), influencent la définition de la cause des femmes dans l'Etat. Cette influence est d'abord établie à partir d'une analyse des orientations d'ensemble de la politique à l'égard des femmes, puis à partir d'une étude plus ciblée portant sur les interventions des instances étudiées dans les débats juridiques ayant trait aux conséquences financières du divorce (pensions alimentaires, prestation compensatoire, définition des régimes matrimoniaux).
