The maxim that the people is the agent of the constituent power has, since the French revolution, been a universally accepted answer to the issue of the origin and the degree of validity of constitutional law which, as the ultimate norm of a state's legal order has no other higher positive law norm. But that maxim disregards political reality. Neither is it convincing from the point of view of the theory of state. The people is not the subject of activity but onl of reference. The maxim on the constituent power of the people is a democratic myth. As such it is polyvalent: the reinforcement of revolution or its prohibition determine whether the existing constitutional regime is to be overthrown or legitimised. The doctrine of the constituent power of the people is not cognitively rewarding as a theory of legitimation, either, since the effectiveness of a constitution does not depend on its provenance but on the reception it gets here and now from its addressees: state agencies and citizens. The author gives a short account of his broadly-based studies on the theory of public choice and the financing of the public sector in the industrialised countries of the world. In this context, first the definition of the theory of choice an relation to the financing of the public sector is given. Then there is a short review of the evolution of the theory of public choice in the history of human development, with special focus on the latest trends. Then the author explores fundamental principles of public choice in the functioning of the contemporary state and its consequences for the economic and social development of the developed countries. In the end, the author lists the essential requirements regarding the possibility of the implementation of the theory of public choice in the Croatian theory and practice when making the collective decisions regarding the financing of public needs. The study is a contribution to the discussion on the definition of war in modern era and focuses on contemporary debates. By exploring the essence of politics and nation, in line with Carl Schmitt's theory of politics and by taking into consideration the forms of national liberation wars, the author points to the inadequacy of von Clausewitz's instrumental/political definition of war and lists most critical remarks to this theory. The author describes other theories, such as the pure war theory (war separated from politics) and the existential war theory (a political entity is being shaped and coming into being). Then he systematically lays out the modern concept of the nation and the corresponding definition of war. In defining wars, the author relies on the modern philosophy of the subject, particularly by G.W.F. Hegel, and on Scheler's theory of nation and war. Finally, the study shows that international relations are still to a large extent determined by the nationally-based politics, and that contemporary wars include many features of international and national-liberation wars. In this text the author elaborates on two central assumptions. The first assumption (based on the comparative survey results from ten postcommunist countries) is that there is a marked positive correlation between the residue of "communist legacy" in people's minds and the electoral success of leftist parties. Since that legacy in Croatia (and Czech Republic) has been weakest, this is going to be an aggravating circumstance for SDP in their struggle for power. The second assumption is that the politics of leftist parties which could come to power is to shuttle between two extremes: the restoration of real socialism in a modified form and the social-democratic model of Sweden or at least Germany. According to the author, the key agents of such politics are "neotraditionalism" and "political capitalism" both inherited from the former system. (SOI : PM: S. 46)
The theory of public choice is a major link between political science and economic science. It includes economic research into the issue of non- market decision-making i.e. the application of economic analysis to political decision-making. The champions of the theory of public choice have most confidence in the market and the market institutions. They try to explain political decision-making by means of the standards operating on the market. The public choice theory approach is based on the concept of methodological individualism and homo oeconomicus, since individuals try to promote their own interests both on the market and in politics. Theoreticians of public choice investigate voters' behaviour, the roles of politicians, political parties, and interest groups in complex democratic societies. Central for their research is the political process in which voters behave as buyers, politicians as entrepreneurs, while bureaucrats are prone to self-aggrandisement and their ambition is to boost the significance of their office. The theory of public choice emphasises the category of exchange (political exchange) and the catalectic approach to economy. (SOI : PM: S. 100)
The author discusses the basic structure of Mancur Olson's political economy. He highlights three concepts on which it is based - public goods, interest groups, and selective incentives. The last concept represents Olson's innovation in contemporary political science. The author's central methodical assumption is based on the insight that Olson's key theory is linked with the so-called public goods paradox. Unlike private goods, public goods are non-competitive and non-exclusive, which means that it is not possible to bar those who do not share the costs of their production from using them. On the basis of this, Olson has developed the original theory of interest groups. By looking into the costs of organizing along interest lines as a collective activity whose result is a public good, he distinguishes between large, heterogeneous, and small, homogeneous groups. Besides, he has shown that, regarding public goods, individuals tend to behave as free riders, defaulters who try to avoid the costs of securing these goods. The author shows that Olson has, notwithstanding certain flimsiness of his reductionist methodology, significantly revamped political science. (SOI : PM: S. 202)
The methodological assumptions of the rational choice theory - methodological individualism and rationality - are not generally considered suitable for analyzing nations. Nevertheless, if we accept that the political process is at least partially rational, and that nation building and change is part of that process, this will provide an opening to look at nations from the unorthodox perspective of rational choice. The club theory, as part of the rational choice theory, offers great opportunities for establishing analogies between clubs and nations, and thus for shedding new light on some features of modern polities. Establishing a polity, by the club analogy, entails two basic selections: the selection of the members and the selection of a sovereign territory, that will serve to provide physical protection and material resources for its members. The choice of membership is in general based on the choice of desirable membership characteristics (usually cultural ones). The choice of a sovereign territory is linked to the decision on the part of the members to engage in a collective action in order to acquire the sovereign territory. (SOI : PM: S. 212)
The ultimate goal of game theory is to provide a theoretical model for strategic situations' analysis, i.e. for situations where one actor's choice depends on the behavior of other players in the game. As a concept, game theory is also applicable to the legal context. Legal dialectics and processes are often conducted in some form of strategic interactions. Game theory is a way to see how legal rules affect particular actors' behavior. International Economic Law has its own dynamics which makes the process similar to the analysis through the game theoretical tools. Therefore, the rules of international law are considered as the rules of the game that are taking place among different actors. Game theoretical considerations clarify the substance of the interaction and cooperation of players involved (states, international organizations and other actors). Game theory provides a basis for normative analysis of the issue of implementation of the rules of international law and improves understanding of those rules. The topic of the paper is the application of the game theory in the context of the legal framework established by the World Trade Organization. The member states' dilemma between using the advantages and liberalization options provided by the WTO on the one hand, and joining the regional trade agreements, on the other one, is strategic by nature. Therefore, game theory can contribute to understanding and resolving, using the game of 'prisoner's dilemma' as a model. It is the game which clearly shows that a group of rational egoists can end up worse than a group of actors that acts prima facie contrary to their own interests. 'Prisoner's dilemma' demonstrates why society and law has the need for coordination as well as mechanisms for co-operation. WTO member states put emphasis on the process of liberalization conducted in the framework of regional trade agreements (RTAs); at the same time, their participation in WTO negotiations is not effective and efficient enough to make a breakthrough in the multilateral framework. A solution of the game for Member States is not to cooperate: i. e, liberalization is primarily achieved through regional agreements rather than within the WTO. The rational decision of the Member States (opting for a regional approach) has resulted in a suboptimal result, which is a basic characteristic of the game model based on a prisoner's dilemma: in this case, the optimal solution would be cooperation through a multilateral framework (World Trade Organization).
The author looks into the methodological features of public choice theory. On the example of James Buchanan's contribution, he demonstrates the differences between that kind of approach (often dubbed political economy) versus welfare economics and mainstream economics. Unlike welfare economics, which tries to work out the optimal state of allocation and distribution of economic resources by using certain logical rules based on Pareto's principles, or mainstream economics, which tries to identify the improvements in observable economic categories (such as national income or investment consumption), political economy encompasses the process of collective decision-making i.e. politics. In this, the efficacy criterion is t extent of consent (consensus) in collective decisionmaking. On the example of Buchanan's and Tullock's joint contribution in the book "The Calculus of Consent", the author concludes that this paved the way for introducing a legitimate categorial mechanism for investigating the costs of political decision-making into political science. T eorija društvenog izbora postavlja značajan izazov pred teoriju demokratije. Erouova teorema mogućnosti pokazuje da nije moguće istovremeno da budu zadovoljeni neki normativni uslovi u pogledu procedure glasanja koji garantuju da je ona fer i da ishod glasanja bude koherentan. Ovaj rezultat dovodi u pitanje normativnu opravdanost demokratije u onoj meri u kojoj se ona zasniva na proceduri glasanja. Kao jedan od mogućih puteva za rešenje Erouovog problema predložen je uslov jednovršnosti u pogledu poredaka preferencija. U ovom radu bavićemo se pitanjem u kojoj meri koncepcija deliberativne demokratije može da doprinese postizanju jednovršnosti koja potom garantuje koherentan društveni izbor. U tom kontekstu posebno ćemo istražiti tezu da javna deliberacija dovodi do metasaglasnosti koja potom može da implicira jednovršnost. Ovoj tezi pristupićemo ispitujući njenu empirijsku i normativnu adekvatnost. ; T he social choice theory presents a significant challenge to democratic theory. Arrow's impossibility theorem shows that it is not possible for some normative conditions – regarding the voting procedure guaranteeing its fairness and that the outcome of voting be coherent – to be satisfied at the same time. This brings into question normative justification of democracy to the degree to which it is based on the voting procedure. The single-peakedness condition was proposed as one of the possible ways to solve the Arrow's problem. In this paper we will explore to what extent the conception of deliberative democracy may contribute to achievement of single-peakedness which subsequently guarantees coherent social choice. In this context we will particularly explore the thesis that public deliberation leads to meta-agreement which might subsequently imply single-peakedness. We approach this thesis by probing its empirical and normative adequacy.
The relations with Russia rank among the most important and most complex issues in the US and UK foreign policy. The years after the Second World War have been marked by an exhausting arms race between the Western and Eastern bloc that ended with the fall of the Berlin Wall, the break-up of the Soviet Union and the victory of the United States and its Western allies. The purpose of this paper is to analyse the relations between the US and the United Kingdom on the one hand, and Russia, on the other, during the mandate of President Trump and after Brexit and point to possible directions that these relations may take in the aftermath of Biden's victory in the 2020 US Presidential elections. The author proceeds from a hypothesis that the efforts of President Trump, who, contrary to his predecessors, felt that the relations with Russia should be based on interests rather than ideology, have failed. He has not been successful primarily due to the huge resistance mounted by the state structures, mainstream media and anti-Russian coalition forged by the Republican and Democratic parties. The relations between the UK and Russia remain cold after Brexit as well due to the severe problems between the two countries. The first part will deal with the strained relations between the United States and Russia following the West's victory in the Cold War, the efforts of President Trump to improve these relations and his failure to do so. The second part of the paper will address the relationship between the United Kingdom and Russia, which is in many respects even more complicated than that between Russia and the US. After Brexit, the relations between the two countries continue to be plagued by the activities of the Russian agents in Great Britain, the crisis in Ukraine and different views on the war in Syria. In the third part, the concluding part of the paper, the author tried to answer the question of how the relations between the US and Russia will develop after Joseph Biden won the 2020 US Presidential elections. According to him, the new President will continue to pursue the traditional policy towards Russia agreed upon by both US parties. It can be expected that Biden will, despite the policy of sanctions pursued by his predecessors, Obama and Trump, engage more in supporting the opposition and civilian sector in Russia. Given the cold and strained relations between these two states, it may be assumed that Great Britain will readily follow a new, tougher course of action pursued by President Biden towards Russia and Putin. It is especially important for UK politics that Biden returns to the ideas of liberalism because, as we have seen on previous pages, in London, in addition to the actions of Russian agents on the UK territory, Putin is most resented precisely for his activities to overthrow the ruling liberal order. Despite the good ties between Prime Minister Johnson and the former US President who supported Brexit, Biden's victory will bring relief to the UK because of his commitment, as opposed to Trump, to bring back America to the world political stage, where London is likely to expect to find space for its new global role after leaving the EU. On the other hand, Moscow will probably continue with its past foreign policy strategy in anticipation of the moves to be taken by the new US President without high expectations regarding the future relations between the two countries. Russia has even fewer expectations when it comes to relations with the UK, given the gravity of the problems that burden the relations between the two countries.
Predmet istraživanja doktorske disertacije odnosi se na analizu značaja i mehanizama na koji institucionalna obeležja utiču na efikasnost nacionalnih ekonomija. Pritom, cilj je da se istraživanjem identifikuju relevantne normativne i pozitivne pozicije u pogledu uloge koju institucije imaju u ekonomskim procesima, kao i njihov međusobni odnos i relativna važnost pri uticaju na ekonomske performanse, sa posebnim osvrtom na iskustva privrednih sistema zemalja u tranziciji. Iz tog razloga, analizirane su osobenosti institucija kao jedinica ekonomske analize, raznovrsnost elemenata institucionalne strukture, kroz, naročit, osvrt na interakciju koja se pojavljuje između formalnih i neformalnih institucionalnih pravila. Uslovljenost ekonomskih performansi institucionalnim svojstvima analizirana je iz perspektive teorije transakcionih troškova, kao i teorije vlasničkih prava i mehanizmima kojima oni ostvaruju uticaj na ekonomske performanse. Iz razloga što značajan deo institucionalne strukture nastaje, ali se i menja, u okviru političkog sistema, efekti na ekonomsku aktivnost posmatrani su kroz uticaje koji nastaju kao posledica specifičnosti političkih institucija, odnosno, njihove stabilnosti, forme i centralizovanosti, kao i kvaliteta javnog upravljanja, uticaja rent-seeking-a i političkih konjunkturnih ciklusa. S obzirom da su postojanost i dinamika integralna svojstva svakog segmenta institucionalne strukture, deo istraživanja je orijentisan na analizu osnovnih elemenata, tipova i teorija institucionalnih promena, zavisnost promene institucija od istorijskog institucionalnog, formalnog i neformalnog, nasleđa, kontroverzi u pogledu transplantacije institucija, kao i uzroka institucionalne histereze i neuspeha. Na osnovu empirijskog istraživanja odnosa ekonomskih performansi i institucionalnog kvaliteta, utvrđeno je da nivo per capita dohotka odlučujuće zavisi od kvaliteta institucionalne strukture, efikasne zaštite vlasničkih prava, usklađenosti između formalnih i neformalnih pravila, čime institucionalne promene u pravcu unapređenja svih institucionalnih segmenata predstavljaju neophodnu pretpostavku efikasnijoj ekonomskoj aktivnosti. ; This paper refers to the analysis of the importance of the institutions and the mechanisms through which the institutional characteristics influence the efficiency of national economies. In this context, the main goals of the research are to identify and explain relevant normative and positive aspects of institutional theory, the way in which institutions affect economic processes, as well as the interrelation and relative importance of different institutional units in their influence on economic performance, with special emphasis on the experience of transition countries. For this purpose, the author has reviewed the uniqueness of institutions as units of economic analysis, the diversity of the elements of institutional structure, with the particular accent on interaction between formal and informal institutional rules. Dependence of economic performance upon the institutional characteristics has been analyzed from the perspective of transaction-cost theory, as well as the theory of property rights. Special attention is paid to the mechanism through which the property rights exercise their influence upon the efficient operation of economic system. Bearing in mind the fact that the important part of institutional structure is made within a political process, the effects of institutions are observed through the influences derived from political stability, political regime and the level of administrative and fiscal centralization. The quality of governance, the impact of rent-seeking activities and the influence coming from political and business cycles are additional important features in this regard. Since the institutions display the persistence and changeability at the same time, the important part of the research is dedicated to the analysis of different types and theories of institutional changes, the dependency of changes on the past formal and informal institutional development, the issues related to the transplantation of institutions and the causes of institutional hysteresis. Based on the empirical part of the thesis, we have reached the conclusion that the level of per capita income largely depends on the quality of institutions, especially the protection of property rights, as well as the harmonization between formal and informal institutions. This makes good institutions a decisive and long-lasting factor of the success and efficiency of national economies.

Glavna teza teorije modernizacije jeste da se promene u socioekonomskoj sferi društva reflektiraju na njegov sistem vrednosti. Zato u savremenim društvima slabe tradicionalne a jačaju moderne i postmoderne vrednosti. Specifičnost bivših socijalističkih društava odnosi se na to da je u njima, nakon protivrečnog procesa polumodernizacije, došlo do intenzivnog procesa retradicionalizacije. Tranzicija mlade generacije u odraslo doba događa se u konkretnom društvenom kontekstu za koji je karakterističan "sukob" suprotstavljenih vrednosti. Stoga je važno ispitati koje društvene vrednosti mladi prihvataju. Najpre se to odnosi na studentsku populaciju, s obzirom na to da je to resurs iz kog će se u budućnosti regrutovati društvena elita. U radu se problematizuju sledeća pitanja: U kojoj meri suprotstavljeni procesi modernizacije i retradicionalizacije društva ostavljaju traga na vrednosne orijentacije studenata? U kojoj meri se stavovi studenata razlikuju s obzirom na socijalne karakteristike njihovih porodica? Statistička obrada je obuhvatila univarijatnu, bivarijatnu i multivarijatnu analizu. Rezultati pokazuju da većina studenata prihvata postmoderne vrednosti (multikulturnost), a vrlo malo njih prihvata tradicionalne vrednosti (klerikalizam i etnocentrizam). Utvrđena je veza između tradicionalnih vrednosnih orijentacija i konzervativnih porodičnih obrazaca. S tim u vezi je zaključak da su rezultati u saglasnosti sa hipotezom o liberalizujućem efektu obrazovanja. ; This paper analyses the students' value orientations based on the survey conducted at the University of Rijeka (N=635). The main thesis of the theory of modernization is that changes in the socioeconomic sphere of society generate changes in its predominant value system. Therefore, in the modern societies, the weakening of the traditional and the strengthening of modern and postmodern values can be observed. This was particularly noticeable in the ex-socialist societies whose social and political transitions were generally followed by the process of intensive retraditionalization. The transition of younger generation to adulthood is taking place in the specific context of the postsocialist and post-war transformation of a society, which is characterized by the "clash" of opposing social values. Therefore, it is important to explore which social values are embraced by the young people. This is particularly important in the context of student population, because many of them will become representatives of the future social elites. The paper seeks to address the following questions: To what extent the opposing processes of modernization and re-radicalization of post-socialist societies effects students' expectance of different value orientations? To what extent different family backgrounds effect students' adoption of traditional, modern or postmodern values? Data analysis was carried out through univariate, bivariate and multivariate statistical procedures. The results of our research show that students chiefly support the postmodern values (multiculturalism) and chiefly do not support the traditional values (clericalism and ethnocentrism). Furthermore, the analysis has established a link between students' orientation to traditional values and existence of conservative patterns in their family background. Interesovanje za teoriju i praksu rane intervencije u Srbiji je intenzivirano poslednjih desetak godina. U praksi su odavno zastupljeni različiti oblici rada sa decom sa smetnjama u razvoju ranog uzrasta, dok su teorijsko uobličavanje znanja i sistemski pristup ranoj intervenciji, sagledani kroz donošenje državnih odluka, uključivanje sadržaja iz ove oblasti u studijske programe fakulteta koji školuju defektologa, novijeg datuma. Cilj ovog rada je da ukaže na ključne promene i aktivnosti usmerene na razvoj nacionalnih sistema rane intervencije, s posebnim osvrtom na Srbiju. Od šest priotiteta sadržanih u dokumentu Poziv na akciju: Podrška razvoju dece u ranom detinjstvu koji je Vlada Srbije sačinila u saradnji sa UNICEFOM, a koji je zasnovan na Konvenciji o pravima deteta, Ciljevima održivog razvoja i najboljim interesima za svako dete posebno je značajan prvi podrška roditeljstvu. Izdvajanje ovog prioriteta bazirano je na činjenici da je podrška dobrobiti deteta jedan od najvažnijih ciljeva predškolskog vaspitanja i obrazovanja i da je ostvariv samo onda kada porodica može na adekvatan način da oblikuje sopstvene životne okolnosti. Osim toga takozvani model F-reči, utemeljen na odrednicama Međunarodne klasifikacije funkcionisanja, invalidnosti i zdravlja, vidi porodicu kao centralni "kontekstualni" činilac razvoja, koji ima najbolji potencijal za pružanje fizičke i emocionalne bezbednosti deteta i čija dobrobit treba da bude primarni cilj uključivanja u programe rane intervencije i obezbeđivanja usluga. Iako je rad sa porodicom, ključni činilic pozitivnih ishoda rane intervencije, dosadašnja praksa u ovom segmentu rada može da se opiše kao dugo putovanje od pristupa usmerenog na stručnjake koji donose odluke i sprovodi tretman, do pristupa u čijem fokusu je porodica Veštine uspostavljanja saradničkog odnosa su za stručnjake, koji prihvataju model usmeren na porodicu još uvek velik izazov, jer je neophodno da se uloga donosioca odluka, "prepisivača saveta", zameni ulogom partnera, slušaoca, pomagača i konsultanta. ; Interest in the theory and practice of early intervention in Serbia, has intensified in the last ten years. In practice, various forms of work with children with disabilities at an early age have long been represented, whereas theoretical shaping of knowledge and systematic approach to early intervention seen through state-decision making, inclusion of contents from this area in university programmes for educating defectologist, are of the more recent date. The aim of this paper is to point out the key changes and activities directed to development of national early intervention systems, with special reference to Serbia. Considering the six priorities contained in the document Call to Action: Support to children development in early childhood, created by Government of Serbia in cooperation with UNICEF, based on Convention on the rights of the child, Sustainable development goals and best interest for each child individually, the first one is especially important, parenting support. The selection of this priority is based on the fact that supporting the welfare of the child is one of the most important goals of preschool education and that it is achievable only in case when the family can adquately shape their own life circumstances. Besides, the so-called F-word model based on the International Classification of Functioning Disability and Health, recognizes the family as the central "contextual" factor, with best potential for providing physical and emotional security to the child, whose welfare should be the primary goal of inclusion in early intervention and service providing programmes. Although, the work with family is the key factor in positive outcomes of early intervention, current practice in this segment of work can be described as a long journey from and approach focused on decision-making and treatment professionals, to the family-oriented approach. Collaborative skills are still the great challenge for professionals who accept family-oriented model, as it is necessary to replace the role of decision-maker, "advice transcriber" with the role of partner, listener, assistant and consultant.
Ideja o značaju roditeljstva i njegovog uticaja na dečiji rast i razvoj, kao i razvoj društva u celini široko je prihvaćena i priznata, o čemu govore istraživanja iz ove oblasti, kao i sve veća pažnja i značaj koji se pridaje podršci roditeljima u Evropi i svetu. U zemljama Evropske unije oblast podrške roditeljima je godinama činila segment šireg političkog konteksta koji je sadržao intervencije i korektivne mere usmerene ka "rizičnim grupama" roditelja. U poslednje dve decenije, usled promena porodične politike u oblasti podrške roditeljima, sve više se govori o preventivnim aktivnostima koje se zasnivaju na konceptu ljudskog, odnosno društvenog kapitala. Teorija ljudskog kapitala pruža adekvatan okvir za razumevanje značaja investiranja u razvoj veština i znanja pojedinca kroz obrazovanje i podučavanje, insistirajući na odgovornosti za sopstveni status i napredak. U skladu sa tim, na podršku roditeljima se sve više gleda kao na značajnu socijalnu investiciju koja doprinosi dobrobitima dece, a roditeljske kompetencije se sagledavaju kao preduslov razvoja pojedinca i društva. Primenom analize sadržaja dokumenta – izveštaja Eurofonda i izveštaja Evropske komisije, da bismo stekli uvid u tendencije u okviru oblasti podrške roditeljima koja se razmatra sa stanovišta teorije ljudskog kapitala, sagledali smo elemente podrške i strukturu usluga, sferu politike i praktične primene u nekim zemljama EU. Integrisan pristup univerzalnim uslugama, raznovrsnost obima, organizacije, modeli usluga i finansiranje čine glavne odlike podrške roditeljima. Kritičkim sagledavanjem oblasti i postojećih tendencija, putem unapređivanja obrazovnih ishoda, definisanjem jedinstvenih kriterijuma kvaliteta i nacionalnih standarda moguće je unaprediti podršku roditeljima kako u kontekstu Evrope, tako i naše zemlje. ; The idea of importance of parenting and its impact on children's growth and development as well as on development of overall society, is widely accepted and acknowledged, as evidenced by the research in this field. It is also maintained by increasing attention and significance attached to support to parents, in Europe and worldwide. In the EU countries, the support to parents has been a part of a broader political context for years, with implied interventions and corrective measures directed at "at-risk groups" of parents. In the last two decades, due to changes in family policy in the field of support to parents, there has been an increasing talk of preventive activities based on the concept of human and social capital. Human capital theory provides a suitable framework for understanding the importance of investment into development of the individual's skills and knowledge through education and teaching, and insists on responsibilities for own status and progress. In this regard, the support to parents is increasingly seen as a significant social investment that contributes to wellbeing of children, while the parental competencies are seen as precondition for development of an individual and society. Using the content analysis of a document - the Eurofund report and the report of European Commission to gain the insight into trends in the field of support to parents observed from the standpoint of the human capital theory, we reflected on the elements of support and structure of services, political factors and practical use in some EU countries. Integrated approach to universal services, diversity of scope, organization, service models and financing are the main characteristics of support to parents. By critically reviewing the field and current trends, by improving educational outcomes, defining unique quality criteria and national standards, it is possible to improve support to parents both in Europe and our country. ; Zbornik rezimea / 24.
