Belgian policies & development aid for Sub-Saharan Africa are reviewed, examining the priority countries to which aid was allocated by the successive Belgian governments in the 1990s & differentiating between bilateral support agreements & contributions to the African aid fund of international institutions & nongovernmental organizations. The principles governing aid distribution to African countries are outlined, explaining the notions of macroconditionality, selectivity, & ownership. Belgian aid to a group of partner countries, concentrated in Central Africa & representing historical ties (colony or a trust territory), is placed in the context of other developed countries' involvement in the region. The shift in African policy & new modalities of aid elaborated by the current Belgian government of prime minister Guy Verhofstadt are critically assessed, discussing the administration, management, & control of aid, organizational dimensions (geographic localization, distribution channel, & sector division), the inefficiencies of excessive compartmentalization, & the threat of defederalization (shifting decision making from the federal to regional governments). 3 Tables, 1 Appendix, 18 References. Prospective member states of the European Union (EU) need to achieve a free market economy. This article provides a review of the thorough & fairly quick conversion of the economies of the New Member States (NMS). Between 1990-94, however, the Gross Domestic Product (GDP) of the NMS decreased dramatically. Afterwards, the situation improved, mainly due to EU policies to facilitate the accession process. This process was based on 3 principles: establishment of a free trade zone between the EU & each of the NMS, acceptance of & compliance with the EU Acquis Communautaire, & financial & administrative aid to NMS. Furthermore, the article describes the economic, monetary, & budgetary implications of joining the EU. Poverty in Antwerp, Belgium, is discussed from a historical perspective, noting that the worst misery began to disappear in the latter 19th century, & indigence virtually disappeared after the establishment of social care agencies after WWI. After WWII, the ongoing need for relief agencies was quickly recognized; the Openbaar Centrum voor Maatschappelijk Welzijn ([OCMW] Public Center for Social Welfare), established in 1976, is currently one of the main social relief agencies in Flanders. Here, quantitative data concerning its clients are provided, noting that, since 1994/95, relative & absolute records for the number of people in need of financial & medical aid have been broken. This crisis is related to the increasing number of single-parent families, political refugees, drug addicts, & elderly in the inner city. The need for preventive policies is addressed, asserting that only integrated development projects can improve matters for all risk groups. 6 Tables. Adapted from the source document.

The foreign policy of the current Belgian government led by the prime minister Guy Verhofstadt, with Louis Michel as the foreign minister, is evaluated, focusing on the country's active stance on the economic & political integration of the European countries & peaceful resolution of conflicts in Central Africa. Belgium's unwavering support & relentless efforts on behalf of the European Union (EU) intensified even more as the country assumed the organization's chairmanship in May 2001, & Michel's personal involvement & physical presence in the Democratic Republic of the Congo (Zaire) & the Great Lakes region (Rwanda & Burundi) testify to the shift by the current government toward proactive diplomacy by Belgium toward its former colony & trust territory. The ethical dimension of Belgian foreign policy is noted, mentioning the country position on human rights, support for the International Tribunal in the Hague, & the moral prerogatives followed in the Pinochet, Haider, & Berlusconi controversies. It is observed, however, that many of the country's initiatives abroad may be undercut by the government unwillingness to back its policies with foreign economic aid. Adapted from the source document.
