Beyond controlling mobility of undesirables, the function of the building up of "fences" on territorialboundaries is also to reassure fenced-in citizens. By analyzing the cases of Israel and the USA, thepresent dissertation investigates how the fenced territory becomes the place of a public performanceaimed to reassure Israeli and US citizens. The starting point of the demonstration is that such defensepolicies nourish social mobilizations (in Israel from 2001 in favor of a "security fence" in the WestBank; in Arizona from 2010 in favor of a "border fence" with Mexico). I rely on analyses ofrepresentations, actions and security practices of such mobilizations to investigate national andgeopolitical specificities. Beyond these specificities, I compare three analogous political operations bypro-fence movements in their political systems. First, they construct situations of mobility andpresence of undesirables as problematic. Second, they securitize these situations as a security issuescalling for a military response. Finally, they diffuse pro-fence framing by collective and dissentingactions against governments. Thus, they contribute to maintain a consensus over the role of themilitary in the construction and the management of a "public problem" of mobility in these twosocieties. ; En Israël et aux États-Unis, les politiques de défense matérialisant des limites territoriales au moyen de« barrières » ont pour point commun de susciter des mobilisations infra-étatiques (en Israël à partir de2001 pour une « barrière de sécurité » en Cisjordanie ; en Arizona à partir de 2010 pour une « barrièrefrontalière » avec le Mexique). This thesis highlights the very important influence of dwelling in the contemporary territorial framework, through the historical analysis of American, Brazilian and South African contexts. Since the nineteenth century, a lot of residents and property owners, sometimes backed by the real estate industry, extended their control and powers in a shared way beyond the spatial limits of houses and individual plots. They secured thereby the quality of life, the prestige and the property values inside the residential area. By doing so, they created true dwelling territories that impacted the functioning of metropolitan areas as well in the spatial field, with the establishment of residential communities, as in the institutional domain, through the proliferation of management and governance bodies. The relatively recent spread of gated communities, which are generally administered by homeowners or neighbourhood associations, explicitly illustrates this double dynamic. The thesis thus relates how the dwelling has been progressively territorialized since the nineteenth century. Furthermore, this phenomenon has been studied in parallel to a process of democratization of societies. In the three countries selected for this research, the empowerment at the neighbourhood level began in a post-abolition era. Then, the residential environments have been thought, more particularly in the upper middle and wealthy classes, as protective surroundings against the deep changes and problems experienced by urban areas at this time, but also as a way to reintroduce a racial and social hierarchy by means of segregation practices, when the previous slave order had just been set aside. This doctoral research aims to demonstrate that this historical root of the contemporary dwelling, largely designed in opposition to the city and sometimes even to a relatively more democratic functioning of the society, continues to influence the residential trends in some aspects. ; Cette thèse met en évidence, à travers l'analyse historique de contextes états-uniens, brésiliens et sud-africains, l'ampleur considérable prise par la dimension habitante dans l'architecture territoriale contemporaine. Depuis le dix-neuvième siècle, nombre de riverains et propriétaires, parfois aidés d'acteurs du secteur immobilier, ont étendu de manière mutualisée leur contrôle et leurs pouvoirs au-delà du domicile et de la simple parcelle individuelle, l'objectif étant notamment d'assurer une qualité de vie, un prestige et la valeur des biens au sein de l'environnement résidentiel. Agissant ainsi, ils ont de fait constitué de véritables territoires habitants, qui ont marqué le fonctionnement des agglomérations tout aussi bien dans le champ spatial, étant donné l'établissement de domaine résidentiels, que sur le plan institutionnel, avec la multiplication d'organes de gestion et de gouvernance. La propagation relativement récente d'ensembles résidentiels fermés, généralement administrés par des associations de propriétaires ou de riverains, illustre de manière particulièrement explicite cette double dynamique. La thèse relate ainsi comment l'habiter s'est peu à peu territorialisé depuis le dix-neuvième siècle. En outre, il fut entrepris l'étude de ce phénomène parallèlement à un processus de démocratisation des sociétés. Dans les trois pays sélectionnés pour cette recherche, l'affirmation de l'échelon habitant s'est initiée dans un contexte post-abolitionniste. L'environnement résidentiel fut alors pensé, notamment chez les strates sociales supérieures, comme un cadre protecteur face aux profondes mutations et problèmes de l'urbain de l'époque, mais également comme le moyen de réintroduire au moyen de pratiques ségrégatives une hiérarchie sociale et raciale, alors que l'ancien ordre esclavagiste venait d'être démantelé. Cette recherche doctorale cherche à démontrer que cette racine historique, d'un habiter contemporain se territorialisant face à la ville et parfois même à un fonctionnement relativement plus démocratique de la société, continue à influencer les tendances résidentielles par certains aspects.

The aim of this thesis is to highlight the colonial history of the Portuguese Empire by the analysis of the force´s and power´s relationships in the mines and captaincy of Goiás during the 18th and 19th centuries. In a world based on gold exploring economies and in African slave's trades, where the diversity makes difficult to impose authority as it was in European models, the Senado da Camara, as an arm´s extremity of the colonial´s state and the guiding principal of the Lisbon´s political project, is the main point of our analysis. Based on the role of the local elites related to the administration of urban´s structures, we will put in perspective the geography politics. In the vast colonial urban space, Goiás history can explain the links between politics and the city and it can reveals the city as a major space for the politics. In this context, political history becomes a history of power. We want to know, in the level of the Colonial city, how power is constituted, manifested and how it uses the power of the Crown and also what are their bases of legitimation. We will give particular attention to a dynamic approach of different temporalities seen as a product of social constructions which provides power from ones to anothers, revealing the weaknesses and antagonisms in the disputed field of politics. This study proposes to reconstruct some elements that give sense to the expansion of the Portuguese empire and to the building of political power network in the central of Brazil. ; L'objectif de cette thèse est de mettre en lumière l'histoire coloniale de l'Empire portugais à partir de l'étude des rapports de pouvoir dans les mines et la Capitainerie du Goiás, pendant le XVIIIe et le XIXe siècle. Dans un monde basé sur l´économie d´exploitation de l´or et la traite des noirs africains, dont les diversités rendent difficiles l'imposition de l'autorité fondée dans des modèles européens, le Senado da Camara, en tant qu´extrémité tentaculaire de l´État colonial et fil conducteur du projet politique de Lisbonne, constitue le point central de notre analyse. En fonction du rôle des élites locales vis-à-vis de l´administration des structures urbaines, c´est la géographie politique de la ville qui sera mise en perspective. Dans l´espace urbain colonial, l´exemple de Goiás met en relief les liens entre le politique et la ville et dévoile la ville comme espace de prédilection du politique. Dans ce contexte, l'histoire politique devient une histoire du pouvoir. Il s´agit de savoir, au niveau de la ville coloniale, comment se constitua, se manifesta et s´exerça le pouvoir de la Couronne, mais aussi quelles sont leurs bases de légitimation. Une attention particulière sera portée à une approche dynamique des différentes temporalités perçues comme le produit des constructions sociales confortant le pouvoir des uns sur les autres, révélant ainsi les faiblesses et les antagonismes dans le champ disputé du politique. Cette étude portera donc sur la reconstitution de certains des éléments qui donnent du sens à l´expansion de l'Empire portugais et à la construction d'un réseau de pouvoir politique dans la région centrale du Brésil.

This article discusses how the United States decided to ignore this country in their South American strategic design. For the reissue policy of balance of power towards curbing the Brazilian promotion and the Venezuelan draft, Washington chose to replace Argentina as secondary regional power. This was positive for the country as well as for the Latin American integration. But it also showed its loss of international influence. From a theoretical point of view, this work saw the change in regional policy and how Argentina was affected by that change. Also discussed are some of the reasons why the United States tried to deal with Argentina differently in their hemispheric plan, sending a signal that its power was not longer relevant. ; Cet article analyse la façon dont les États-Unis, après avoir soutenu l'Argentine dans sa fonction stabilisatrice et intégratrice, ont décidé de l'ignorer dans leur plan stratégique pour l'Amérique du Sud. Cette situation a été positive pour le pays ainsi que pour l'intégration latino-américaine ; mais elle a mis aussi en évidence sa perte d'influence internationale. Dans ce travail, nous avons analysé d'un point de vue théorique les changements qui se sont opérés dans la politique régionale et la manière dont ceux-ci ont touché l'Argentine. Nous avons aussi examiné quelques-unes des raisons pour lesquelles les États-Unis, dans leur plan hémisphérique, se sont conduits de façon différente avec ce pays, laissant entendre que sa puissance n'était plus pertinente. ; Facultad de Ciencias Jurídicas y Sociales
