A description of how Irish-Amer's reacted to the proceedings at the Paris Peace Conference & organized & manipulated US & world opinion in opposition to President W. Wilson's program. 3 factors provided the framework within which IrishAmer opposition to the League of Nations emerged & grew: (1) the erection of new states in Eastern & Central Europe; (2) the restriction imposed on US policy by the demands of internat'l diplomacy; & (3) events in Ireland which gave added impetus to the example of the 'new nations' & to the problems that an unsolved 'Irish question' could raise for Anglo-Amer relations. Against this background, the 3rd Irish Race Convention in Philadelphia, Pa appeared as a mass demonstration against the news from Paris. Practical results of the Convention included establishment of an Irish Victory Fund, decision to send a delegation to present convention resolutions to Wilson, & appointment of 3 prominent Irish Amer's to support in Paris the cause of Irish independence. The 2nd & final defeat of the Treaty revealed the success of the Irish-Amer propaganda. With expert propagandists, financial support, & skilled pol'al manipulators, the Irish had been effective & formidable opponents of the Treaty, although not alone responsible for defeating it. AA.
