Denne artikkelen undersøker hvordan nylig inntrufne endringer i amerikansk atomvåpenstrategi kan påvirke krisestabiliteten mellom USA og Russland og hvilke implikasjoner det kan ha for Norge. Enkelt oppsummert fremstår moderniseringsprogrammene til atomvåpnene, introduksjonen av nye våpen og den deklaratoriske politikken egnet til å undergrave krisestabiliteten fordi det gir USA økte counterforce-kapasiteter. Dette har implikasjoner for norsk alliansepolitikk: Endringene i amerikansk atomvåpenstrategi kan senke terskelen for etablering av bastionforsvaret og øke russisk usikkerhet om norsk tilrettelegging for amerikansk politikk. Med utgangspunkt i tradisjonell teori om krisestabilitet, fremstår flere av de identifiserte endringene i USAs atomvåpenstrategi som destabiliserende. Den tyder på at amerikanske myndigheter ikke aksepterer ideen om den «kjernefysiske revolusjonen». Til tross for dette, skal bekymringen for atomkrig ikke overdrives. Militære analyser må omsettes til politikk. Selv om sannsynligheten for et vellykket førsteslag øker, er det vanskelig å forestille seg politikere som vil risikere atomkrig. Det betyr at avskrekking er mer robust enn hva rene militæranalyser tilsier.
Abstract in EnglishIn the Shadow of Nuclear Weapons: American Nuclear Policy and NorwayThe aim of this article is to provide insight into how recent changes in U.S. nuclear weapon strategy might affect crisis stability between the U.S. and Russia and what implications they might have for Norway. In brief, the nuclear modernization programs, introduction of new systems and changes in declaratory policy may undermine crisis stability because they enhance U.S. "counterforce" capabilities. This has implications for Norwegian alliance policy: changes in U.S. nuclear strategy might lower the threshold for Russia to establish the bastion concept and increase Russia's uncertainty about the scope of Norwegian facilitation of U.S. policy. Utilizing traditional theories of crisis stability on recent policy changes indicates that the current stability is tenuous. It seems as if subsequent U.S. administrations do not accept the idea of a "nuclear revolution". Despite this, concerns about a nuclear war should not be exaggerated. Military analyses must be translated into political action. Even if the chance of a successful first strike increases, it is difficult to imagine politicians willing to risk a nuclear war. This indicates that deterrence is more robust than what pure military analyses suggest.

Artiklen ser nærmere på de forhold, som er blevet beskrevet i analyser af interventionen i Afghanistan, der kan forklare den udvikling, som den amerikanske præsiden, Joe Biden, forsikrede ikke ville finde sted i 2021. Tre forhold står frem i tidligere analyser af årene, der gik, i Afghanistan. For det første, at der var løbende udfordringer med kapacitetsopbygningen. Udfordringer, der ligeledes løbende var blevet påpeget internationalt af analytikere, forskere og i krigens mange evalueringsrapporter og erfaringsopsamlinger. For det andet, at formålet med krigen fra de allieredes side skiftede karakter, som tiden gik. Fra at det fælles formål var lettere at få øje på i starten af krigen, så blev interventionsindsatserne til et formålstæt delta, hvor de involverede lande med skiftende regeringer balancerede hensyn til alliancer, en hjemlig vælgerskare, nationale sikkerhedsinteresser og værdipolitiske rettighedsdagsordner. For det tredje, at Taleban gradvist – og ikke fra den ene dag til den anden – havde opbygget styrke og kontrol, og samtidig havde været involveret i en politisk proces via deres repræsentationskontor i Doha, der var med til at bane vejen for deres overtagelse.
Abstract in English20 Years in Afghanistan: What Do We Know About What We Learned?This article takes a closer look at various analyses of the international intervention in Afghanistan, which point at different reasons for the developments that took take place in August 2021. Developments that the American president Biden shortly before the Taliban takeover assured the world would not take place. Three factors stand out in previous analyses of the years that passed by in Afghanistan. First, that there were ongoing challenges with capacity-building. Challenges that had been pointed out by analysts, researchers and in the many evaluation and lessons-learned reports from the war. Secondly, that the purpose of the war on the part of the allied forces changed character as time went on. The common purpose was easier to see in the beginning of the war, but the intervention efforts turned into a purpose-dense delta, where the countries involved and their successive governments balanced considerations to alliances, domestic support, national security interests and value political agendas. Third, that the Taliban seemingly had gradually – and not overnight – built up strength and control, and at the same time been involved in a political process through their exile office in Doha that helped pave the way for their takeover.

Bilateralt diplomati er ikke en skandinavisk spidskompetence, men det har fået stigende betydning i dagens verden. Et antal cases analyseres her, i hvilke de skandinaviske lande er blevet bilateralt 'disciplineret' af stormagter som Rusland, Kina, Indien eller USA. Sammenlignet med de første ca. 15 år efter Den Kolde Krig med amerikansk hegemoni og EU's normative magt har de nordiske lande måttet erfare en indsnævring af deres handlefrihed. Det er ikke længere muligt, uden betydelige omkostninger, at kritisere stormagter baseret på universelle værdier. Generelt er det selvsagt vigtigt for beslutningstagere at respektere statens eksterne handlefrihed. Men på den anden side må de ikke være overforsigtige og undlade at prøve grænser af, bl.a. af hensyn til den hjemlige arena. 'Bastioner' må etableres og forsvares med troværdighed. Handlefrihedens grænser er svære at identificere, men prøveballoner, paralleladfærd med beslægtede lande eller måske brug af 'historiens lære' kan være gangbare metoder.
Abstract in English:Limits to Action Space: Scandinavians in Bbilateral DiplomacyBilateral diplomacy is not a Scandinavian favourite sport, but it has become increasingly important in today's world. A number of cases are analysed, in which Scandinavian countries have been "disciplined" bilaterally by great powers (Russia, China, India and the US). Compared to the first 15 years, roughly, after the Cold War, with American unipolarity and EU normative power, the Scandinavians have seen a narrowing of their freedom of manoeuvre (action space). It is no longer possible, without significant costs, to criticise great powers based on universal values. In general, it is crucial for decision-makers not to overstep their state's freedom of manoeuvre. But on the other hand, they should not be docile and desist from occasionally challenging its limits, also considering their domestic arena. "Bastions" should be credibly construed and defended. The limits of action space are difficult to discern, but trial balloons, parallel action with related countries, or "lessons of the past" could be helpful.

Artikkelen ser på den teknologiske og strategiske rivaliseringen mellom USA og Kina hva gjelder implementeringen av 5G-nettverk, og spør hva som er med å påvirke hvordan andre stater posisjonerer seg mellom de to supermaktene. Ved å bygge på tre grener av politisk realisme – balance-of-threat-teoriens tanke om at trusseloppfatning driver staters valg av allianser, patron–klient-teoriens tro på at USA kan forvente at deres klientstater innretter seg etter amerikansk utenrikspolitikk, og teorien om at handelsrelasjoner kan brukes som maktverktøy – utleder jeg et sett med hypoteser og potensielt relevante forklaringsvariabler. Som avhengig variabel samler jeg 70 staters holdninger til Kinas omstridte telekommunikasjonsgigant Huaweis rolle i 5G. Bivariat analyse avslører tre hovedmønstre: (1) Stater som er små og maktesløse i forhold til Kina, samt statene i Kinas geografiske region, ser ut til å være mer aksepterende til Huaweis 5G. (2) Stater som ser på USA som sin patron og som er avhengige av Washingtons sikkerhetsgaranti ser ut til å være betydelig mer avvisende til selskapets 5G. (3) Handelsrelasjoner til både USA og Kina ser ut til å ha liten eller ingen effekt på staters holdninger. Av de tre realisme-grenene er det altså patron–klient-teorien som veier tyngst når det gjelder å forklare staters holdninger til Huaweis 5G.
Abstract in English:The US way or the Huawei: An analysis of how small and medium states stand on the Chinese giant's role in 5GThis article examines the technological and strategic rivalry between the US and China on the implementation of 5G networks, asking what influences how other states position themselves between the two superpowers. By building on three branches of political realism – balance-of-threat theory's notion that perception of threat drives states' alliance choices, patron-client theory's belief that the US can expect its client states to adhere to American foreign policy, and the theory that trade relations can be used as power tools – I derive a set of hypotheses and potentially relevant explanatory variables. As dependent variable, I measure 70 states' stances on China's controversial telecom giant Huawei's role in 5G. Bivariate analysis reveals three primary patterns: (1) States who are dwarfed by China's power, as well as states in China's immediate geographic region, appear to be more acceptive of Huawei's 5G. (2) States who see the US as their patron and who rely on Washington's security guarantee appear to be much more rejective of the company's 5G. (3) Trade relations to both the US and China appear to have little or no effect on states' stances. Of the three branches of realism, it is the patron-client theory that offers the most weight in explaining states' stances on Huawei's 5G.
