; After 53 years deploying missions, this paper addresses on three common ideas on the nature of the electoral observation of the Organization of American States: the paper of electoral missions, the invitation required for the deployment and the deployment of large number of observers. In March of 2011, China's National People's Congress approved the country's 12th Five-Year Plan, an extensive guide for social and economic planning through the year 2015. Initiated in 1953, China's five-year plans have laid the foundation for such economic and social movements as the Great Leap Forward, the Cultural Revolution, and the post-Mao era of 'reform and opening up. 'China's five-year plans are not reliable predictive tools. Their proposed reforms are ambitious, and their content is as much a policy wish-list as a realistic plan of action. The five-year planning mechanism is useful, however, when identifying those social and economic concerns that the Chinese government considers most relevant to future growth and development. This paper identifies three challenges highlighted in the 12th Five-Year Plan that are likely to be addressed by the Chinese government in coming years. These challenges –economic transformation, resource scarcity, and industry upgrading– and the policies proposed to address them will also play a central role in shaping China's burgeoning relationship with Latin America, as well as with other regions. Sino-Latin America relations have grown considerably over the past decade, and will continue expanding. China's successes and failures in addressing its domestic challenges will define its global interests, and shape its course of engagement with Latin America in coming years.
Our system of higher education must realize a fundamentally different approach to teaching and learning because of our nations rapidly changing demography. Asian Americans and Pacific Islanders represent the fastest growing demographic in our country today. The federal government has responded to this 21st century reality by creating the Asian American and Native American Pacific Islander-Serving Institution (AANAPISI) federal program. This program is a competitive grant process for institutions with at least a 10% enrollment of AAPI full-time equivalent students, a minimum threshold of low-income students, and a lower than average educational and general expenditure per student. ; National Commission on Asian American and Pacific Islander Research in Education (CARE)
This report focuses most intently on the relevance of the AAPI population to the national college completion agenda, which is undeniably significant for todays higher education reform effort. With this issue in mind, the research is guided by four propositions about education and social change. First, policy matters: it dictates funding priorities, resource usage, and federal, state, and local involvement in educational efforts. Second, institutions matter: what colleges and universities do with funding and resources has a tremendous impact on student success. Third, research matters: policymakers and institutional administrators need accurate, disaggregated data that present the real assets and needs of college students and their families. Finally, strategic action matters: now, more than ever, there is a strong public interest in institutional accountability. The organization is interested in identifying and studying areas of program effectiveness relative to the AAPI population to inform policymaking decisions. ; National Commission on Asian American and Pacific Islander Research in Education (CARE)
