Public policies & activities have value to interested groups both as symbols & as media for the allocation of tangible values. Res in soc psychol, semantics, & pol'al sci indicates that group satisfaction with symbolic values occurs together with the following conditions: perception of threats in the environment, stereotypes & distorted information & perceptions, ineffectiveness in securing tangible resources politically, lack of org for pol'al action, relatively large numbers, & quiescence. Public policies purporting to regulate business, for example, Ply fail to produce their publicized tangible benefits for unorganized groups. The latter typically remain quiescent in the face of such deprivation though they continue to support the statutes as symbols, & politicians make use of this fact in election campaigns. The most widely publicized statutory provisions are typically most meaningless in terms of resource allocations. Statutes purporting to protect the unorganized may thus permit greater exploitation of tangible resources by organized groups than would be possible if the legal symbols were absent. AA-IPSA.

Increasing attention is being paid on the fringes of the major Protestant denominations to the role of laymen in the work of the churches. A theology of the laity is in process of development & represents an effort to distinguish between ecclesiastical & secular vocations of the church's ministry. Despite emphasis, however, on the doctrine of the priesthood of all believers there is a subtle clericalism in the denominations which undermines the role of laymen. This points to a major dilemma in contemporary Protestantism. The rapidly developing institutional bureaucracies of denominations & of local congregations create needs of their own which must be met before the churches can attend to the goals for which they were originally established. In this situation laymen are almost inevitably utilized as subordinates to ministers in the work of the institutional church. Seldom is the ministry aware of the developing conception of clergymen as assistants to laymen who are active ministers in the world. On the frontier of Protestant action there are exp's to seek solutions for this dilemma but the work is usually frustrated by a tendency to institutionalize the exp's & by the apathy of the laymen themselves. Congress has delegated much of its work in relation to atomic res & development to the Joint Congressional Committee on Atomic Energy (JCCAE). The JCCAE has certain advantages for dealing vigorously with atomic res, including its ability to act for both Houses as a unit, its right to be kept fully informed by the Atomic Energy Commission, & its legislative jurisdiction including annual authorization legislation. The role of the JCCAE has been evolving from an interest primarily in the weapons program & security to an equal emphasis on peacetime res & development, international cooperation, & declassification. Recently the JCCAE has tended to stress its informational function through the conduct of various public hearings & dissemination of reports. Of particular importance in recent yrs has been its policy- making function in atomic power development, basic res facilities, & res in atomic hazards. AA.
