Regional differences are one of the most important forms of expression of uneven economic development. The unevenness of the level of development in the regions in the Republic of Serbia is one of the most complex development problems. The current economic policy has caused that the gap between rich and poor regions is increasing in Serbia. Different demographic development of the regions is consequences of differences of economic development. In this paper, the authors analyze the quantitative and qualitative population's characteristics. Attention is given to the implementation of VIKOR methods in order to rank the regions of Serbia according to the level of demographic development. Ranking regions by multiple criteria simultaneously, contributes to the determination of the real situation in terms of regional differences. The authors demonstrate that the multi-criteria analysis could be applied to determine the demographic disparities between the levels of development of the regions. The criteria and their importance could be changed depending on the consideration of demographic, economic and social development. Also, other methods of multi-criteria analysis in the evaluation of the demographic development of the region or state is applied.
The Mediation Act has been applied in the Republic of Serbia since 2005. In the past period, the application of this Act has pointed out to a number of drawbacks and deficiencies in the system of resolving disputes through mediation. The dominant features of the current mediation system are some inadequate legal solutions, poor organization and insufficient preparation of the courts to internalize mediation, failure to provide relevant information about mediation to litigants and other participants in the judicial process, insufficient judicial training and education of lawyers and parties on mediation and other ADR methods, etc. Considering that the primary purpose of mediation is to diminish the litigation caseload and reduce the costs of court proceedings, the basic goal of introducing mediation into the Serbian legal system has not been accomplished. In order to improve the mediation system, the Serbian authorities launched a public debate in 2010 on designing a new legislative act which would eliminate the shortcomings of previous act and improve the efficiency of mediation. After nearly four years, the extensive debate and confrontation of different mediation concepts led to adopting a new Draft Mediation Act in 2013. As compared to the applicable 2005 Mediation Act, the Draft Mediation Act contains some innovations, such as the enforceability of a mediation agreement under specific conditions and the opportunity of introducing mandatory mediation in some cases. In this paper, the author analyzes the above issues on the basis of findings of economic theory and the results of the empirical study on the efficiency of mediation in Serbia in civil matters. In this context, the author argues that the achievement of the above objectives (to reduce the caseload and legal costs] calls for establishing a sustainable mediation system. In addition to instituting good legal solutions (such as mandatory mediation], the system should be supported by joint efforts and financial resources of responsible institutions and individuals. In a nutshell, mediation may come to life only if the legislative efforts are accompanied by a large-scale social action aimed at promoting this form of dispute resolution.
Each day we make decisions, draw conclusions or resolve problems. The environment in which we make decisions is complex and dynamic and yet it influences the whole process as much as one's knowledge, experience, etc. In these situations, the decision making analysis stands out which provides a logic base for defining possible alternatives and the choice of an optimal option from the possible solutions. The decision making analysis helps the decision maker to choose the optimal option in line with his knowledge, reasoning, beliefs and preferences. When there are several criteria the decision making is ambiguous and one needs to find the optimal or the most efficient solution. The multi-criteria decision making can be multi-purposeful. In case the alternatives are explicitly defined and quantified we are dealing with the multi-attribute decision making. The criteria values for the analyzed alternatives can be qualitative and quantitative; therefore, the qualitative ones have to be quantified. Deciding on the location is one of the key elements of logistics and of the importance of the decision making process used by the companies in order to determine where to locate the facility is a decision of crucial importance to all logistic elements and the entire business development of the company. Further on, the contemporary economic, competitive and technological conditions and the business environment comprise a dynamic category, so the currently optimal location may not be optimal in the future. Companies use qualitative and quantitative criteria while deciding on the location of the factory. When deciding on the location of the factory one conducts a detailed analysis due to the dynamic business environment. Constant changes in the environment influence business adjustments. On the contrary, the logistic facilities and their locations are static and are not subject to alteration in a short period of time and in such a way respond to the business environment changes. While making such a decision one needs to use new methodologies and contemporary tools as a decision making support in order to adequately respond to the business environment changes and secure the high quality decision making by taking into account quantitative and qualitative criteria which are important for making a decision on a choice of a location. From the very beginning, local self-governments, worldwide as well as in Serbia, had different roles in the economic development. Local self-governments usually dealt with administrative procedures with no active part in the economic development. By establishing legal grounds local self-governments started improving the business environment and providing support to the business community, but also actively attracting foreign direct investments which have proven to be the key activity of the local economic development. Identification and understanding of the industrial location decision making process within the companies has been identified as a crutial activity which the local self-governments can use in improving the business environment and recruitment of direct investments. On the basis on the prioritization of the quantitative and qualitative decision making criteria in the process of selection a location, local self-governments can improve their business environment if resources are being used optimally and in such a way they support the local economic development by assisting the business community and attracting direct investments. In this paper we established a model which, using the method for decision making in the case of optimization of the industrial location decision making, enables efficient use of the resources of local economic development. The model will enable the identification of criteria / determinant of locations that should be invested in order to promote local economic development, on the basis of a comparison of local governments and types of potential investors. Use of standard methods of multiattribute analysis gives the possibility of a subjective approach to the researcher who must determine in advance the criteria weights, while the application of the model presented in this paper avoids the subjectivity and objectifies the process of preference, a combination of criteria DEA (Data Envelopment Analysis,) and multiattribute analysis methods (AHP, ELECTRE, PROMETHEE, TOPSIS). Within the dissertation, survey conducted, analysed local governments (alternatives) in terms of fulfilling the criteria (location determinants), within which each local government alone determines the criteria weight based on survey of types of potential investors. A comparative analysis of the results of these studies, where other various methods for decision making can be also used, identified the best method, among selected that are the best known and most used, and the result of the dissertation will determine the importance of the location determinants, which will enable to policymakers in field of local economic development, investment promotion and improving business environment at all levels, through the use of the proposed model of efficient planning, the opportunity to efficiently and cost-effectively use the resources at their disposal.
Koristili smo tri metodološka pristupa: (1) kvalitativnu analizu sadržaja u političkom izbornom oglašavanju, (2) analizu okvira i (3) dubinske intervjue sa političkim konsultantima i članovima izbornih štabova. ; This thesis examines paid political communication broadcast on television in Serbian parliamentary election campaigns after the year 2000. The thesis is rooted in framing theory and social constructivism, the broader underpinning of this concept. Three methodological approaches were employed: (1) qualitative analysis of the content of political election advertising since 2000; (2) frame analysis; and (3) in-depth interviews with political consultants and campaign managers. The thesis has also relied on numerous secondary sources. For all parliamentary elections after 2000, the paper looks at advertising by political subjects that won sufficient votes to cross the five percent threshold required to enter parliament. The findings show that the year 2000 was a watershed for political communication, with political advertising assuming an important role in election campaigns; political entities dramatically increased their investment, which made the volume of adverts produced grow by an order of magnitude. A major finding of the thesis is that political advertising has nearly always been deployed to persuade, with little or no thought being given to its informative function. The author clearly confirms that exposure to political advertising and the frames contained in it has had a substantial impact on voters' preferences and affected their voting decisions. The author also identifies and confirms how the narrowing of the knowledge or educational component in campaign messaging has restricted the ability of most voters to make informed voting choices. The thesis has not shown that advertising has supplanted news, but rather that the combination of the flood of advertising (especially from 2007 to 2012) and the dependence of television channels on content fed to them by political parties has jeopardised the right of voters to make informed choices. The author has partially confirmed that topics raised in paid advertising are not issue-oriented, but image-oriented, aiming to enhance the public perception of a particular candidate or leader rather than promote policies put forward in political manifestos.
; The doctoral thesis aims to explain the results of multiparty parliamentary elections in Serbia from 1990 until the first peaceful change in power in 2000 from the standpoint of information about election options available to voters. The thesis confirms a general hypothesis that the information TV programs about elections for the Parliament of Serbia during the 1990-ies prevented a free and fair competition of election rivals. Instead of offering adequate information to voters as a basis for a rational choice, TV programs systematically favored one election participant over others. The thesis identifies the main media strategies of influencing the opinion of voters on the basis of empirical analysis of television presentation of elections in the period 1990-2000. The quantitative-qualitative content analysis is applied to regular news programs and specialized electoral broadcasts produced during campaigns for elections for the Parliament of Serbia in 1990, 1992, 1993, 1997 and 2000. The analysis is focused on identifying the central strategy of the media presentation in each election cycle, the picture of social and political reality as a context for the information on activities of election participants, the main issue of the election campaign and TV images of the main election rivals. The analysis of the media picture of the elections is preceded by a review of political, legal and media context in which the elections took place. The analysis confirmed the working hypothesis that the election coverage of the state television RTS (RTB) from 1990 until 2000 mobilized the voters' support for the ruling party – Socialist Party of Serbia (SPS) or its coalition – by a systematic discrimination of its election rivals; that the specialized programs of the state television favored the interests of the ruling party SPS or its coalition in comparison to interests of other election contestants as well as the interests of election participants over the interests of voters; and that the regular Serbian television news reporting about non-election events made the messages of one election participant more easily acceptable by voters than the messages of other contestants. The way the coverage of election events was placed into a specific picture of non-election events is identified as the key long-term strategy for influencing the voters' decision, together with the media definition of the meaning of the election which was in accord with the interests of one election participant – the preferred election winner. The thesis confirmed a theoretical hypothesis that cultural studies offer a convenient theoretical and analytical basis for studying the role of the media in election communication in Serbia during the 1990's.
; Police activity is unthinkable without the timely and complete collection of all security-relevant data. As today's greater availability of data and information in police practice does not mean greater predictability of manifestations of security-related events, data analysis should occur on a daily basis. To understand the ways crime incidents happen, to find the elements of the future in them and to predict their development, is an essential task of analysts. Starting from the specifics of decision-making in the police, the paper points to the importance of analytical work and analytical information for policing, but also examines the contribution of analytical support to the drafting of strategic and operational decisions in the European Union and the Republic of Serbia related to combating serious and organized crime.
The paper analyses the problems that have been undermining the US recruitment policy for the last two decades - which is aimed at providing soldiers for imperial disciplining wars waged on the planetary periphery - as a case study to test the validity of theoretical assumptions about the transition to the age of post-heroic warfare. The departing hypothesis is based on stance that the United States, being the only remained superpower, experience a gradual and less visible process of losing popular support for military conscription, which the author employs here as an ideal of national vitality and a pillar of modern citizenship, as well as a feature of masculinity and the realm for self-realisation. The analysis takes place primarily in the field of anthropology and sociology and employs theoretical positions of social constructivism to complement narrow theoretical and methodological approaches of political science which are typically applied in the study of international relations. The analysis focuses on the "cracks" and deformations in the construction of ideals of warfare and heroism, which emerge as a result of the interaction of man - both as an individual and a member of the political community - the public, and the US foreign policy decisions designed to meet the needs and requirements of successful disciplinary imperial warfare. The author concludes that theoretical assumptions about entering the age of post-heroic warfare are valid due to the recruitment crisis in the US military, the unpopularity of the military profession, the commodification of warfare and death, the transformation of war into an industrial process, and misleading media portrayals of dead and wounded soldiers.
This doctoral dissertation confirmes possibilities of application of mathematical methods in the contemporary approach of decision making in development projects of cluster organizations in Serbia, as well as introduction of software application "MS Project" which ensure more effective and more efficient project management of cluster organization development, assessment of all project resources engaged and optimal forecast on the completion of the project implementation. Regarding the fact that this issue has not been sufficiently elaborated in Serbia, the main goal of the research was to clarify the role and significance of the mathematical methods, as well as to elaborate the theoretical models of multi-criteria analysis that can be successfully implemented in practice with the aim of identifying and solving problems in the development of cluster organizations in Serbia. The mode and level of topic elaboration is in compliance with the goal of theoretical and hypothetical research framework. Beside theoretical aspect the doctoral dissertation presents the application of the following methods of multi-criteria decision making: "ELECTRE" and "AHP", as well as the software application "MS Project" on data of cluster organization "Cluster House" in Nis.
Many environmental and natural resource problems, which have been solved in developed countries with the use of appropriate instruments, are becoming increasingly common in developing countries. Due to poverty, the efficiency of conceiving environmental policies and minimizing costs, are inherent issues of these countries. The aim of this paper is to highlight the importance of environmental taxes in developing countries, as environmental taxes are an instrument of environmental policy that convenes with the level of their development. Most countries today pay great attention to environmental taxes. However, in the tax systems of developing countries, their significance is neglected. We analyzed 12 developing countries, which are members of the European Union, with the tendency to point out the benefits they could have from environmental taxes. A regression analysis was applied on the data series for the period 2001-2016. The results of the model show that the growth of tax revenues from ecological taxes implicitly increases the state allocation in the field of environmental protection. Zbog siromaštva, efikasnost koncipiranja ekološke politike i minimiziranje troškova, predstavlјaju inherentna pitanja ovih zemalјa.

The theory of public choice is a major link between political science and economic science. It includes economic research into the issue of non- market decision-making i.e. the application of economic analysis to political decision-making. The champions of the theory of public choice have most confidence in the market and the market institutions. They try to explain political decision-making by means of the standards operating on the market. The public choice theory approach is based on the concept of methodological individualism and homo oeconomicus, since individuals try to promote their own interests both on the market and in politics. Theoreticians of public choice investigate voters' behaviour, the roles of politicians, political parties, and interest groups in complex democratic societies. Central for their research is the political process in which voters behave as buyers, politicians as entrepreneurs, while bureaucrats are prone to self-aggrandisement and their ambition is to boost the significance of their office. The theory of public choice emphasises the category of exchange (political exchange) and the catalectic approach to economy. (SOI : PM: S. 100)
Analysis of efficiency of (judicial) mediation in Serbia and other European countries (Italy, Switzerland, the Netherlands and Denmark) illuminates the causes of poor representation of this legal institution in our country. Analysis of mediation in Italy, culturally most closely resembling country to Serbia, indicates that a legalistic approach to the promotion and implementation of mediation, especially if it is heterogeneous, is not efficient. On the other hand, countries that have implemented a bottom-up approach ('first applied, and then regulate'), such as the Netherlands and Denmark, have developed efficient mediation system. Switzerland, a country that relied on an approach based on the promotion of culture of mediation, has a mediation system that has not been developed to the extent to the developed system of conciliation. In any case, the Italian experience has taught us that the regulation of mediation is not a sure path to success in the implementation of this legal institution; Swiss experience highlights the importance of developing a culture of peaceful settlement of disputes; Dutch and Danish experience emphasizes pragmatism in the promotion and implementation of mediation. Since Serbia lacks an efficient regulatory framework of mediation, culture of peaceful dispute settlement and pragmatism in implementation of this legal institution, it seems that the experiences, for the purpose of analysis, observed countries are more than useful.
Recent theoretical and empirical research in economic science and other social sciences has indicated a growing interest in the interdependence of social capital and public governance. The aim of the paper is to identify the basic channels and mechanisms for the contribution of social capital to the quality of public governance, based on the analysis of the interdependence of social capital and public governance. The subject of this doctoral dissertation is social capital as a determinant of the quality of public governance. Statistical methods - regression and correlation analysis - were applied to determine cause and effect relationships between the investigated phenomena. The analysis covers selected transition economies (10 Central and Eastern European countries: Hungary, Poland, Czech Republic, Slovakia, Estonia, Latvia, Lithuania, Slovenia, Bulgaria and Romania, as well as the Republic of Serbia) for the two comparative time series relating to 2010 and 2016. year. The results of correlation and regression analysis confirmed the starting hypothesis that there is a relationship of interdependence between social capital and public governance. In addition, selected theoretical and empirical research has shown the validity of hypotheses that a higher level of trust creates the conditions for the development of effective formal institutions, and that social participation influences the development of a more responsible and responsive public administration. Particular attention in this doctoral dissertation is also devoted to the analysis of the state of social capital and the performance of public governance in the Republic of Serbia. Also, the observed tendencies in the structure of public governance in the Republic of Serbia indicate the importance of combating corruption and strengthening the rule of law. The research findings in this doctoral dissertation represent a significant input to macroeconomic policy makers in transition economies and provide a basis for considering the importance of social capital and its individual components, as determinants of improving the quality of public governance.
The central question in teaching the subject of confidential information is to define the borderline between the citizens' interest in learning certain information ("the right to know") and the general interest of keeping certain information confidential - in a word, between the justifiable and unjustifiable secrets. This is an area which includes parts of administrative and public media law and the theory of public law. This paper is limited to the analysis of the issue of the classified information in state possession (state, military and official secret) on three levels: theoretical, comparative and on the level of Croatian legislation. The essential elements of the theoretical concept of confidentiality are: the possession of the information kept secret from others; deliberate concealment; social context. A secret can have different forms: strategic, private, pressing, sequential, collective, petty, deep, simple, exploited and as conspiratorial as a plot. The theoretical analysis of confidentiality deals with the questions of contemporary forms of the manipulation of information (defining agendas and priorities, "quantitative overload", lobbying) and with the generic issue of the process of decision-making, lies and halftruths. In the end, the author offers certain elements for the legislation regarding classified information. (SOI : PM: S. 197)
Međutim, pitanje efikasnosti odlučivanja i brzine reagovanja u toj delikatnoj stvari i dalje ostaje sporno. ; State of emergency marks an irregular, exceptional situation, which potentially may hit the most democratic countries as well. Since ancient times, under those circumstances, the rule salus populi suprema lex (safety of the people is supreme demand) is applied and used as an excuse. However, as under those circumstances a kind of concentration of power within the executive branch is unavoidable, there is a need to have very cautiously measured constitutional norms regulating that balance. The main goal of this paper is to examine advantages and shortcomings of the current regulation of that issue in Serbia according to the 2006 Constitution, particularly in connection with the previous, 1990 Constitution and the experience of introducing state of emergency in the country. According to the previous Serbian Constitution, President of the Republic was engaged to introduce the state of emergency, while according to the current one, that decision was moved into hands of the National Assembly – which is undeniably the best and the most prominent representative of the will of the people. However, the issue of efficiency and properly quick reaction is at stake. Although the existing 2006 Constitution has some inconsistencies, and even more some omissions, it basically reflects democratic tendencies to secure in many ways the decision on emergency state introduction, and particularly to ensure respect of the human rights during the state of emergency in compliance with the established international obligations.
