Participation in operations abroad is an important instrument of the State's security policy as well as foreign policy, which can impact on the international security. In addition to the implementation of the political, national and strategic objectives, engagement of Polish Armed Forces (PAF) in operations also results in gathering new experiences, enabling the improvement of existing and acquisition of new operational capabilities. This is particularly true of emergency response capabilities and conducting combat operations with unequal military strengths, which include factors such as: training, quality of human resources, weapons and military equipment. In light of the potential challenges associated with the continued growth of operational capabilities in terms of changes in the security environment, an analysis of the conclusions and experiences has been conducted. They will probably have the greatest impact on the development of the PAF as well as the whole NATO. ; Udział SZ RP w misjach i operacjach zagranicznych jest ważnym instrumentem polityki bezpieczeństwa państwa, jak i polityki zagranicznej. Jednocześnie udział ten jest cennym źródłem nowych doświadczeń umożliwiających poprawę istniejących i pozyskiwanie nowych zdolności operacyjnych SZ RP. Jest to szczególnie ważne w kontekście zdolności reagowania kryzysowego i prowadzenia operacji w środowisku asymetrii potencjałów stron. W związku z tym, w świetle potencjalnych wyzwań współczesnego środowiska bezpieczeństwa, celem niniejszego artykułu jest przedstawienie w uogólnionej formie doświadczeń przede wszystkim poziomu polityczno-wojskowego z udziału SZ RP w sojuszniczych misjach i operacjach, które w opinii autora stanowią wartość dodaną w zachodzących aktualnie procesach profesjonalizacji i transformacji polskiej armii oraz jej integracji w ramach Sojuszu.

Pytaliśmy też, czy można uznać, że Polskie siły zbrojne zaakceptowały demokratyczną kontrolę cywilną nad sobą behawioralnie, postawowo i konstytucjonalnie. Przeprowadziliśmy trzy serie bezpośrednich, częściowo ustrukturalizowanych wywiadów w latach 1996, 2006 i 2015–2016 przy użyciu własnego kwestionariusza zawierającego pytania otwarte. W wywiadach wzięło udział 41 osób reprezentujących istotną część polskich decydentów i ekspertów zaangażowanych w proces poszerzania NATO. Ich wyniki zostały zweryfikowane rezultatami badań archiwalnych pierwotnych źródeł polskiej doktryny obronnej, w tym ustaw i publikowanych oświadczeń dotyczących koncepcji, praktyk i procedur militarnych. Krytyczny przegląd istniejącej, głównie angielskojęzycznej literatury posłużył poszerzeniu perspektywy badawczej. Rezultaty naszych badań wskazują, że Polska przyjęła zachodnie szablony SCW, co wskazuje, że przyjęcie to było dobrowolne, ale użyte tylko w przybliżeniu. Sugerują one też, że polscy wojskowi zaakceptowali kontrolę cywilną konstytucjonalnie i behawioralnie, ale ich akceptacja postawowa jest jeszcze ciągle niepełna. ; The paper is based on the results of a longitudinal study tracing the challenges that joining NATO created for the armed forces and the defense policies of Poland. Examining the evolution of civil-military relations (CMR) in Poland, before and after it joined NATO we were seeking, whether those relations are copies, templates, patches or thresholds of established "Western" institutions. We also asked whether the Polish armed forces can be seen to accept democratic civilian control behaviourally, attitudinally and constitutionally. We conducted three series of face-to-face semi-structured interviews in 1996, 2006 and 2015–2016, using a proprietary questionnaire with a set of open questions. It was possible to interview 41 people, forming a sizeable part of Polish key decision makers and experts involved in the process of NATO enlargement. Findings were validated with the results of archival work on primary sources of Polish military doctrine, including the laws and the published statements of military concepts, practices and procedure. A critical review of the existing, mainly English-language literature of the subject was used to broaden the perspective. The results of our investigation show that Poland has accepted templates of CMR, which indicates that, although their adoption was voluntary, it was only approximate. They also suggest that the Polish military has accepted civilian control constitutionally and behaviourally but its attitudinal acceptance is still incomplete.

W artykule określono zakres szkolenia specjalistycznego w Marynarce Wojennej RP uwzględniający przeobrażenia środowiska bezpieczeństwa. W rozumieniu autora system ten tworzą zarówno uczelnie kształcące kadry oficerskie, jak i realizowany w jednostce wojskowej proces szkolenia, uzupełniany przez ćwiczenia oraz różnorodne formy kształcenia dodatkowego. Jego zakres tematyczny, poza wiedzą ogólną, wynikać powinien ze specyfiki narodowej polityki bezpieczeństwa, uwarunkowań prowadzenia działań w ramach systemu kooperacyjnego (sojusze wojskowe, koalicje ad hoc i układy regionalne) oraz przyjętej koncepcji rozwoju sił zbrojnych i ich wyposażenia technicznego. W przypadku sił morskich dodatkowymi czynnikami wpływającymi na kształt systemu szkolenia są: międzynarodowe wymogi dotyczące zakresu wiedzy specjalistycznej pracowników morza oraz specyfika samodzielnego działania na akwenach morskich, wymagająca umiejętności podjęcia decyzji przy ograniczonym wpływie na jej ostateczny kształt dowództwa wyższego szczebla. Z tego względu w artykule nie odniesiono się w pełni do zakresu szkolenia ogólnego oraz poziomu wyszkolenia morskiego, gdyż stosowanie Konwencji STCW i tzw. dobrej praktyki morskiej oraz umiejętność obsługi sprzętu w przypadku załóg okrętów jest wymogiem podstawowym, gwarantującym bezpieczeństwo ich zdrowia i życia. Natomiast w odniesieniu do szkolenia bojowego uznano, iż w trakcie studiów przyszli oficerowie MW RP powinni jedynie zapoznać się z zasadami prowadzenia działań bojowych rodzajów sił morskich, obsługą urządzeń i uzbrojenia oraz elementami dowodzenia, a praktyczne umiejętności sukcesywnie nabywać w ramach działalności szkoleniowej w jednostkach wojskowych oraz na kursach specjalistycznych. Określa to sposób organizacji systemu szkolenia w MW RP, który powinien być podzielony na trzy etapy. Zaproponowane rozwiązania są autorską koncepcją nie tylko procesu szkolenia w MW RP, ale także wizji wykorzystania potencjału sił morskich do realizacji polityki państwa, w których system ten odgrywa istotną rolę. ; The article specifies the scope of specialist training in the Polish Navy, taking into account the transformation of the security environment. In the author's understanding, this system consists of both schools educating officers and a training process carried out in a military unit, supplemented by exercises and various forms of supplementary education. Its thematic scope, apart from general knowledge, should result from the specifics of the national security policy, conditions for conducting activities under the cooperative system (military alliances, ad hoc coalitions and regional arrangements) and the adopted concept of the development of armed forces and their technical equipment. In the case of marine forces, additional factors affecting the shape of the training system include international requirements concerning the scope of specialist knowledge of sea workers and the specificity of independent operation on sea areas, requiring the ability to make a decision with a limited impact on the final shape of the high-level command. For this reason, the article does not fully address the scope of general training and the level of maritime training, since the application of the STCW Convention requirements is a basic requirement. On the other hand, with reference to combat training, it was considered that during the study the future officers of the Polish Armed Forces should only become acquainted with the principles of conducting combat operations of naval forces, equipment and weapons and command elements, and practical skills – should be successively acquired as part of training activities in military units and specialist courses. This is defined by the way of organizing the training system in the Polish Armed Forces, which should be divided into three stages. The proposed solutions are the original concept of not only the training process at the Polish Armed Forces, but a vision of using the potential of naval forces to implement the policy of the state, in which the training system plays a significant role.
The paper discusses the attitude of the leadership of the Delegacy of Armed Forces at Home (DSZ) and the "Freedom and Independence" organization (WiN) towards an agreement reached on 21 May 1945 near Ruda Różaniecka between former units of the Polish Home Army and the Organization of Ukrainian Nationalists "Bandera" (OUN-B) and the Ukrainian Insurgent Army (UPA). The agreement undoubtedly led to the cessation of hostilities that had been going on in the Lublin Region since spring 1944. Making use of previously unknown records, the author proves that contrary to what numerous testimonies of that period say, the DSZ leaders accepted this local non-aggression pact. Although the leadership of the Delegacy of Armed Forces at Home approved of the armistice from the very beginning, they did not, however, want to sign any treaties, closer cooperate with OUN-B and UPA or promote the Ukrainian cause on the international agenda. Following the establishment of the "Freedom and Independence" organization which advocated a model of civilian conspiracy and dissociated itself from the Polish Government in Exile, both the Polish and Ukrainian side began to show less and less interest in cooperation. ; Artykuł porusza problem stosunku kierownictwa Delegatury Sił Zbrojnych oraz I Zarządu Głównego WiN do lokalnego porozumienia zawartego między polskim poakowskim podziemiem a ukraińskim (OUN-B, UPA) podczas spotkania przedstawicieli obu stron, 21 maja 1945 r., w okolicach Rudy Różanieckiej. Bez wątpienia zawarte wówczas zawieszenie broni obejmujące obszar południowo-wschodniej Lubelszczyzny i rozszerzone następnie na teren Podlasia przyczyniło się do zaprzestania trwających od wiosny 1944 r. walk polsko-ukraińskich. Autorka wykorzystując nieznane do tej pory dokumenty pokazuje, że wbrew temu co niejednokrotnie pisali świadkowie tamtych wydarzeń, zostało one zaakceptowane przez kierownictwo DSZ w formie lokalnego paktu o nieagresji. Przywódcy polskiej konspiracji od początku godzili się na zawieszenie broni, choć jednocześnie nie chcieli zawierania umów i nie widzieli możliwości bliższej współpracy i współdziałania z OUN-UPA czy reprezentowania sprawy ukraińskiej na forum międzynarodowym. Powstanie zaś Zrzeszenia Wolność i Niezawisłość, które proponowało cywilny model konspiracji i odcinało się od zwierzchnictwa Rządu na Uchodźstwie, przyczyniło się do tego, że strona ukraińska jak i polska były coraz mniej zainteresowane współpracą.
The last decade of 20th century as well as last 15 years were two frames of time where armed forces went under major transformation. Since 1999 almost all fields of regulations in Polish Army has been changed: organizational culture, professionalization of staff, drafting of women, procedures, technologies, armament and training. In spite of the above, some changes are still under debate, concerning mainly organizational structures, economic and political conditioning of its functioning. Transformation in military aspect has aspecial meaning, and due to universal coverage it is interpret in many different ways. Colloquially transformation identifies change and alteration, therefore we can differentiate political or system transformation and on the other hand military or Armed Forces. The objective of this article is to describe transformation process of the Polish Armed Forces, since Poland became amember of the North Atlantic Treaty Organization, indication of important changes concerning professionalization, budget structure, financing and military expenditures of the Ministry of National Defense, as well as analysis of technical modernization process.
