Is "Effective Regulation" Always Oxymoronic?: The States and Ambient Air Quality

The impact of state regulations on changes in state air quality was examined through analysis of data from the Environmental Protection Agency for the mid-1970s to the late 1980s. States with stronger regulatory programs were found to experience greater reductions in atmospheric concentrations of nitrogen dioxide & sulfer dioxide: a 1-point increase in the strength of a state's pollution control programs was associated with a 6.2% reduction in sulfur dioxide concentrations & a 5.8% reduction in nitrogen dioxide concentrations. Regulatory impacts on air quality exceed those of nonregulatory factors.
