Slovenia's Foreign Policy Opportunities and Constraints: The Analysis of an Interplay of Foreign Policy Environments
The article focuses on the interconnectedness of foreign policy environments to explain Slovenia's opportunities and constraints for foreign policy action. During the period of pre-independence para-diplomacy, the building of an internal and external domestic environment successfully turned constraints (no international recognition) into opportunities (applying for membership of European and global intergovernmental organizations). In the second period — post-recognition — considering the absence of a strategic foreign policy document, the Slovenian internal foreign policy environment became a major constraint to seize foreign environment opportunities. This affected Slovenia's accomplishments, notably after NATO and EU memberships were achieved in 2004. Although the Slovenian internal environment matured during the following period to adopt, in 2015, a comprehensive foreign policy strategy the recent turn in world politics (especially the European financial and economic crisis and the migration crisis) created for the first time a foreign environment for Slovenia that offered many fewer opportunities and far more constraints. ; The article focuses on the interconnectedness of foreign policy environments to explain Slovenia's opportunities and constraints for foreign policy action. ALOHTONE VRSTE PARAZITA SLATKOVODNIH RIBA U KOPNENIM VODAMA REPUBLIKE HRVATSKE ; NON-INDIGENOUS PARASITES OF FISH IN INLAND WATERS OF CROATIA
Alohtona fauna parazita slatkovodnih vrsta riba nije detaljno istražena u Republici Hrvatskoj unatoč dugoj povijesti unosa i prijenosa stranih vrsta riba u kopnene vode. Negativne posljedice za proizvodnju u akvakulturi i divlje vrste riba često su povezivane s unosom alohtonih vrsta parazita. Stoga ovaj članak nastoji izložiti povijesni pregled lokacija, vremenskih perioda i načina unosa alohtonih vrsta parazita riba u kopnene vode i time sastaviti listu vrsta. Ukupno, 16 alohtonih vrsta parazita zabilježeni su u kopnenim vodama Republike Hrvatske, a ribnjačarstva i ribogojilišta su utvrđena kao početne točke njihovog unosa. Međutim, postoji malo objavljenih podataka o ukupnoj prevalenciji infekcija, kao i ekonomskom utjecaju na akvakulturnu proizvodnju. Osim toga, ograničene informacije su dostupne o prisutnosti i potencijalnom ekološkom utjecaju egzotičnih parazita na autohtone vrste, posebno na endemsku ihtiofaunu u područjima visoke biološke raznolikosti, poput vodenih tijela Jadranskog slijeva. Stoga, postoji žurna i nužna potreba za multidisciplinarni pristup u suradnji između različitih dionika, uključujući državne institucije i znanstvene institucije u biološkoj, poljoprivrednoj i u veterinarskoj disciplini te sektora proizvodnje, s ciljem opsežnih istraživanja kako bi se utvrdio potencijalni utjecaj na proizvodnju akvakulture te autohtone populacije riba visoke konzervacijske vrijednosti. ; Non-indigenous parasite fauna of freshwater fish has not been studied extensively in Croatia, despite the long history of introductions and translocations of alien fish species into inland waters. Negative implications for aquaculture production and wild native fish species have been frequently associated with the introduction of non-native parasite species. Hence, the present paper attempts to lay out a historical overview of the suspected localities, time frames and pathways of introduction for non-indigenous fish parasites into inland waters of Croatia, therefore producing a list of species. In total, 16 non-native fish parasites have been recorded in inland waters of Croatia, aquaculture establishments being identified as initial points of introduction. However, a paucity of information exists on the overall prevalence of infection as well as the economic impact on aquaculture production. In addition, limited information is available about the presence and potential ecological impact of non-indigenous parasites on endemic fish fauna in areas of high biodiversity, such as the water bodies of the Adriatic Sea Basin. Therefore, there is an urgent need and opportunity for multidisciplinary cooperation between different stakeholders, including government, scientists, in both biological and veterinary disciplines, and the industry, with the aim of extensive surveys to determine the potential impact on aquaculture production and wild fish population of high conservation value.

The author explains the policy account of government & points out that policy is only one of the many possible accounts of the process of government. The policy perspective is characterized by an understanding of government as a more or less conscious attempt to manage collective problems. Still, even inside the policy camp, there are three different accounts of policy: authoritative choice, structured interaction & social construction. Suvremeni procesi stvaranja javnih politika: kako istraživati transfer? ; Contemporary Public Policy Processes: How to Research Policy Transfer?
Istraživači javnih politika od druge polovice 20. stoljeća sve više analitičke pažnje posvećuju prijenosu javnih politika iz jednog političkog djelokruga u drugi. Pritom se koriste konceptima poput difuzije, konvergencije i transfera javnih politika. Transfer javnih politika, najmlađi od navedenih pristupa, dobiva na zamahu nakon druge polovice devedesetih godina prošlog stoljeća te je u posljednjih dvadeset godina izrastao u respektabilan, naveliko citiran I korišten istraživački pristup. Ovaj se rad može shvatiti kao historijat istraživanja prijenosa javnih politika između političkih djelokruga. Pored pregleda evolucije pristupa ponudit će se i izvorna sistematizacija i demarkacija različitih studija. Rad se zaključuje uvidom kako su studije transfera distinktivne u odnosu na studije konvergencije i difuzije. Odlikuje ih procesni analitički fokus, usmjerenost na razumijevanje djelovanja aktera, kvalitativna metodologija te korištenje malih uzoraka. U radu se zastupa mišljenje kako su studije transfera javnih politika izvrstan heuristički alat jer omogućuju multidimenzionalno istraživanje procesa stvaranja javnih politika. ; From the second half of the twentieth century policy scholars are increasingly devoting their attention to the transference of policy from one political jurisdiction to another. Concepts such as policy diffusion, convergence and transfer are being used to elucidate the modern-day policy process. Policy transfer, the youngest of these approaches, has been gaining momentum from the second half of the nineties and has grown into a respectable, widely cited and used research frame. This article is a historical account of policy transfer research. In addition to examining the evolution of similar approaches (diffusion, convergence, and transfer), the original systematization and demarcation of different studies is offered. The paper concludes with the insight that policy transfer studies are distinctive in relation to convergence and diffusion studies. They are characterized by an analytical focus on processes, on understanding of policy actors' actions, on qualitative methodology, and using small samples. The paper concludes that policy transfer studies are an excellent heuristic tool because they enable a multidimensional research of the policy process.

The use of policy networks in the research of public policies includes identifying policy actors (both state & non-state actors) & determining the type of their relations, with the purpose of description & analysis of the policy process. The basic assumption of the approach is that contemporary policy-making is characterized by sharing of responsibilities for policy-making among state & the non-state actors. The approach is faced with a critical charge that it doesn't make a clear distinction between dependent & independent variables, & that it does not contain an implicit causal logic that could be falsified. Even though this criticism is partly justified, the policy networks approach should not be dismissed, albeit it should not be understood as a theory (in the sense of E. & V. Ostrom's level of theoretical discourse). Furthermore, the criticism mostly affects the 'interest intermediation school', which understands policy networks as generic term for different forms of state-society relations. Thus, the 'governance school' is much more fruitful for the development of policy networks idea. The 'Governance school' of policy networks approach can be understood as a framework &/or a model. Firstly, the policy networks approach has most similarities with the cycle model of policy process & the two approaches are closely related frameworks of public policy research. The characteristics of contemporary policy-making calls for adding policy networks to the cycle model &, in this perspective, the policy networks approach becomes an analytical tool-box for organizing empirical material. Secondly, policy networks are conceived as a specific form of governance, which becomes dominant in the recent literature. Within this perspective, ideas about policy networks have bigger theoretical ambitions, but are still developed at a level of a model, & not theory. Tables, References. Being of the theoretical approaches to the study of the EU, the goal of the analysis of policy networks is to identify the policy process actors, both governmental & non-governmental, & the structure of their interaction in order to describe, explain & predict the outcomes of the European public policy. Many authors claim that the exceptionally rapid development of this approach in the last thirty years (& its intensive EU application since the 1990s) can be attributed to the changes in the contemporary practice of governance. Namely, although public policy is above all related to the accountability of authorities in securing public goods, the tasks are increasingly allocated to a growing number of non-governmental actors, especially in the EU. In its analysis of policy networks the paper offers the typology of the actors & an array of the concepts which define the structuring of their interaction (in the policy literature the term policy network is used generically & also when referring to the EU). It also outlines the continuum of the types of EU policy networks which as independent variable affect the outcomes of the European public policy. The paper identifies which approach within the analysis of policy networks the application to the EU belongs to. In the EU research policy networks are understood as an instrument of the policy analysis that explains the decisions shaping public policy at the subsystem level of decision-making, which makes it necessary to combine it with other theoretical approaches for the other levels of decision-making, which makes it necessary to combine it with other theoretical approaches for the other levels of decision-making & for the other types of decisions to grasp the entirety of the manner in which public policy in the EU is shaped. The policy network analysis contributes most to improving the understanding of everyday events in the process of creating European public policy, the events the change the environment in which key decisions are made as well as the actors' perceptions of their own interests.
