A cost-benefit analysis of the EU 20/20/2020 Package

The European Commission did not publish a cost-benefit analysis for its 2020 climate package. This paper fills that gap, comparing the marginal costs and benefits of greenhouse gas emission reduction. The uncertainty about the marginal costs of climate change is large and skewed, and estimates partly reflect ethical choices (e.g., the discount rate). The 2010 carbon price in the EU Emissions Trading System can readily be justified by a cost-benefit analysis. Emission reduction is not expensive provided that policy is well-designed, a condition not met by planned EU policy. It is probably twice as expensive as needed, costing one in ten years of economic growth. The EU targets for 2020 are unlikely to meet the benefit-cost test. For a standard discount rate (3% pure rate of time preference), the benefit-cost ratio is rather poor (1/30)-so that benefits need to be very much higher, or costs very much lower than typically assumed to justify the 2020 targets. Only a very low discount rate (0% PRTP) would justify the 20% emission reduction target for 2020. © 2012 Elsevier Ltd.

Friedenssymbolik im 20. Jahrhundert
Die Thematik der Friedenssymbolik greift auf eine Jahrtausende alte Tradition in der Kunstgeschichte zurück, findet jedoch laut weitläufiger Fachmeinung einen Endpunkt im 19. Jahrhundert, als das Verhältnis zwischen Auftraggeber und Künstler einerseits und das Wegfallen von allegorischen Darstellungen im weitesten Sinn andererseits zu veränderten Bildinhalten und Darstellungsmethoden führten. Aufgrund zahlreicher kriegerischer Auseinandersetzungen zu Beginn und der Einleitung des Atomzeitalters gegen Mitte des 20.Jahrhunderts treten aber erneut Friedenszeichen in Erscheinung, welche nicht bloß eines künstlerischen oder kunstinteressierten Zugangs bedürfen, sondern so präsent an die Weltöffentlichkeit treten, dass sie aus unserem Alltag nicht mehr wegzudenken sind. Dadurch weitet sich das Feld der wissenschaftlichen Bearbeitung im Sinne der grenzüberschreitenden Methodik der modernen und zeitgenössischen bildenden Kunst auf soziale, religiöse, weltpolitische und gruppenspezifische Bereiche aus und bietet einen Einblick in die Wertigkeit von künstlerischem Schaffen und Nachhaltigkeit von traditionellen Bildmotiven im zeitgenössischen Kontext. Angefangen bei der noch sehr allegorielastigen Behandlung des Friedensthemas durch Douglas Strachan bei der Gestaltung der Glasfenster des Friedenspalastes in Den Haag über Pablo Picassos Wiederbeleben der Taube als Bote des Friedens auf den Plakaten für die Weltfriedenskonferenzen tauchen ab der Jahrhundertmitte zwei neue Symbole auf, die innerhalb kurzer Zeit zu omnipräsenten und vielseitig genutzten Trägern der Friedensbotschaft werden. Gerald Holtoms CND-Logo entwickelt sich vom Emblem der Protestmärsche der englischen Friedensbewegung zum allseits beliebten, weil leicht reproduzierbaren, Zeichen des gewaltlosen Widerstandes und spannt den (Regen)Bogen zu Aldo Capitinis Bandiera della Pace und Gilbert Bakers gay pride flag. Der traditionellen Bildsprache entnommene Symbole mutieren somit zu Repräsentanten einer besseren Welt. ; Peace symbolism is a pervasive theme throughout the history of art. Many scholars agree the theme of peace symbolism ended in the 19th century when changes in the client-artist relationship and the elimination of allegories in the broadest sense led to a revision of certain images and presentation methods. The reappearance of peace signs in the mid-20th century, however, alongside the dawn of the nuclear age and its associated military conflicts, questions any thought of an endpoint in the history of peace symbolism. At this juncture, peace symbolism transcended its traditional boundaries in art and became an integral part of everyday life. As a result, the study of peace symbolism now includes a discourse on modern social, religious, and political issues, and thus offers an insight into the value of artistic creation and the sustainability of traditional motifs in a contemporary context. This essay analyzes within a contemporary context the theme of peace symbolism in the 20th century visual art of Douglas Strachan, Pablo Picasso, Gerald Holtom, Aldo Capitini, and Gilbert Baker. Douglas Strachan used allegorical features in designing the stained-glass windows of the Peace Palace in The Hague; Pablo Picasso referred to one of the oldest peace symbols, the dove, by making it the centrepiece in his posters announcing the World Peace Conferences. Combining protesters strategies with a new born peace symbol, Gerald Holtom inspired Aldo Capitini as well as Gilbert Baker in their attempt to promote world peace by waiving the rainbow flag. The eight articles in the volume include three articles on tax compliance and related topics. Specifically, Chambers and Curatola examine whether greater tax payment frequency improves compliance and decreases delinquencies. Gemmell and Hasseldine discuss and analyze the state of the "tax gap" literature. MacGregor and Wilkinson investigate the effect of economic patriotism on taxpayer compliance attitudes. Volume 20 also includes two articles on federal tax issues. Addy and Yoder investigate factors associated with private foundations that narrowly fail a test that would reduce the tax the foundation pays on investment income. Liedtka and Nayar examine the motivation for early exercise of certain stock options. Two articles in this volume examine state tax issues. Jalbert and Fleischman analyze interactions between federal section 179 deduction decisions and Hawaiian tax credit elections. Key investigates the effect of one county's property tax policy decisions on those of adjoining counties. Last but not least, one paper deals with practitioner information search. Cloyd, Spilker and Wood investigate how supervisors can affect the information search behavior of their subordinate practitioners.

Familienrechtsreformen im 20. Jahrhundert in Österreich
KurzfassungDas Familienrecht hat sich im Lauf des letzten Jahrhunderts grundlegend von einer patriarchalen Prägung hin zur partnerschaftlichen Auffassung der Familie verändert. Die vorliegende Arbeit gibt eine Übersicht der Familienrechtsreformen des 20. Jahrhunderts in Österreich. Ein Schwerpunkt der Arbeit liegt auf der Entwicklung der Gleichberechtigung zwischen Mann und Frau. Die Arbeit ist in 8 Kapitel unterteilt, wobei die Einleitung einen kurzen Einblick in das Thema der Diplomarbeit geben wird.Das erste Kapitel befasst sich, zum besseren Verständnis, mit der Rechtslage wie sie im ABGB von 1811 vorgefunden werden kann.Die folgenden Kapitel behandeln die Entwicklung des Familienrechts von der Zeit der ersten Teilnovellen des ABGB, in den Jahren 1914 bis 1918, bis zur reichsrechtlichen Gesetzgebung. In dieser Zeit war das Eherecht noch fest in kirchlicher Hand. Der Nationalsozialismus brachte Österreich das EheG und damit ein von der katholischen Kirche losgelöstes Eherecht. Seither ist eine Ehescheidung, wie wir sie heute kennen, in Österreich möglich. Ein weiterer Teil der Arbeit behandelt die große Familienrechtsreform der 1970er und beginnenden 1980er Jahre, in der das partnerschaftliche Prinzip Eingang in die Rechtsordnung fand. Das Kindeswohl wurde maßgeblicher Parameter für Entscheidungen auf dem Gebiet des Kindschaftsrechts und auch die Stellung des unehelichen Kindes wurde wesentlich verbessert, sodass zum Ende der 1980er Jahre uneheliche Kinder den ehelichen gänzlich gleichgestellt waren. Das EheRÄG 1999 stellt die letzte große Neuerung dar, auf die im Rahmen dieser Arbeit eingegangen wird. ; AbstractFamily law has altered during the last century fundamentally, out of a patriarchal embossing to a partnership conception of the family.This thesis gives an overview of the family law reforms of the 20th century in Austria. One focus of the work is on the development of equality between men and women.The paper is subdivided into 8 chapters. In the introduction is a short overview about the thesis given. The first chapter lays down the legal situation as it can be found it in the Civil Code (ABGB) of 1811 to get a better understanding.The following chapters deal with the development of family law from the time of the first part of the Civil Code amendments in the years 1914 to 1918 to the legislation during the Nazi period. Until the Nazi period the marriage law was up to the church. The Nazis brought Austria the Marriage Act (EheG) and within this act the marriage law was detached from the church. Since then a divorce as we know it today is possible in Austria.Another part of the work is about the major family law reform in the 1970s and early 1980s in which the partnership principle has been incorporated into the legal system. The child's welfare was a decisive parameter for decisions in the field of child custody and also the position of the illegitimate child has been improved significantly. Up from the late 1980s the illegitimate children were treated entirely like legitimate.
