The pseudo-alternative nature of the forthcoming presidential election in Russia is a logical out come of the vertical of power and influence that has been formed for many years in this state. Starting from that pre supposition, the author analyzes the public opinion dynamics among Russian citizens relative to the assumed criteria of choice as to a presidential contender on behalf of the party in power (i.e. "winner"), on the one hand, as well as the electoral intentions and expectations of the population, on the other hand. Based on this analysis, the author concludes that the interdependence between the functions of the ruling clique and the masses may change as a result of a transition from a "procedural" to an historical choice. A new structure of society characterized by a gradual weakening of the highest ranks can pave the way for modern patterns of two-sided dependencies in the future.

"Decentralised policy formation and implementation is one of the salient features of China's family planning programme that is the most important driving force of China's fertility transition. This paper reviews the differentials in local policy and programmes, and examines their effects on patterns of fertility transition across China. Major consequences of the differential fertility transition, such as varied processes of population ageing and labour force supply etc. at provincial level, are then discussed. The author argues that the success of government population policy to a large extent is determined by socio-economic and cultural factors. On the other hand, regional demographic patterns have profound impact on China's regional and rural-urban differences in terms of socio-economic development. Large scale migration is one of such examples." (author's abstract)

This chapter explores the extent to which selected writings of French philosopher Michel Serres and a health care model created by Brian Hodges in the UK can augment and inform the development of social informatics. The volume of Serres' output contrasts markedly with work devoted to Hodges' Health Career - Care Domains – Model. Since the concept of health is universal culturally, and informatics disciplines are emerging fields of practice characterised by indistinct boundaries in terms of theory, policy and practice, various ethnographic and cultural associations will be made. Placing Hodges' model and Serres' work together is not intended to suggest direct equivalence, other than the common themes this author intends to bring to the attention of the social informatics community. Central to the above, is the notion of holistic bandwidth, utilising Hodges' model as a tool to develop and disseminate socio-technical perspectives.
