The question of the reasons for the increase in the public expenditures made by the government due to the functions of government has long been of importance. It is accepted that increasing public expenditures can be a reason of either exogenous factors such as war or natural disasters as in the case of organic state approach or endogenous factors such as the actors who play role in spending decisions. In the public choice theory, four actors - politicians, voters, interest groups and bureaucrats - are considered to play a role in the process of political decision-making, and the behaviors of each are addressed. In the study, the impact of the increase in the number of civil servants, who are considered as one of these actors, on general public expenditures and various sub-expenditure groups are discussed. Bureau voting model, the number of civil servants belonging to the 1998-2014 period for Turkey, population, public spending (consolidated, current, investment and transfer expenditure) and Gross Domestic Product variables are dealt with bounds testing approach. As a result, it was concluded that the increase in the number of civil servants affected the expenditures in the increase direction as expected; the maximum impact was seen in the investment expenditures and the increase in the number of civil servants was the reason of the increase in public expenditures as a result of Granger causality test. ; Devletin üstlendiği görevlere bağlı olarak yapmış olduğu harcamalarda görülen artışın nedenlerinin ne olduğu sorusu uzun zamandır önemini korumaktadır. Kamu harcamalarında görülen artışın, kalkınma ya da organik devlet görüşünde olduğu gibi büyümenin sonucunda veya savaş, doğal afet gibi tamamen dışsal nedenlerle gerçekleşebileceği gibi; harcama kararlarında rol oynayan aktörler gibi içsel bir sebebin de kamu harcamalarında artışa sebep olduğu kabul edilmektedir. Siyasi karar alma sürecini, iktisadi analiz araçları ile açıklamaya çalışan kamu tercihi görüşünde, politikacı, seçmen, menfaat grubu ve bürokrat olmak üzere dört aktörün süreçte rol oynadığı kabul edilmekte ve her birinin davranışları ele alınmaktadır. Tezde bu aktörlerden biri olarak kabul edilen kamu çalışanlarının, genel kamu harcamaları ve çeşitli alt harcama grupları üzerindeki etkisi ele alınmıştır. Büro oylaması modelinin, Türkiye için 1998-2014 dönemine ait memur sayısı, nüfus, kamu harcaması (konsolide, cari, yatırım ve transfer harcamaları) ve Gayri Safi Yurtiçi Hasıla değişkenleriyle ele alındığı tezde, sınır testi uygulanmıştır. Sonuç olarak memur sayısındaki artışın harcamalarını beklenildiği gibi artış yönünde etkilediği, en fazla etkinin yatırım harcamalarında görüldüğü ve hata düzeltme terimine dayanan Granger nedensellik sınaması sonucunda da memur sayısındaki artışın harcamada görülen artışın nedeni olduğu sonucuna varılmıştır.

In the literature, increases in the ratio of current deficit to gross
domestic product (GDP) are considered a crisis indicator, and budget and
savings deficits are deemed to be significant causes of the current deficit.
This situation, called the triple deficit hypothesis in the literature, is
analyzed with the panel dynamic ordinary least square (panel DOLS) and fully
modified ordinary least squares (FMOLS) using 2000-2019 data for Bulgaria,
Czechia, Estonia, Latvia, Lithuania, Hungary, Malta, Romania, and Slovenia,
which are generally referred to as the emerging economies of Europe. The
results showed a long-term relationship between the variables. Accordingly,
budget and private savings deficits increase the current deficit in the long
term. The causality analysis found a reciprocal causal relationship between
the variables, such that while budget and private savings deficits cause an
increase in the current deficit, increases in the current deficit also
increase the budget and private savings deficits. Thus, the triple deficit
hypothesis is valid in these countries.
