This book investigates recent policies introduced into Turkey which are designed to reduce state activities and open up the country to international investment and trade. This is done in the context of the UNs Millennium Development Goals continuing to stretch into the distant future amid the ongoing instability of the global financial system and economic pressures on the West. The focus is on agriculture and the major effects of a deliberate restructuring of an agrarian economy as seen through the lens of the peasant, the village and poverty. This unique socioeconomic review of Turkey, which is generally thought to be a contemporary success story of the neo-liberal paradigm, argues for a new understanding of the destructive effects of global capitalism. Some issues addressed are the effects on Turkey's countryside as its agricultural sector has been catapulted onto the world market, how farming has changed and what this has meant for small-scale enterprises. Also discussed is how rural communities have fared, capital relations have been transformed in the process and the impact this has had on the nation's poor. Finally, the ways in which neo-liberalism has guided government's response to the new social needs is discussed along with how Turkey's experience parallels similar developments worldwide. This serves as a window to the reality of development at a time when the philosophy for growth underpinning development is facing an increasingly profound crisis of confidence worldwide

Tüm toplumu etkileyen iklim değişikliğinin etkilerini azaltmak ve daha sürdürülebilir bir dünya inşa etmek için üniversitelere önemli sorumluluklar düşmektedir. Bu konuda üniversitelerin başta öğrenciler ve çalışanlar olmak üzere tüm toplumu bilgilendirmesi ve bu kesimlerin farkındalığının gelişmesine öncü olması; yenilikçi çalışmalar yaparak ve teknolojiler geliştirerek iklim değişikliğinin etkisini azaltmada ve daha sürdürülebilir bir dünya inşa etmede önemli roller üstlenmesi beklenmektedir. Bu çalışmanın amacı Türkiye'deki üniversitelerin stratejik planlarını GreenMetric göstergeleri ile inceleyerek Türkiye'deki üniversitelerin yeşil vizyon düzeyini göstermektir. Buna göre Türkiye'deki birçok üniversite GreenMetric sıralamalarına katılmasına ve birçok çevreci programa dahil olmasına rağmen, yeşil vizyonları oldukça düşüktür. Üniversitelerin yüzde 90'ının yeşil vizyon endeks puanı 100 üzerinden 15'in altında; su, atıklar ile eğitim ve araştırma alanlarında yeşil vizyon puanı ise 10 puanın da altındadır. Bulgulara göre, Türkiye'de İTÜ hariç hiçbir üniversite orta noktanın üzerinde bir endeks puanına sahip değildir. Sonuç olarak iklim değişikliğinin etkileri ve üniversitelerin bu süreçteki önemi dikkate alındığında üniversiteler, yeşil kampüs inşa etme konusunda bütüncül bir politika geliştirmeli ve kampüslerini sürdürülebilirlik ilkeleri ekseninde düzenlemelidirler.

Regional geopolitical conditions shaped after the First World War enabled Iran to establish close relations with Iraqi Kurds. During this period, the relations between Iran, who wanted to protect its interests in the region against Iraq, and Iraqi Kurds who wanted to rule themselves, were shaped within the framework of Iran's general relations with the Baghdad administration.After the US invasion of Iraq in 2003, relations transformed. As a result of the fall of Saddam Hussein, Iran's priorities in the region have changed and the power in relations with Iraq has shifted from Kurds to Shiites. After 2007 Kurds began to develop relations with Western States, especially Turkey. This forced Iran to support Shiites even more in order to protect their interests in the region. While blocks were forming in the region, ISIL, which was a major threat to the region, emerged in 2014. Western powers supported the Iraqi Kurds against this organization that destroyed the security mechanism. The Erbil administration, which expanded its domain with support from the Western Bloc, decided to hold an independence referendum in 2017 and carried it out despite the difficulties. On the other hand, Iran hardened its policies towards the Kurds, and made some decisions in regard to sanctions. This study examines the change in Iran's policies towards the Iraqi Kurds.

This article focuses on two ways in which smallholders—rural families, the peasantry—are responding to the contemporary neoliberal environment in Turkey by resisting commodification. This resistance, which takes place both by definition, insofar as smallholders refuse to enter, or properly conform to, the logic of capital, and in terms of its characteristics, values and practices of autonomy and sharing, is located in the context of two sites or structures of social commons. These comprise the maintenance of non-commodity circuits, along with the development of what may be identified as a new, dual-circuit articulation, one that involves financial inputs, particularly through engagement in labour relations, in combination with the non-commodity circuits. The latter emerges through manifold, variegated, and informal linkages structured around kin and community and enabled by mobility and migration. Thus, superseding the rural–urban division of space and going beyond capitalistic relations, these comprise a contemporary form of 'solidarity-network-based social commons'. Presented in this example from Turkey, therefore, are different ways in which smallholder farming operates as a locus of resilience for extended family and village/locality interconnectivity that offers a distance from markets, even as it utilizes them with novel forms of communally oriented autonomies in a more generalized re-spatialization that extends to the urban and goes beyond capital.

From being a smallholder-based, food-producing country covering its basic needs, Iraq and the Kurdistan Region in Iraq (KRI) have become major importers of food. The sustainability of the agricultural sector has been systematically undermined by conflict, neglect, and mismanagement, as a result of which the capacity of its farmers to feed the population declined. Even though local policymakers, the international community, and the international organisations emphasise the potential of agriculture for food production, job creation, and income generation, they also tend to consider the current food system problematic because of an alleged low productivity that they relate to the existing smallholder system. For them, such system poses a lack of competences and skills of farmers, and a subsistence production orientation. This approach culminated in a policy-making process that offered land and water for capital investments, and thus neglecting the potentials and competencies of (small-scale) farmers.
