AbstractGlobalizing policy fields can contain institutional voids in which effective regulatory frameworks and the corrective counterbalance of civil society are equally absent. With the inherently incomplete regulation of global finance on the one hand and the evident dearth of civil society institutions on the other, a central governance question emerges: under what conditions could civil society help to recapture the financial system by embedding it in a wider social and economic policy, and thereby reversing the erosion of confidence in market capitalism and liberal democracy? For this purpose, this article proposes the systematic development of a transnational civil society infrastructure in terms of organizational capacity and expertise for accountability enforcement, policy review, performance oversight and advocacy. The goal of this infrastructure is to fill the institutional void and form a counterveiling force against the unchecked might of global finance.

Der Beitrag widmet sich dem Begriff und der Entwicklung des Forschungsgebiets um das Thema der "sozialen Investition". Soziale Investition bezieht sich im weitesten Sinne auf private Leistungen für das Gemeinwohl. Der Autor verwendet diesen Begriff auch im institutionellen Sinne: Welche privaten Institutionen werden in Anbetracht der fundamentalen Veränderungen im sozialen und wirtschaftlichen Gefüge von Gesellschaften dem Gemeinwohl in Zukunft dienen - und in welchem Umfang kann und soll dies der Fall sein? Nach der Erläuterung des Begriffs geht der Beitrag auf Non-Profit-Organisationen und die Rolle, die die Philanthropie in diesem Bereich spielt ein. Anschließend macht der Beitrag einen Vorschlag zur Forschungsagenda "soziale Investition" und zeigt Probleme und Entwicklungen auf. Für den Autor ist klar, dass die künftige Forschung zu sozialer Investition stärker institutionelle Perspektiven einbeziehen sollte und rein finanz-technische Aspekte zurücktreten. (ICB2)

Nonprofit organizations and the nonprofit sector more generally are part of a complex dual transition from industrial to postindustrial society and from national state to transnational policy regimes. This transition shows the beginnings of a new policy dialogue in addressing the future role of nonprofit organizations and involves three broad perspectives that have become prominent in recent years: First, nonprofits are increasingly part of new public management and a mixed economy of welfare; second, they are seen as central to "civil society—social capital" approaches, specifically the Neo-Tocquevillian emphasis on the nexus between social capital and participation in voluntary associations; and third, they are part of a wider social accountability perspective that sees them as instruments of greater transparency, heightened accountability, and improved governance of public institutions.
