A current study on accountability and transparency in the third sector comes to the provisional conclusion that the attention which German non-profit organisations currently enjoy reflects neither their social nor their economic significance: the requirements which they face in the areas of accountability and transparency are far lesser than those faced by private and state organisations, but also far lesser than those faced by non-profit organisations in other countries. They are not as based on a questioning civil society public as on a relatively stable state and taxes oriented system which also entails field-specific accountability and reporting requirements. However, the current state of research does not permit to assert a transparency and accountability problem of the third sector in Germany. It remains to be seen whether this system will be able to accommodate future changes as a result of the increasing delegation of state tasks to non-profit organisations ("new subsidiarity") and the stated shift of a state-focused accountability regime towards expanded inter and intrasectional partnerships ("governance hypothesis"). "Der Beitrag untersucht auf der Grundlage organisationstheoretischer Überlegungen die sich wandelnde Infrastruktur der internationalen Zivilgesellschaft und ihre bestimmenden Umweltbedingungen und leistet damit Vorüberlegungen für ihre bessere konzeptionelle und empirische Erfassung. Im Mittelpunkt stehen dabei die Organisationen des Dritten Sektors als infrastrukturelle Grundlage der internationalen Zivilgesellschaft. Ausgehend von einer kurzen Skizze der organisatorischen Dynamik des Dritten Sektors untersucht der Beitrag eine Reihe zentraler Entwicklungslinien der internationalen Zivilgesellschaft. Es wird aufgezeigt, dass eine Vielzahl von Erscheinungsformen und die Ungleichzeitigkeit von Entwicklungen die Infrastruktur der Organisationen prägen und dass unterschiedliche Faktoren diese Entwicklungen in einer hochdynamischen und komplexen Umwelt beeinflussen. Die Notwendigkeit, umweltangemessene Organisationsstrukturen zu entwickeln, führt zu teilweise widersprüchlichen und gegenläufigen Trends: So werden sich INGOs gleichzeitig ähnlicher und unähnlicher, sie werden in unterschiedlichem Maße von der Globalisierung geprägt und entwickeln innovative und hybride Organisationsformen. Vor dem Hintergrund des Fehlens einer klaren Tendenz zur künftigen Rolle des Dritten Sektors innerhalb der internationalen Zivilgesellschaft entwickelt der Beitrag vier Szenarien, innerhalb derer sich die weitere Entwicklung abspielen könnte: erstens das New-Public-Management-Szenario, zweitens das Sozialkapital-Szenario, drittens das liberale Szenario und schließlich viertens das korporative Szenario. Der Beitrag schließt mit Überlegungen zu den Auswirkungen dieser Entwicklungslinien auf die Effizienz von Organisationen und ihre Überlebensfähigkeit, ihr Demokratisierungspotenzial, die Nord-Süd-Spannungen und die zunehmende Präsenz im Cyberspace." Die Verfasser stellen den Dritten Sektor, den Bereich der Non-Profit-Organisationen moderner Gesellschaften, in seiner Bedeutung als institutioneller Kern der Zivilgesellschaft dar. Ihre auch international vergleichende Bestandsaufnahme des Status Quo in der Bundesrepublik zeigt zunächst, dass sich dieser Sektor in Deutschland, insbesondere in den Bereichen Gesundheitswesen und Soziale Dienste, durch eine hohe Staatslastigkeit auszeichnet. Indizien hierfür sind ein hoher Grad an Professionalisierung und die Finanzierung durch staatliche Mittel oder Leistungsentgelte der Sozialversicherungen. Gleichzeitig verfügt der Dritte Sektor jedoch auch über ein ausdifferenziertes zivilgesellschaftliches Potenzial zur Organisation von Engagement und aktiver Partizipation. Die Mitglieder solcher Organisationen weisen ein überdurchschnittliches Maß an Gemeinsinn, bürgerschaftlicher Kompetenz und Dialogkultur auf. (ICE2)

"Besonders durch den steigenden arbeitsmarktpolitischen Stellenwert, aber zugleich durch die darüber hinausgehende gesellschaftspolitische Bedeutung von Non-Profit-Organisationen richtet sich die öffentliche Aufmerksamkeit verstärkt auf den Dritten oder Non-Profit-Sektor. Mit den Ergebnissen aus einem international vergleichenden Forschungsprojekt wird nachgewiesen, daß jene Organisationen, die zwischen Markt und Staat eingeordnet werden, weltweit ein wichtiger wirtschaftlicher und sozialer Faktor sind, dessen Umfang noch weiter wächst. Der Dritte Sektor der Bundesrepublik zeichnet sich ebenfalls durch ein beachtliches ökonomisches Volumen und durch bemerkenswerte Zuwachsraten in den neunziger Jahren aus. Im internationalen Vergleich erreicht Deutschland jedoch weiterhin nur durchschnittliche Werte. Die Darstellung der Wachstumsentwicklung des Dritten Sektors ist ein Beitrag für die Diskussion um die Neubestimmung von Arbeit jenseits der normalen Erwerbsarbeit und für die Suche nach Tätigkeitsfeldern für mehr Beschäftigung. Die Non-Profit-Organisationen selbst sehen sich verstärkt im Spannungsfeld von zunehmendem Anpassungs- und Veränderungsdruck, der Fragen nach der Neugestaltung von Rahmenbedingungen ihrer Tätigkeit aufwirft." Following insights of social movement theory, this article looks at movement cycles in the initial development of the Nazi Party. Specifically, it explores the framing strategies the party employed in trying to make efficient use of opportunity structures in the political discourse of the late 1920s. On the basis of a content analysis of the official party newspaper, the authors analyze the topics of political events and speeches the Nazi Party organized in Munich between 1925 and 1930. The results show that after 1928, the Nazi Party managed to achieve a coherent set of themes around economic and political issues that may have facilitated its rise to power.
