Die Autorin fragt in ihrer Studie zur EU-Außenwirtschaftspolitik danach, ob das Konzept der normativen Macht die Verhältnisse in diesem Politikfeld angemessen beschreibt. Sie geht zunächst kurz auf die aktuelle Global-Governance-Debatte über den Wandel von Staatlichkeit und die Konstitutionalisierung der Weltpolitik im Prozess der Globalisierung ein und überprüft, inwieweit die Annahmen auf das Welthandelsregime zutreffen. Anschließend wird im dritten Abschnitt ausführlicher das Konzept der normativen Macht Europas dargestellt und gezeigt, dass sich beide Konzepte ergänzen: eine globale Konstitutionalisierung setzt ein konstitutives Normenverständnis voraus, das auch für das Konzept einer normativen Macht Europas grundlegend ist. Im vierten Teil des Beitrags wird auf die Entwicklung des multilateralen Handelsregimes eingegangen, dessen neoliberale Ausrichtung seit Mitte der 1990er Jahre zunehmend auf gesellschaftliche Kritik stößt und zu einer Erosion des zwischenstaatlichen Konsenses vor allem der USA und der EU geführt hat. Bilaterale Freihandelsabkommen ermöglichen es, sowohl den Forderungen umweltpolitischer NGOs und Gewerkschaften nachzukommen, als auch Märkte für transnationale Unternehmen zu öffnen. Mit dem Strategiewechsel vom Multilateralismus zum Bilateralismus, der den transnationalen Wettbewerbsstaat kennzeichnet, beschäftigt sich abschließend der fünfte Abschnitt des Beitrags. (ICI2)

Despite the dramatic collapse in world trade during the international financial and economic crisis, a rising protectionism of the major economic countries failed to appear. Thus, the world trade could recover fast after a considerable decrease. However, the missing protectionist policy is contrary to many theories. In this article, the missing protectionist policy as well as the stalemate in multilateral trade negotiations and rising bilateralism will be explained by the concept of the transnationalization of the state. In Europe, a lively scientific debate has emerged about the role of norms in the European foreign policy. One aspect of this debate is norms related to human rights, labour rights and environmental standards in European trade policy. In this article, the normative dimension of EU's trade policy will be analysed in comparison with the US by using the concept of normative power. By classifying the trade approaches of the EU and the United States, we question the hypothesis of Europe's normative power and ask whether the EU is a unique normative actor in world politics. In the second section, normative power will be defined in demarcation to concepts of great power, empire and hegemon. In the third section, this theoretical differentiation will be used for the empirical classification of the European and American trade approaches. First, the self-proclamation of the EU and the US related to human rights, labour standards and environmental standards in trade policy will be analysed. Then trade approaches of the EU and the US will be measured in accordance to their self-proclamation by analysing the trade policy in three dimensions: negotiations, agreements and implementation. The trade agreements of the EU and the US with Chile and Mexico serve here as case studies.

Der Beitrag beschäftigt sich im Rahmen des Handbuchs zur Internationalen Politik mit den qualitativen Methoden. Einleitend skizziert der Beitrag den Diskurs um quantitative versus qualitative Methoden innerhalb der Disziplin der Internationalen Beziehungen sowie die Durchsetzung qualitativer Verfahren auch in der Politikwissenschaft in den 1970er Jahren. Im Anschluss daran beschreibt der Beitrag die methodische Entwicklung und geht auf die Merkmale und Vorzüge qualitativer Verfahren anhand von zwei ausgewählter Methoden ein: (1) Das qualitative Experteninterview - hier erläutert der Beitrag das Interview, die Auswertung, aber auch die Vorbereitung und Durchführung des Interviews. (2) Hier beschreibt der Beitrag die Methode der Diskursanalyse als hermeneutisches Verfahren, das sich auf die Interpretation von Texten konzentriert. Des Weiteren geht der Beitrag auf die kritische Diskursanalyse ein Die besonderen Vorzüge der jeweiligen Verfahren werden mit Akzenten im Gesamtthema "Internationale Beziehungen" verbunden. (ICB2)
