The article is devoted to the history of the origin in Russia and the activities of the shelter for juvenile offenders in Moscow. The main purpose of the shelters was to educate street children and children of offenders, to teach them in order to prevent crimes. Based on the study of archival materials, the author characterizes the activities of K. V Rukavishnikov in organizing the correction of juvenile offenders in the Moscow Correctional Shelter for Juvenile Offenders. The issues of formation are considered scientific support for the activities of correctional institutions and its theoretical foundations.

The article analyzes the origins of the problem of child protection and provides a retrospective review of the activities of collegial international and Russian representative offices in the formation and implementation of proposals aimed at protecting children from the influence of all conditions that determine antisocial behavior.

In 2023, is the centenary of the establishment of the Institute of Legislation and Comparative Law under the Government of the Russian Federation. The article examines the history of the institute's creation, the specifics of its organization in early years. The characteristic of the main directions of activity is given. Special attention is paid to the role of E. G. Shirvindt in the formation of the Institute.

The article is devoted to development in Russia of the theory of re-socialization of persons released from prison, the formation of its legal bases. The activities of institutions helping prisoners on their way of social rehabilitation are analyzed. The moral background and the material base of assistance to former convicts are reflected.
