It is argued that the conceptual & practical differences of intent & application that characterize politics & science -- as professions & processes -- are so great as to render interaction between them problematic. In fact, analysis is postulated as a third distinct alternative, having its own imperatives, purposes, & uses: furthermore, the relationships between science, analysis, & politics are identified & found to be of potentially greater significance to those concerned with the policy process than is normally imagined. 2 Figures. Social system modeling appears to have a future of both high potential & growth. As is the case with many emerging & evolving fields, however, operational & applied social modeling has had its share of failure, & only limited successes. Difficulties often encountered in such projects include: (1) hidden motives on the part of a modeling project's funding source, (2) poor researcher-client relations, (3) data gathering problems, eg, lack of demographic data, & (4) conceptual problems, eg, of social indicators. Suggestions given to improve social systems modeling include: (A) external review & standards to help ensure quality control, (B) adequate documentation, (C) improved basic research on concepts, & (D) evaluative studies.
