Er enthält auch eine kurze Darstellung der Veränderungen, denen das Denken innerhalb des TUC und der Labour Partei unterlag. Die Einrichtung der tripartistischen Low Pay Commission (LPC) und deren Arbeitsweise werden ausführlich dargestellt. Besondere Aufmerksamkeit kommt dabei dem Verfahren der LPC zur Einholung von Fakten und insbesondere offiziellen Gesprächen mit Arbeitgebern, Gewerkschaften und sonstigen Gruppen zu.
