Die Auswirkungen der Finanz- und Wirtschaftskrise haben gezeigt, dass ein rein auf die Vergangenheit gestütztes Modell keine zuverlässige Einschätzung der künftigen Trends liefern kann. Daher entwickelten die Autoren langfristige Szenarien für die deutsche Wirtschaft und den deutschen Arbeitsmarkt. Die Szenarien beschreiben das mögliche Verhalten der Arbeitsmarktakteure und der politischen Institutionen in ihrer gegenseitigen Abhängigkeit und im Umfeld einer internationalen Wirtschaft. Sie dienten zur Festlegung der Kurskorrekturen in den ökonometrischen Modellen.
Die Szenarienentwicklung fußte auf der Erarbeitung von insgesamt sieben Fachexpertisen zur Einschätzung wichtiger gesellschaftlicher und wirtschaftlicher Trends: Demografie und Bildung, Technologie und Wissensmanagement, Globalisierung, Arbeitsorganisation, Umwelt, Strukturwandel und Makroökonomie. What does the labour market look like in 20 years? The enquiry combines qualitative future scenarios and mathematical processes to provide a qualified prognosis. It also challenges what politicians, employers and labourers need to do in order to overcome the demographic change and to persist in the international competition. With its investigation of 44 industrial sectors, 88 occupational groups and 27 specialisms within professional education, the report offers a detailed view, which goes far beyond any previous outlooks. The results show that Germany will change from a service economy to becoming a knowledge economy, with new positions available in corporate services, financial services as well as education, health and social services. Employment positions will be lost within the manufacturing industry, trade, transport and public services. The digitalisation scenario shows considerable increases in growth and employment as a consequence of the use of digital technologies. However, this positive development requires a high acceptance of digital progress, the improvement of digital skills, the support of the fourth industrial revolution to ensure the survival of the technological leadership of the capital goods industry, and the demand for products which require the implementation and use of digital technologies. At the same time, digitalisation entails great challenges for businesses and employees both within the respective markets and in day-to-day work.
What are the effects of migration into Germany on growth and employment? Can immigrants close the skilled worker gap? Is Germany an immigration country? The study develops an empirically founded profile of changes in the economy and society in Germany until 2030. It identifies skilled worker bottlenecks and offers recommendations for ensuring a sufficient supply of workers. That includes the integration of migrants, an expansion of the adult education system and a long-term, forward-looking family policy on the basis of an improved compatibility of family and work life. Die Studie entwickelt ein empirisch fundiertes Bild über die Veränderungen in Wirtschaft und Gesellschaft in Deutschland bis 2030. Sie identifiziert die sich abzeichnenden Arbeitskräfteengpässe und empfiehlt Maßnahmen zur Arbeitskräftesicherung. Dazu gehören die Integration der Migranten, der Ausbau der Erwachsenenbildung und eine langfristige Familienpolitik auf der Basis einer verbesserten Vereinbarkeit von Familie und Beruf. Die Studie wurde im Auftrag des Bundesministeriums für Arbeit und Soziales erarbeitet.
Als Fortführung der Publikation "Arbeitsmarkt 2030 - Eine strategische Vorausschau auf Demografie, Beschäftigung und Bildung in Deutschland" stellen die Autoren in diesem Bericht die Prognosen für die Arbeitsmärkte der Bundesländer vor: Wie entwickeln sich die regionalen Teilarbeitsmärkte bis 2030? Welche Trendänderungen sind zu erwarten? Wie wird sich die Verteilung von Beschäftigung, Arbeitslosigkeit und Fachkräftemangel innerhalb der Bundesländer verlagern? Im Fazit entwickeln die Autoren erste Überlegungen zu möglichen politischen Reaktionen auf Länderebene.
Die Studie "EU-Erweiterung und Arbeitskräftemigration" wurde vom ifo Institut für Wirtschaftsforschung , München, im Forschungsbereich Sozialpolitik und A r - beitsmärkte erstellt und im Dezember 2000 abgeschlossen. Auftraggeber war das Bundesministerium für Arbeit und Sozialordnung . Gegenstand der Studie sind die Auswirkungen der geplanten EU-Osterweiterung auf die Arbeitsmärkte und die öffentlichen Finanzen in der Bundesrepublik Deutschland. Zur Abschä t - zung des Migrationspotentials nach der EU-Erweiterung werden ökonometrisch fundierte Simulationsrechnungen angestellt, die sich auf die fünf bevölkerung s - stärksten Beitrittsländer beziehen. Die europarechtlichen Aspekte der Frag e - stellung wurden von Mitarbeitern des Max-Planck-Instituts für ausländisches und internationales Sozialrecht, München, bearbeitet, mit dem das ifo Institut bei der Erstellung der Studie kooperierte. Die inhaltliche Mitverantwortung der Autoren des Max-Planck-Instituts erstreckt sich auf die Kapitel 3 und 5. Die Verantwortung für alle sonstigen Analysen und Empfehlungen liegt beim ifo Institut.
