Despite the high priority refugees are given in the public and political discussion, urban planning has not yet started to systematically consider the role of planning in asylum policy. Mostly, the subject of refugees' arrival is addressed in local projects and housing without framing challenges and opportunities in the national and European context. A wider discussion on the used terminology of "integration" is missing just as much as a self-critical reflection on the orientation of planning discourses on the issue of housing only. In this editorial, our thematic issue "European Cities Planning for Asylum" is introduced and presented.
ResumenUna de las principales hipótesis sobre cómo conseguir la democracia se basa en los efectos positivos de la implicación directa de los propios ciudadanos. La planificación urbana ha hecho suya esta idea en muchos países y con la aceptación del principio de subsidiariedad, la participación política de los ciudadanos en los procesos de decisión se ha convertido en una idea clave para el futuro desarrollo de la Unión Europea. El apoyo a una política y una planificación participativa constituye un objetivo muy extendido en las sociedades europeas. El ejemplo de Alemania muestra que las formas de democracia directa han tenido relevantes impactos en la planificación urbana. Sin embargo, el análisis de la tendencia general de las dos últimas décadas y de algunas ciudades alemanas plantea importantes cuestiones. El presente artículo, basado en un enfoque sociológico de las nuevas condiciones políticas y sociales de las ciudades alemanas, demostrará que una mayor participación ciudadana no conduce necesariamente a crear unas bases más democráticas en la planificación urbana. Consecuentemente, la revisión de los casos alemanes mostrará que en una "post-democracia" la planificación urbana se enfrenta a un concepto diferente de participación.Palabras clave: Democracia directa, participación, planeamiento, post-democracia, Alemania, cohesión social.AbstractOne of the main assumptions on how democracy can be achieved puts faith on the positive effects of the direct engagement of the citizens themselves. Urban planning has adapted to this idea in many countries. With the acceptance of the principal of subsidiarity, political participation of the citizens in decision processes has become a key idea for the further development for the European Union. The support for participatory forms of politics and planning were underpinned by a large desire in the European societies. The example of Germany shows that forms of direct democracy had major impacts on urban planning. The analysis of the overall trend of the last two decades and of some selected examples however rises important questions. Framed by a sociological look on the new social and political conditions of German cities, it will show that the basic argument that more participation leads to more democratic grounding of planning can be questioned. In result, the review of the German cases will show that in a "post-democracy", urban planning is confronted with a different meaning of participation.Keywords: Direct democracy, participation, planning, post-democracy, Germany, social cohesion.
Improving public spaces is a strategy of great importance for the successful future of our cities and their communities. The potential of places for citizen communication is often underestimated as stimulus for growth and development of urban communities and therefore public spaces are underused. The article analyses socioeconomic and psychological effects of architectural arrangement of traditional public spaces in modern perspective as areas for social interaction between different neighbourhood and citizen groups in an urban community, based on case examples of two cities: Vilnius in Lithuania and Weimar in Germany. Analysis of changing spatial composition and principles of social functioning are directly dependent on socio-political system of each different historical period and represent the chronological evolution of the present architectural appearance of the presented urban squares. The importance of local urban territorial communities is underlined in the article as they are the most important social entities for identifying the needs of local residents and in many cases are ready to take over the responsibility for rearrangement of the public spaces adjacent to their areas of residence. Based on a careful observation of public activities on going in the analysed urban squares in Vilnius and in Weimar, the principles of planning, functionality and spatial arrangement are analysed in the aspect of facilitation of social interactions on going or potentially possible in these spaces. The research identifies planning and spatial arrangement models that could facilitate the preferred ways of social interactions and generate the better overall aesthetical and functional quality of those places. Neįvertinus didelio viešųjų erdvių potencialo miesto bendruomenėms augti ir plėtotis, dažnai viešosios erdvės miestuose yra apleistos ir neišnaudotos, kartais jos užstatomos pastatais ir išnyksta. Pasiremiant dviejų miestų – Vilniaus Lietuvoje ir Veimaro Vokietijoje – pavyzdžiais, straipsnyje analizuojami socialiniai, ekonominiai ir psichologiniai miesto viešųjų erdvių architektūrinės struktūros efektai jų poveikio įvairių mieto gyventojų grupių bendravimui aspektu. Tiriamų miestų skverų ir aikščių erdvinė kompozicija ir jų socialinis reikšmingumas kito pagal besikeičiančius istorinių laikotarpių socialinius, politinius principus: tą parodo šių viešųjų erdvių architektūrinės planinės struktūros evoliucijos tyrimas. Straipsnyje iškeliamas vietos teritorinių bendruomenių kaip subjektų, tiesiogiai suinteresuotų greta jų gyvenamųjų vietų esančių viešųjų erdvių pertvarkymu, naudojimu ir priežiūra, vaidmuo. Städte ohne Wachstum - eine bislang kaum vorstellbare Vision. Doch Klimawandel, Ressourcenverschwendung, wachsende soziale Ungleichheiten und viele andere Zukunftsgefahren stellen das bisherige Allheilmittel Wachstum grundsätzlich infrage. Wie wollen wir heute und morgen zusammenleben? Wie gestalten wir ein gutes Leben für alle in der Stadt? Während in einzelnen Nischen diese Fragen bereits ansatzweise beantwortet werden, fehlt es noch immer an umfassenden Entwürfen und Transformationsansätzen, die eine fundamental andere, solidarische Stadt konturieren. Diesen Versuch wagt das Projekt Postwachstumsstadt. In diesem Buch werden konzeptionelle und pragmatische Aspekte aus verschiedenen Bereichen der Stadtpolitik zusammengebracht, die neue Pfade aufzeigen und verknüpfen. Die Beiträge diskutieren städtische Wachstumskrisen, transformative Planung und Konflikte um Gestaltungsmacht. Nicht zuletzt wird dabei auch die Frage nach der Rolle von Stadtutopien neu gestellt. Dadurch soll eine längst fällige Debatte darüber angestoßen werden, wie sich notwendige städtische Wenden durch eine sozialökologische Neuorientierung vor Ort verwirklichen lassen.
Die Corona-Krise hat die Erosion städtischer Solidarität offen zu Tage treten lassen. Dagegen bringen Anton Brokow-Loga und Frank Eckardt in dieser Schrift die praktische Utopie einer solidarischen Postwachstumsstadt "auf den Punkt". Vom Commoning über die Umverteilung der städtischen Flächen bis zu einer sozial-ökologischen Verkehrswende: Eine progressive Stadtpolitik für alle überwindet bisheriges Schubladendenken. Sie setzt stattdessen auf heterogene Zusammenhänge und ungewöhnliche Bündnisse. Zu dem hier umrissenen Vorhaben gehört auch, eine basisdemokratisch orientierte Stadtpolitik mit dem Ziel einer umfassenden Transformation von Stadt und Gesellschaft zu verknüpfen. Wie kann ein Blick auf die kommunale Ebene helfen, globalen Ungerechtigkeiten zu begegnen? Welchen Weg weisen munizipalistische Plattformen und Vergemeinschaftungen jenseits von Privat- oder Staatseigentum?
