The EU's Common Agricultural Policy appears essential for farming systems' resilience, but its resilience-enabling effects in practice remain underexplored. We assessed how farming system actors perceive the CAP's effects on resilience. The CAP contains a robustness-oriented approach, which actors expect to buffer stress and shocks, while adaptation receives less support and transformation is neglected. Policies need to a take a broader, integrated approach towards farming systems' resilience.

Greater resilience is needed for farms to deal with shocks and disturbances originating from economic, environmental, social and institutional challenges, with resilience achieved by adequate adaptive governance. This study focuses on the resilience capacity of farms in the context of multi-level adaptive governance. We define adaptive governance as adjustments in decision-making processes at farm level and policy level, through changes in management practices and policies in response to identified challenges and the delivery of desired functions (e.g. private and public goods) to be attained. The aim of the study is twofold. First, we investigate how adaptive governance processes at farm level and policy level influence the resilience capacity of farms in terms of robustness, adaptability and transformability. Second, we investigate the "fit" between the adaptive governance processes at farm level and policy level to enable resilience. We study primary egg and broiler production in Sweden taking into consideration economic, social and environmental challenges. We use semi-structured interviews with 17 farmers to explain the adaptive processes at farm level and an analysis of policy documents from the Common Agricultural Policy program 2014–2020, to explain the intervention actions taken by the Common Agricultural Policy. Results show that neither the farm level nor policy level adaptive processes on their own have the capacity to fully enable farms to be robust, adaptable and transformable. While farm level adaptive processes are mainly directed toward securing the robustness and adaptability of farms, policy level interventions are targeted at enabling adaptability. The farm- and the policy level adaptive processes do not "fit" for attaining robustness and transformability.

Furthermore, we analyse farms from diverse farming systems across Europe and investigate whether farms and farmers with similar perceived resilience capacities share characteristics. METHODS We address the complex nature of resilience capacities by accounting for multiple scales formulated as analytical steps of a resilience assessment framework. More specifically, these are 'resilience of what' (farms and farming systems), 'resilience to what' (challenges), 'resilience for what purpose' (functions), and 'what enhances resilience' (resilience attributes). These steps guided the development of a survey with farmers across eleven European farming systems. Based on three indices for each farmer indicating perceived robustness, adaptability, and transformability of their farms, we identified two classes of farmers with particularly strong and weak resilience profiles respectively. Using nonparametric Mann-Whitney U tests, we furthermore compared other parameters collected via the survey across the identified classes. RESULTS AND CONCLUSIONS Our data sample outputs two classes of similar size characterised by all three perceived resilience capacities being above (below) regional average. This finding suggests that the perceptions of robustness, adaptability, and transformability are mutually dependent. Furthermore, we found that farmers who perceive their resilience above the regional averages are characterised by lower risk aversion, greater focus on providing public goods, a higher number of implemented risk management strategies, more active involvement in networks, and greater openness to innovation. SIGNIFICANCE The revealed links between particular characteristics of farms and farmers and different levels of perceived resilience capacities can support policy-makers in developing more targeted resilience-enhancing strategies, as well as in understanding farmers' responses to challenges. Finally, our results can serve as a basis for further research, e.g., for formulating and testing hypotheses on causal effects between perceived resilience and its components, and on links between perception- and indicator-based resilience assessments.

One of the aims of the post‐2020 Common Agricultural Policy (CAP) is to improve the resilience of Europe's farming systems. The CAP of the budget period 2014–2020, however, has insufficiently supported the resilience of farming systems. The ongoing CAP reform process offers an appropriate opportunity to integrate a broader perspective on resilience in the CAP. We therefore propose a set of policy recommendations on how to improve the capability of the CAP to support more fully the resilience (i.e. robustness, adaptability and transformability) of farming systems in the EU. The policy recommendations are based on a comparative analysis of six national co‐design workshops with stakeholders and a final EU‐level workshop with Brussels‐based experts. We concluded three key lessons about the CAP's influence on resilience: (1) resilience challenges, needs and policy effects are context‐specific; (2) resilience capacities are complementary, but trade‐offs between robustness, adaptability and transformability occur at the level of policies and due to budget competition; (3) there is a need for a coordinated long‐term vision for Europe's agriculture, which is difficult to achieve through the bargaining processes associated with a CAP reform. We propose specific policy recommendations that could contribute to a better balance between policies that support robustness, adaptability and transformability of Europe's farming systems.

The Common Agricultural Policy (CAP) of the European Union is essential to enhance the resilience of Europe's farming systems along three capacities: robustness, adaptability and transformability. The SURE-Farm project conducted the first systematic assessment how the CAP performs in this regard. The findings show that hitherto the CAP has been overly focused on supporting the robustness of an increasingly fragile status quo, with uneven effects, while neglecting adaptability and even constraining transformability. The future CAP needs to allow for a better balance with policy mixes that are tailored to regional needs, based on a shared long-term vision. This impliesreplacing direct payments with measures that specifically address resilience needs, e.g. points-based eco-schemes, agro-environmental programs, coordinated adaptation to shifting markets, ample support for cross-sectoral cooperation, innovation and advice to integrate production and provision of public goods, and participatory and integrative foresight to develop transformation pathways.
