Shaping Relationships with Nature – Adaptation to Climate Change as a Challenge for Society
Climate change has become a highly politicised issue over the last couple of years. In particular adaptation to climate change raises fundamental conceptual challenges concerning the interplay of societal and biophysical processes. The paper discusses some of these challenges and introduces a theoretical concept able to improve our understanding of the complex interactions between nature and society. The concept of 'societal relationships with nature', which originated in the so-called 'Frankfurt School' of critical theory, provides a dialectic approach towards these complex interactions able to deal with the societal causes of climate change as much as with the repercussions of global warming on societies, including the claim for balancing mitigation and adaptation needs. Basically, the goal of sustainable development has returned on the agenda in a new form: To what extent are societies in the 'North' and 'South' respectively able to deal with the vulnerabilities created or heightened by climate change? In this context, the spatial dimension of climate policy at and between the different spatial scales is becoming an ever more pressing problem, which is illustrated using the transformation of ecosystem services as a case study.

Zur Aktualität der Staatsform: Die materialistische Staatstheorie von Joachim Hirsch
Seit Mitte des 19. Jahrhunderts hat die historisch-materialistische Gesellschaftstheorie wichtige Beiträge zur Rolle des Staates geleistet. Insbesondere seit den 1970er Jahren fragte eine Strömung, die sich zum "westlichen Marxismus" zählte: Warum nimmt politische Herrschaft in bürgerlich-kapitalistischen Gesellschaften die spezifische Form des Staates an? Wie transformiert sich der Staat historisch in enger Verbindung mit gesellschaftlichen Veränderungen?Joachim Hirsch ist ein herausragender Vertreter dieses theoretischen Ansatzes, der die Frage nach der Staatsform ins Zentrum gestellt hat. Er hat Begriffe wie "Sicherheitsstaat", "nationaler Wettbewerbsstaat" und "Internationalisierung des Staates" geprägt und die materialistische Staatstheorie mit der Hegemonietheorie Antonio Gramscis und der Regulationstheorie produktiv verknüpft. Wichtige politische Kritiken und Perspektiven verdichten sich in Hirschs Konzepten wie "radikaler Reformismus" und "soziale Infrastruktur".

Joachim Hirsch leistete seit Ende der 1960er-Jahre wichtige Beiträge zur historisch-materialistischen Staats- und Gesellschaftstheorie und prägte den Begriff des »radikalen Reformismus«. Als Professor für Politikwissenschaft an der Goethe-Universität (1972-2003) und Redakteur der Zeitschrift links intervenierte er auch in gesellschaftspolitische Debatten. In dem Gespräch blickt er auf seine inhaltliche und praktische wissenschaftliche Arbeit in unterschiedlichen Phasen zurück und schätzt sie vor dem Hintergrund aktueller Entwicklungen ein. Das Gespräch erscheint anlässlich seines 85. Geburtstages.
Regimes in Global Environmental Governance and the Internationalization of the State: The Case of Biodiversity Politics
Scholarly debates on the relative (in-)effectiveness of global environmental governance increasingly focus on problems of cooperation across regime boundaries and on the missing knowledge base for such interlinkages. Global environmental change and related politics are increasingly seen as taking place in a complex field in which several ecological processes are interlinked – e.g. climate change, biodiversity, water, and land-use change – and these processes are deeply interconnected with societal processes, such as food supply and nutrition and the economic and financial crisis. We argue that institutionalist approaches have their merits but they are nevertheless inadequate because they do not seriously address questions concerning the root causes of problems, power, and domination. Furthermore, they do not critically scrutinise how the political institutions of current global environmental governance may in fact support broader socio-economic and political developments. This could effectively undermine the supposed goals of global environmental governance institutions and could seriously threaten other social or ecological processes. Informed by critical research on global environmental governance and adding to this literature insight from critical state theory, we develop an understanding of the internationalized state as well as its role and function in globalized capitalism. We illustrate our argument with recent developments in international biodiversity politics. We show that the predominant forms of politics are not very effective with respect to the ongoing erosion of biodiversity. However, the complicated and conflictive political processes within an apparatus of the internationalised state are mainly in line with hegemonic developments and dominant interest, i.e. the increasing valorization of biodiversity and especially of genetic resources.

Searching for the 'Scale': Skalenprobleme als Herausforderung der Stadt- und Umweltforschung

Die Verfasser stellen die Sinnhaftigkeit und Notwendigkeit einer skalaren Betrachtungsweise anhand von zwei Beispielen unter Beweis - der gesellschaftlichen Relevanz von Ökosystemdienstleistungen im Kontext des Millennium Ecosystem Assessment und des Stadtumbaus in den schrumpfenden Städten Ostdeutschlands. Es wird gezeigt, dass das Scale-Konzept in beiden Bereichen einen erheblichen Erkenntniswert hat. Das Defizit der Umweltforschung liegt darin, dass Raum primär in seiner ökologisch-physikalischen Dimension wahrgenommen wird. Der Beitrag des geographischen Scale-Konzepts ist es zu zeigen, wie sich gesellschaftliche Macht- und Herrschaftsverhältnisse in die Prozesse der Raumproduktion einschreiben. In Bezug auf die Stadtforschung kritisieren die Autoren die Dominanz lokalistischer und globalistischer Sichtweisen. Städtische Prozesse, so die Verfasser, können aber nur angemessen verstanden werden, wenn das komplexe Geflecht unterschiedlicher Interessen und Handlungslogiken aus verschiedenen räumlichen Maßstabsebenen analysiert wird. This article analyses the complex interconnections between global environmental politics and trade politics against the background of biodiversity politics. Genetic resources are one of the most important inputs in post-Fordist economies: they are the raw materials of the new biotechnology companies. The system of global environmental governance that has emerged in recent years was established by a number of international institutions and organizations to serve as a political-institutional framework for emerging global markets. To date, this system has not proved to be an effective regulative framework. On the contrary, it is highly contradictory and contested. We develop theoretical and empirical arguments why and in which form the transforming national state remains crucial in global environmental politics. We call this transformation the "internationalization of the state." It is argued that the emerging post-Fordist relationships with nature, as a highly contested process, are stabilized by a new kind of global political regulation and domination. This article is theoretically informed by the concept of "societal relationships with nature," regulation and critical state theory as well as Gramsci's concept of hegemony.
Internationale Zivilgesellschaft und Umweltpolitik: Kämpfe um Hegemonie in Zeiten neoimperialistischer Globalisierung ; das Beispiel der biologischen Vielfalt

Die Verfasser setzen sich aus einer an Gramsci orientierten Position mit der Diskussion um die internationale Zivilgesellschaft auseinander. Diese Position versteht Zivilgesellschaft nicht als relativ eigenständigen Bereich, sondern systematisch auf den Staat bezogen. Daher gehen die Verfasser auch auf die gegenwärtige Transformation von Staat und Staatensystem ein. Die Rolle nichtstaatlicher Organisationen wird anhand eines zentralen Bereichs der internationalen Umweltpolitik behandelt, der den Schutz und die nachhaltige Nutzung biologischer Vielfalt betrifft, sowie am Schutz geistigen Eigentums in diesem Zusammenhang. Es wird deutlich, dass auf internationaler Ebene in Ansätzen von Zivilgesellschaft im Sinne eines erweiterten Staates dahingehend gesprochen werden kann, dass dort Auseinandersetzungen um hegemoniale Orientierungen stattfinden, die sich dann in staatlichen und nichtstaatlichen Regulierungen verdichten. Der erweiterte Staat umfasst internationale quasistaatliche Organisationen, die Selbstorganisation von Gruppen, die internationale Öffentlichkeit, transnational agierende Unternehmensverbände und die Medien. Die Herausbildung eines Netzwerks internationaler Regulation von Biodiversität ist Ergebnis der Auseinandersetzung in der internationalen Zivilgesellschaft. (ICE2)
