"While the ubiquity of communication in European, and international, governance may be
empirically observed, its relevance for collective decision processes is still subject to dispute. The question is whether communication constitutes a factor influencing outcomes separately from other important explanatory factors like established interests (preferences) and power. On this issue, a new line of conflict has developed in recent years (e.g. Eriksen/Weigard 1997, Risse 2000) along the firmly established divide between rationalists and constructivists (Keohane 1988, Lapid 1989). For rationalists, communication plays an inferior role compared to other explanatory factors. Empirically observed communication among actors is frequently treated as unimportant 'noise'. After all, coordination, even cooperation in Prisoners' Dilemma situations, may 'evolve' without communication (Axelrod 1984). If rational choice theory recognizes that communication may matter even for rational utility maximizers, it does so in the forms of cheap talk (Farrell/Rabin 1996) and signalling (Morrow 1994). The constructivist side of the meta-theoretical divide, having been concerned in the past basically with the role of norms and institutions for the formation and development of actors' preferences and having complemented the rationalist 'logic of consequentialism' with a norm-oriented 'logic of appropriateness' (March/Olsen 1998), witnesses a 'cognitive turn' (Checkel 1996). Communication has been introduced into the analysis of European and international politics in the forms of epistemic communities (Haas 1989, 1992), speech act theory (see Kratochwil 1989: 30-39, 1993) and communicative action (Müller 1994, Risse-Kappen 1996, Risse 2000). Drawing on the Theory of Communicative Action developed by Jürgen Habermas (1981), it is argued that neither European nor international governance are limited to the balancing of fixed preferences. Through communication, actors may convince each other, and thereby affect each others' preferences. Reasons are identified, in addition to power, as a second source of influence on the outcomes of co-ordination processes." (excerpt)

Der Verfasser entwirft Grundzüge einer systemtheoretisch informierten Theorie internationaler Organisationen. Er beginnt mit einer Skizze der Grundidee der Theorie sozialer Systeme und der systemtheoretischen Konzeption formaler Organisationen als Entscheidungssysteme. Diese Grundkonzeption wird auf internationale Institutionen übertragen. Dabei wird deutlich, dass bereits einfache Verhandlungssysteme alle Bedingungen eines optimalen Entscheidungssystems erfüllen und deshalb als Minimalform einer internationalen Organisation betrachtet werden können. Sie verfügen genau in dem Ausmaß über Autonomie, in den Entscheidungsspielräume entstehen. Die Autonomie eines Entscheidungssystems steigt, wenn es funktional spezialisierte Subsysteme ausbildet und systemspezifische Entscheidungen aufgrund komplexerer Entscheidungsprogramme trifft. In einem dritten Schritt werden Implikationen der systemtheoretisch informierten Theorie internationaler Organisationen diskutiert. Dabei wird deutlich, dass internationale Organisationen vergangenheitsabhängige nicht-triviale Maschinen darstellen. Es entsteht eine dynamische Konzeption internationaler Steuerungsinstitutionen, deren jeweils gültige Verhaltenserwartungen sich durch organisatorische Folgeentscheidungen beständig fortentwickeln. Funktional ausdifferenzierte Organisationen, in denen Entscheidungen aus dem Zusammenwirken mehrerer jeweils spezialisierter Subsysteme hervorgehen, verfügen nicht mehr über ein Zentrum, von dem aus sich die gesamte Organisation kontrollieren ließe. Schließlich wird erkennbar, wie internationale Organisationen die Fähigkeit zum eigenständigen Handeln erlangen und dadurch zu Akteuren werden. (ICE2)

"In diesem Artikel wird der Frage nachgegangen, welchen Einfluss die institutionelle Ausgestaltung europäischer Regulierungsregime im Binnenmarkt auf die Problemlösungsfähigkeit hat. Zwei Faktoren fördern eine problemadäquate Regulierung: Die funktionale Differenzierung des Entscheidungsverfahrens erlaubt den politischen Akteuren, sich auf die Festlegung von regulierungspolitischen Zielvorgaben zu beschränken und Anwendungsentscheidungen spezialisierten Gremien mit hoher technisch-wissenschaftlicher Expertise zu überlassen. Die Verrechtlichung des Verfahrens ermöglicht es, alle Akteure auf sachliche Entscheidungskriterien zu verpflichten. Arrangements, die dieser Logik folgen, finden wir im 'Neuen Ansatz', der seit den 80er Jahren in der europäischen Produktregulierung verfolgt wird. In unterschiedlichen Produktbereichen wird der Neue Ansatz aber unterschiedlich stringent angewandt. Wir zeigen, dass diese Varianz Unterschiede im Erfolg der europäischen Arzneimittel- und Lebensmittelregulierung sowie der technischen Normung erklären kann." (Autorenreferat)

Die Autoren gehen institutionellen Modernisierungsmöglichkeiten der internationalen Umweltpolitik durch internationale Regime nach. Anhand der Analyse von Umweltregimen in den Problembereichen Gewässer und Luft/Atmosphäre kommen sie zu einer im ganzen optimistischen Einschätzung der Wirkung internationaler Umweltregime. Diese stellen einen Beitrag zur Modernisierung der internationalen Beziehungen dar, da sie, insbesondere als Mechanismen flexibler Steuerung, die Voraussetzungen für Kooperation verbessern. Internationale Umweltregime haben auch indirekte Modernisierungswirkungen, so im Sinne einer Etablierung und Stärkung umweltpolitisch orientierter Teile nationalstaatlicher Verwaltungen. Von international gesetzten Standards kann, so ein Fazit, innovationsfördernder Druck auf die Industrie beteiligter Länder ausgehen. (rk)

Regulating chemical mixtures is a complex scientific and policy task. The aim of this study was to investigate typical mixtures and their potential risks based on internal exposure levels in the European population. Based on human biomonitoring (HBM) data made available via the HBM4EU project, we derived generic mixtures representative of a median (P50) and a worst-case scenario (P95) for adults and children. We performed a mixture risk assessment based on HBM concentrations, health-based guidance values (HBGVs) as internal thresholds of concern, and the conservative assumption of concentration addition applied across different toxicological endpoints. Maximum cumulative ratios (MCRs) were calculated to characterize the mixture risk. The mixtures comprise 136 biomarkers for adults and 84 for children, although concentration levels could be quantified only for a fraction of these. Due to limited availability of HBGVs, the mixture risk was assessed for a subset of 20 substance-biomarker pairs for adults and 17 for children. The mixture hazard index ranged from 2.8 (P50, children) to 9.2 (P95, adults). Six to seven substances contributed to over 95% of the total risk. MCR values ranged between 2.6 and 5.5, which is in a similar range as in previous studies based on human external exposures assessments. The limited coverage of substances included in the calculations and the application of a hazard index across toxicological endpoints argue for caution in the interpretation of the results. Nonetheless the analyses of MCR and MAFceiling can help inform a possible mixture assessment factor (MAF) applicable to single substance risk assessment to account for exposure to unintentional mixtures.

pharmaceuticals within the Single Market. Theoretically, it argues that successful regulation requires the exclusion of parochial interests from the decision process and the strict limitation of the agency's opportunities to adopt arbitrary decisions. Empirically, it holds that these conditions are fulfilled in the European authorisation scheme. The European Agency for the Evaluation of Medicinal Products (EMEA) enjoys a strong agenda-setting power, while it is locked into a control arrangement that precludes arbitrary decisions. Moreover, all actors involved in the decision-making process are bound to a coherent and detailed set of legally binding decision-making criteria as well as subject to judicial review." "Since the development of the Institutional Dimensions of Global Environmental Change (IDGEC) Science Plan in 1998 has become an important subject of inquiry. The Science Plan put institutional interaction on the agenda of global change research when only a handful of scholars had raised the general issue. Their work drew attention to the risk of 'treaty congestion' [...] and to an increasing 'regime density' [...] in the international system. Today it is widely recognized that 'the effectiveness of specific institutions often depends not only on their own features but also on their interactions with other institutions' [...].
