Merci de consulter la version définitive dans le livre publié. ; La socialisation des fonctionnaires européens ne consiste pas seulement dans l'adaptation individuelle de ces agents aux fonctionnements d'un ensemble d'organisations et aux façons de faire et de penser qui les caractérisent, comme le pose ordinairement l'essentiel de la littérature sur le sujet. Cet article montre qu'elle consiste plus au fond dans un processus d'entrée dans une classe sociale de serviteurs de l'Europe en formation, ou, plus exactement, d'un Stand au sens de Max Weber avec tout ce que cela implique (une position individuelle et collective d'élite dont la permanence est garantie par un statut, un ethos tendanciellement lié au service de l'Europe et à l'action publique, etc.). Moteur du processus de socialisation, la relation qui se noue entre ces agents et cette « classe » en est par conséquent aussi le principe de variation. Fondé sur une enquête qui emprunte à une variété de méthodes des sciences sociales, cet article donne des éléments empiriques substantiels pour fonder cette hypothèse et en indique quelques conséquences pour l'analyse de ces agents et des institutions qu'ils servent.

C'est sur la compétence, entendue au sens large de l'expertise (juridique ou savante), plutôt que sur l'incarnation d'un pouvoir politique que s'est construite la position des agents peuplant les institutions européennes, et partant celle de ces mêmes institutions. On comprend dès lors que puisse poser problème la mise en avant d'une nouvelle définition de la compétence davantage fondée sur les « skills », soit plutôt des aptitudes personnelles ou comportementales transversales à toutes les organisations et à tout style de management, que sur des savoirs et des connaissances plus spécifiquement en rapport avec l'administration publique, les politiques ou le contexte de l'UE. Fondé sur sur des matériaux empiriques constitué saussi bien d'archives que d'interviews ou d'observations directe, cet article a pour but de préciser les contours du problème. D'abord en en relativisant certains enjeux apparents, et notamment les dichotomies pragmatisme/théorie (ou concret/abstrait) et ancien/nouveau qui structurent la majeure partie du débat. Ensuite en formulant l'hypothèse que la place importante désormais occupée par les skills remet, sous ses dehors anecdotiques, assez fondamentalement en jeu la compétence sociale des administrateurs de l'UE et, à travers elle leur trajectoire collective et individuelle de « serviteur de l'Europe » telle qu'elle s'était jusqu'à présent historiquement et sociologique constituée.

waiting for referee in an international review ; Founded on an analysis of biographies and carriers of top-rank officials and members of the European Commission, this paper suggest that a lot of recent polemic within the EU Institutions (such as Verheugen controversy, Kinnock reform, etc.) are the expressions of the tensions originating from socio-morphological transformations. To put it simply, the gap between the members and the officials of the Commission has never been so wide on this score. Commissioners seem to be gaining in political capitals to the detriment of a professional commitment in European politics, which implies for example a minimum degree of attendance in the political space of the EU or the accumulation of capitals relating to this space. Conversely, the top-level officials increasingly appear to owe their positions to long-term investment in institutions involving the production and, simultaneously, the accumulation of European capitals, a general tendency whereof the meaning is precisely questioned within the conjuncture of the Kinnock reform and more widely that of the political issues which characterised the mid 2000s. Beyond the conventional issue of the differentiation or de-differentiation processes of the political and administrative elites, this approach enables to underline the unique relationship between these staff categories in the case of the EU and to point out, to a greater extent, an opposition between temporary and intermittent EU elites and staff which seems to be a correct indicator of the specific and inequal objectivation process of the European institutions.

Since fifteen years scholars have a huge debate on the European officials "common culture". However this debate tend to ignore some questions that should be at the heart of the reflections on power in the Union. What are the conditions of production and interiorization of this "common culture" ? What are the links between this culture and the European officials ability to embody the Community interest ? What are the condition of the relative success of this operation and how is this ability distributed ? In order to answer these questions this paper, founded on an empirical survey at work, promote to analyse the socio-political processes of the group construction. After a fist part on the framework of analysis, the second part give some tracks on the objectivation of European official as group and conditions of his incorporated history.
