With the emergence and spreading of a new conflict along familiar East-West fault lines, we are now facing a reality that has until recently been considered impossible. A new global arms race has already been set in motion. While Russia seems willing to use armed force to advance its strategic interests in its periphery and the Middle East, NATO has apparently returned to its founding principles of collective defence and deterrence. As a result, détente seems to be a trend of the past and Europe is entering a new phase of confrontation and instability. This article examines the current East-West conflict from the perspective of Euro-Atlantic relations. It argues in favour of working towards a common security policy based on the self-responsibility and self-confidence of all European nations." (S+F/Pll)

The experience of working together with Egon Bahr began for Hans J. Giessmann as staff member of the Institute for International Politics in East Berlin. The following article reflects on the contribution of the German-German security policy dialogue, and related joint research consultations, in particular, to pave the way for a peaceful regime change in East Germany and the following re-unification of Germany. Egon Bahr's role in that was pivotal. His approach of "change through rapprochement" helped erode the legitimacy of having two German states in Europe. In the following, the development from the "Back Channel" to "Track 1.5", which was driven by Bahr's relentless effort to establish a common dialogue between East and West Germany, is illustrated. A better understanding of regime changes, and their drivers, is vital to understanding the root causes of conflict and instability. In doing so, national and international actors can develop appropriate strategies to address, curb and prevent escalations of violence when these transitions occur. This innovative book explores the motivations and impacts of regime change and political transition in the contemporary era. Systematically examining the drivers, formats and long term impacts of transitions, the contributors seek to identify patterns, commonalities, and disjunctures between them. Bringing together leading scholars and practitioners with longstanding relationships to the conflicts they have covered, this book provides systematic cross-case examinations of regime change.
