With the emergence and spreading of a new conflict along familiar East-West fault lines, we are now facing a reality that has until recently been considered impossible. A new global arms race has already been set in motion. While Russia seems willing to use armed force to advance its strategic interests in its periphery and the Middle East, NATO has apparently returned to its founding principles of collective defence and deterrence. As a result, détente seems to be a trend of the past and Europe is entering a new phase of confrontation and instability. This article examines the current East-West conflict from the perspective of Euro-Atlantic relations. It argues in favour of working towards a common security policy based on the self-responsibility and self-confidence of all European nations." (S+F/Pll)

The experience of working together with Egon Bahr began for Hans J. Giessmann as staff member of the Institute for International Politics in East Berlin. The following article reflects on the contribution of the German-German security policy dialogue, and related joint research consultations, in particular, to pave the way for a peaceful regime change in East Germany and the following re-unification of Germany. Egon Bahr's role in that was pivotal. His approach of "change through rapprochement" helped erode the legitimacy of having two German states in Europe. In the following, the development from the "Back Channel" to "Track 1.5", which was driven by Bahr's relentless effort to establish a common dialogue between East and West Germany, is illustrated. Eine Zunahme islamistisch orientierter Terrornetzwerke war in den vergangenen Jahren nicht zu verzeichnen. Das überraschte westliche Kommentatoren. Die sozialen Bewegungen haben sich nicht von den Netzwerken einspannen lassen. Eine Differenz zwischen transnational agierendem Terrorismus und nationalen Demokratiebewegungen ist zu konstatieren. Das Verhältnis zwischen den USA und Europa befindet sich infolge des Strategiewechsels der USA und der Unentschlossenheit und Uneinigkeit Europas in einer beispiellosen Zerreißprobe. Bei dem Strategiewechsel der USA handelt es sich streng genommen um eine Konsequenz und Zuspitzung eines in den USA tief verwurzelten Musters, das Moral über Recht stellt. Dieses instrumentelle Rechtsverständnis liegt auch der Nationalen Sicherheitsstrategie von 2002 und 2006 zugrunde. Für Europa sind "Vasallentum" und "Gegenmacht" als politische Rezepte für eine tragfähige Zukunft der transatlantischen Gemeinschaft abwegig. Europa muss vielmehr gemeinschaftliche Politikangebote entwickeln, deren Überzeugungskraft aus Erfolg erwächst. (ICE2)

North Korea's nuclear test has altered the coordinates of stability not only for East Asia. The regime of non-proliferation is likewise put on a new critical test. What are the true intentions of the political and military rulers in the north of the Korean peninsula? What is behind their provocation which may trigger also - because of isolation is likely - considerable risks for North Korea? Beyond responding to these questions this paper analyses the reactions of the most important external actors in their search for a political resolution of the nuclear crisis: China, the U.S., and the Republic of Korea. Demands for a maximum without any readiness to compromise will not allow the negotiations to pass the deadlock. A renewed approach is necessary - realistic, pragmatic, and with creative intermediate steps. (S+F / IFSH)
