Der Autor versucht, Globalisierung als einen spezifischen Diskurs der "ersten Moderne" zu beschreiben. Als Beispiel dafür wird die Entwicklung im Bereich der kulturellen Politik in der Großstadt thematisiert. Die von Landesregierungen und Stadtparlamenten häufig vorangetriebene "Touristifizierung" wird als typisches Beispiel für eine Modernisierung der Großstadt beschrieben. Alternative kulturelle Erscheinungen des Prozesses der Transnationalisierung werden dabei als problematische Nebenfolgen angesprochen. Herausforderung einer kulturellen Politik im Zeitalter der reflexiven Modernisierung ist es, lokale Entwicklungen nicht nach dem einfachen Muster einer eindeutigen "Globalisierung" zu verstehen, sondern den lokalen Eigenartigkeiten auf die Spur zu kommen und eine aktive Auseinandersetzung mit der sich ändernden Charakteristik der Stadt zu fördern. The Politics of Environmental Discourse: Ecological Modernization and the Policy Process
This path-breaking study looks at the nature of contemporary environmental politics, analyzing the emergence and sustenance of institutional perceptions of environmental problems. The book argues that a new perspective-- "ecological modernization", which stresses the opportunities of environmental policy for modernizing the economy and stimulating technological innovation--has come to replace the antagonistic debates of the 1970s.

Ecological Modernisation as Cultural Politics
The discourse coalition of ecological modernization is examined. Contemporary environmental politics is dominated by a policy- or regulation-oriented discourse of ecological modernization. Three ideal-typical interpretations of ecological modernization are discussed: institutional learning, technocratic project, & cultural politics. Each is a social construction that advances particular preferences for the future of society, but their simultaneous existence leads to the inevitable conclusion that the environmental crisis cannot be taken at face value but must be deconstructed & then reassembled. A cultural politics that reveals the social & cultural consequences of adopting any of the interpretations of ecological modernization is needed to open unfettered debate on the environmental problematic. 37 References.
