The article aims to identify how varied factors (e.g., physical and socioeconomical) behind vulnerability of the urban poor in Dhaka's low-income settlements interact with each other to constitute their overall vulnerability. It addresses the complexity of the issues involved which cannot be understood by having partial look at their vulnerability. Hence, it suggests a 'whole systems' view to understand the underlying phenomenon. Data collected through mixed methods were analysed using a grounded theory-systems analysis approach. It identifies the reinforcing loops developed within the systems that strongly promote poverty traps and also identifies ways in which these vicious circles can be broken.

AbstractThe developing countries are suffering the most because of climatic variability and they have an enormous backlog in basic infrastructure to protect their cities. In addition, the resources and technical expertise are limited. Therefore, the adaptation measures to protect their cities are needed to be planned and prioritized carefully to reduce the vulnerability simultaneously considering the risk reduction, local constraints and development goals. A framework for prioritization of adaptation measures is lacking in the decision making in this context which could immensely assist in informed and structured decisions during the planning process of adaptation strategies in developing countries. This paper is exploring the potential of Multi‐Criteria Analysis as a methodology for climate adaptation assessment in order to prioritize the adaptation measures to be undertaken. Hence in this paper Adaptation assessment is conducted within the framework of Multi‐Criteria Analysis methodology which allows both normative judgement and technical expertise in the assessment process. Such a participatory integrated assessment of adaptation options is a new approach in flood management in least developed countries. The assessment framework has been applied and tested at the Eastern fringe of Dhaka city which is highly vulnerable to flooding. Dhaka is one of the largest megacities in the world and its population is growing rapidly. Due to its location on a deltaic plain, the city is extremely prone to detrimental flooding, and risks associated with this are expected to increase further in the coming years due to global climate change impacts as well as the high rate of urbanization the city is facing. The lowest-lying part of Dhaka, namely Dhaka East, is facing the most severe risk of flooding. Traditionally, excess water in this part of the city was efficiently stored in water ponds and gradually drained into rivers through connected canals. However, the alarming increase in Dhaka's population is causing encroachment of these water retention areas because of land scarcity. The city's natural drainage is not functioning well and the area is still not protected from flooding, which causes major threats to its inhabitants. This situation increases the urgency to adapt effectively to current flooding caused by climate variability and also to the impacts of future climate change. Although the government is planning several adaptive measures to protect the area from floods, a systematic framework to analyze and assess them is lacking. The objective of this paper is to develop an integrated framework for the assessment and prioritization of various (current and potential) adaptation measures aimed at protecting vulnerable areas from flooding. The study identifies, analyzes, assesses and prioritizes adaptive initiatives and measures to address flood risks in the eastern fringe area, and the adaptation assessment is conducted within the framework of multi-criteria analysis(MCA) methodology. MCA facilitates the participation of stakeholders and hence allows normative judgements, while incorporating technical expertise in the adaptation assessment. Based on the assessment, adaptive measures are prioritized to indicate which actions should be implemented first. Such a participatory integrated assessment of adaptation options is currently lacking in the decision-making process in the city of Dhaka and could greatly help reach informed and structured decisions in the development of adaptation strategies for flood protection.

Despite widespread scholarly recognition that infrastructure delivery and consumption is as much a sociopolitical process as a technical-material product, global development agendas (e.g. United Nations' Sustainable Development Goals) continue to prioritise the universal provision of public infrastructure as a static transfer of physical goods/services without explicit recognition of their socio-political dimensions. This paper explores the everyday ways in which citizens negotiate public infrastructure delivery and access, situated in a global South context of extreme inequality and limited state capacity. Using a case study of two low-income settlements in Cape Town with differing infrastructure provision, we demonstrate how governance processes can undermine the physical delivery of infrastructure. While participatory governance remains a core policy mechanism to democratise service delivery, in practice the capacity of citizens to participate is affected by power and knowledge asymmetries that function both within and between communities and the state. These asymmetric power relations and knowledge flows contribute to clientelistic politics that not only limit citizen engagement in participatory governance, but actively undermine low-income urban dwellers' access to services that have been physically delivered and targeted to meet their needs. Framed by a case study of energy interventions, we conclude that widening access to public infrastructure requires significant investment in effective governance processes for low-income urban dwellers.

The relationship between "coping" and "resilience" increasingly features in academic, policy and practical discussions on adaptation to climate change in urban areas. This paper examines this relationship in the context of households in "extreme poverty" in the city of Khulna, Bangladesh. It draws on a quantitative data set based on 550 household interviews in low-income and informal settlements that identified the extent of the underlying drivers of vulnerability in this setting, including very low income, inadequate shelter, poor nutritional status and limited physical assets. A series of focus groups were used to explore the ways in which physical hazards have interacted with this underlying vulnerability, as a means to understand the potential impacts of climate change on this particular group of urban residents. These outcomes include frequent water-logging, the destruction of houses and disruption to the provision of basic services. The main focus of the paper is on describing the practices of low-income urban residents in responding to climate-related shocks and stresses, placing these in a particular political context, and drawing lessons for urban policies in Bangladesh and elsewhere. A wide range of specific adaptation-related activities can be identified, which can be grouped into three main categories – individual, communal and institutional. The paper examines the extent to which institutional actions are merely "coping" – or whether they create the conditions in which individuals and households can strengthen their own long-term resilience. Similarly, it examines the extent to which individual and communal responses are merely "coping" – or whether they have the potential to generate broader political change that strengthens the position of marginalized groups in the city.
