The article describes and explains Germany's societal, economic, and political reactions to the "Belt and Road Initiative" (BRI). This is (potentially) China's global interconnectivity platform, established in 2013 to address development challenges in some of the country's border provinces, in its export-led growth model, as well as the infrastructure and development gaps in neighboring regions. Applying a liberal theory perspective, the article finds strong economic support for the initiative in Germany but also growing political concerns about regulatory conflicts over equal market access, Chinese investments in the European Union, and their (potential) political implications for intra-EU decision-making processes. The article concludes that some structural conflicts between the EU/Germany and China are inevitable, as evidenced by the recent launch of the EU's own infrastructure initiative for Asia – but also that several structural adjustments as well as dwindling Chinese resources will mitigate these conflicts in the future (Asien/GIGA)

Am 9. März 1995 Unterzeichneten die USA, Japan und Südkorea die Gründungsakte der Korean Peninsula Energy Development Organization (KEDO). Das Ziel der KEDO ist die Umsetzung des Genfer Rahmenabkommens zwischen den USA und der Demokratischen Volksrepublik Korea, das kurzfristig das nordkoreanische Nuklearprogramm auf dem Stand von 1994 einfriert. Langfristig sollen die bestehenden nordkoreanischen Nuklearanlagen mit Hilfe der KEDO vollständig demontiert und durch moderne, proliferationsresistente Leichtwasserreaktoren (LWR) ersetzt werden. Aufgabe der KEDO ist es hierbei einerseits, die Finanzierung für die beiden LWR bereitzustellen und andererseits die Energieversorgung Nordkoreas durch die Lieferung von Alternativenergie bis zur Fertigstellung der beiden Reaktoren zu ergänzen.

Der innerkoreanische Gipfel vom Juni 2000 hat die bilaterale Konstellation zwischen Washington und Pyongyang und die gesamte Sicherheitsstruktur in Nordostasien erheblich verändert. Erstmals seit Anfang der 1990er Jahre ist es dem südkoreanischen Präsidenten Kim Dae-jung wieder gelungen, den innerkoreanischen Dialog als gleichgewichtigen Prozess neben die US-DVRK-Verhandlungen zu rücken. Zum anderen haben eine große Zahl weiterer Staaten, darunter fast alle EU-Staaten, auf Drängen der südkoreanischen Regierung damit begonnen, diplomatische Beziehungen mit Pyongyang aufzubauen. Dadurch sind die bilateralen US-DVRK Gespräche, die seit der Nuklearkrise 1993/94 die Diplomatie auf der koreanischen Halbinsel beherrschten, in den Hintergrund gedrängt worden. Dieser Trend wird durch die neue US-Administration unter George W. Bush verstärkt, die bereits in den ersten Amtsmonaten verdeutlichte, dass sie zunächst der südkoreanischen Regierung den Vortritt bei der Öffnung des nordkoreanischen Regimes überlassen wolle. Diese (temporäre) Aussetzung des US-nordkoreanischen Verhandlungsstranges steht im Widerspruch zu dessen zentraler Bedeutung für die Fortführung des diplomatischen Öffnungsprozesses Nordkoreas. Deshalb kann eine krisenhafte Zuspitzung der sicherheitspolitischen Situation auf der koreanischen Halbinsel in den kommenden Monaten nicht ausgeschlossen werden.

AbstractInternet based technology constitutes one of the most important policy innovations in the last decades. Its diffusion has been rapid, widespread and sustained. The increase has raised questions about its drivers. The article focuses on an aspect of this dynamic that has been neglected so far: the variance between and among democracies and autocracies and their respective subtypes. Moreover, the majority of studies tackles the diffusion of e‐government techniques, excluding the important array of e‐participation. Our analysis thus offers a broader and more differentiated account of the adoption of online tools by governments. The findings indicate that the adoption of e‐government and e‐participation techniques varies substantially between and among democratic and autocratic regime types as well as over time and in kind.

The phrase "unintended consequences" is often used in the political (science) discourse, yet it still remains theoretically underspecified. We conceptualize unintended consequences in role theoretical terms in three steps, and then apply it to the United States' policy vis-a-vis the Asia-Pacific region under the Obama administration - the so-called "Pivot to Asia." First, we model unintended consequences as a gap be-tween the initial role-taking of an actor and the deviant but commensurate counter-role taking of an Other. Second, we examine the Obama administration's initial role-taking in the diplomatic, security, and economic realms, under the assumption that domestic contestation in the US may lead to unclear signaling about the Pivot's intentions. Third, we investigate counter-role taking by Japan, the Philippines, and Indonesia in order to draw conclusions about their interpretation of US role-taking and its consequences for the region's social structure. Our analysis exposes differentiated patterns of unintended consequences due to deviant counter-role taking by these nations vis-a-vis the US, China, and other actors in the region along all three dimensions of the Pivot. Zunehmend zeigen sich aber auch immaterielle Folgen: das Ausbleiben transnationaler Kommunikation und Defizite bei der Beteiligung an internationalen Entscheidungsprozessen. Am Beispiel der politischen Online-Kommunikation über Soziale Medien erörtern wir die Folgen der digitalen Kluft zwischen den Gesellschaften.

This edited volume bridges the "analytical divide" between studies of transatlantic relations, democratic peace theory, and foreign policy analysis, and improves our theoretical understanding of the logic of crises prevention and resolution. The recent rise of populism and polarization in both the U.S.A and Europe adds to a host of foreign policy crises that have emerged in transatlantic relations over the last two decades. Through examining how democracies can manage to sustain and maintain mechanisms of crisis resilience that are embedded in the democratic peace, and particularly transatlantic relations, this book helps enhance the understanding of inter-democratic crisis resolution across issue areas. In doing so, it addresses some of the most important and prevalent crises of our time, such as anti-terrorism intervention in Afghanistan; Iran's nuclear program; burden-sharing within North Atlantic Treaty Organization NATO; key aspects of the international order, such as binding norms for cyber security and the integration of China into the Western-led international economic order; as well as domestic order shifts, such as the British vote to leave the European Union (EU) and the impact of the Trump administration populist foreign policy on transatlantic crisis resolution.
