"Die Autoren diskutieren in ihrem Beitrag die Optionen und Restriktionen lokaler Umweltpolitik am Beispiel der europäischen Feinstaubrichtlinie, die bei ihrer Umsetzung erhebliche kommunal- und umweltpolitische Kontroversen ausgelöst hat. Die Feinstaubproblematik ist aufgrund der Verursachungsstruktur und der verteilten Zuständigkeiten im Mehrebenensystem aus der Perspektive der lokalen Umweltpolitik mit erheblichen Herausforderungen verbunden, indem etwa die komplexe Problemlage die Generierung eines lokalen Problemlösungswissens sowie prozedurale Innovationen erforderlich macht. Die Reaktionen der Kommunen auf diese Herausforderungen werden im Lichte der Governance-Diskussion besprochen. Dabei zeigt sich, dass bei der Aufstellung von Luftreinhalte- und Aktionsplänen (im Gegensatz etwa zu Beispielen aus Großbritannien) erkennbar eine Strategie der administrativen Schließung und innerbehördlichen Kooperation verfolgt wird. Zugleich versuchen die Kommunen die Einbettung der Feinstaubpolitik in das europäische Mehrebenensystem der Politikformulierung für sich zu nutzen, um extern gesetzte Parameter lokaler Politik zu verändern und damit Reduktionsauflagen abzuschwächen. Dennoch könnte der EG-Richtlinie - neben der unmittelbar von ihr ausgehenden gesundheitlichen Schutzwirkung - eine positive Wirkung dahingehend zugesprochen werden, dass sie allein schon aufgrund der Forderung nach Verbesserung der Qualität von Informationen über die örtliche Umweltsituation die umweltpolitische Performanz der lokalen Politik gewissermaßen auf den Prüfstein stellt und Defizite transparent und neuerdings auch deren Behebung einklagbar macht." Different concepts of local democracy imply different tasks, functions and reform strategies for local political leadership. This article draws a map of local democracy that entails four non-exclusive components: representative democracy, user democracy, network democracy and participatory democracy. After reflecting on the nature of local democracy in governance and the functions of political leadership generally, the article considers in turn the bases of constructing the common good within each form of democracy. Special attention is given to the role of political leadership within these forms.

The article asks how political leadership and community involvement together can contribute to legitimate and effective policy making in the context of urban governance. Particularly, the question is discussed if the interplay between both increases capacities for governing localities. Conceptually, this is based on Jessop's assumption that every mode of coordination is failure prone and that there is a need for enduring "metagovernance." The concept of metagovernance is then linked with considerations on institutional contexts and a comparison of four case studies, situated in different contexts. Whereas the case studies can show different practices or failures of metagovernance in the interaction between political leaders and involved societal actors, the institutional contexts are shown to more or less facilitate these practices.
