La iniciativa comunitaria INTERREG se diseñó con el objetivo de que las fronteras nacionales no fueran un obstáculo ni al desarrollo equilibrado ni a la integración del territorio europeo. Perseguía, también, una acción integrada de cara al desarrollo económico y a la cohesión económica y social. Especialmente relevante ha sido esta iniciativa en el caso de España, en sus diferentes fases, configurándose como uno de los países más beneficiados de la política regional europea y, en particular, de la cooperación transfronteriza y transnacional. A partir de 2007 se ha creado un nuevo marco normativo para la Política de Cohesión de la Unión Europea, en el que la cooperación territorial europea -continuadora de la iniciativaadquiere un mayor rango jurídico en el que las zonas fronterizas españolas seguirán recibiendo apoyo financiero. ; The EU-funded program INTERREG was designed to avoid the national boundaries to be an obstacle nor to the balanced territorial development nor to the integration of the European territory. Besides, its aim was an integrated action for the economic development and economic and social cohesion. This initiative has been quite relevant for Spain, which has become one of the most to benefit from European Territorial Policy and, in particular, from the cross-border and trans-national policy. From 2007 onwards, it has been established a new legal framework for the EU-Cohesion Policy, in which the Interregional Cooperation reaches a higher legal level and in which the Spanish bordering areas will keep on benefiting from financial support.

The paper's main objective is to analyze the collective bargaining response in terms of internal flexibility during the Great Recession (GR) in five EU countries (Spain, Germany, France, Italy, United Kingdom), and three economic sectors (industry, commerce and hospitality, and financial services and real estate), at the establishment level (ECS2013 database). The theoretical framework used is linked to the varieties of unionism. Using a descriptive statistical analysis and a probit model, this paper presents new evidences. However, the responses were heterogeneous between countries and sectors, the use of internal functional flexibility has been more intense than the numerical and salary internal flexibility. Moreover, it is related to the intensity of GR. These results, in general, while requiring a more detailed analysis of the effects of the GR on internal flexibility in the EU countries, contribute to introducing a new perspective in the socioeconomic literature about the collective bargaining and internal flexibility
