Settlement is widely understood as the final stage of the refugee journey: a durable solution to forced displacement and a stable environment in which former refugees can rebuild their lives. However, settlement is shaped by rapidly changing socio-political forces producing contingent, unpredictable, and even hostile environments. This article draws upon Vigh's concept of social navigation to reconceptualize settlement as a continuation of a fraught journey in which refugee settlers must continually seek new strategies to pursue viable futures. We illustrate with an in-depth case study of the settlement journey of one refugee-background young man over his first eight years in Melbourne, Australia. ; L'établissement est presque toujours comprise comme l'étape finale du voyage d'un réfugié, soit une solution pérenne à un déplacement forcé et un environnement stable dans lequel des ex-réfugiés peuvent reconstruire leur vie. Cet article s'inspire du concept de navigation sociale de Vigh pour reconceptualiser l'établissement comme la continuation d'un voyage semé d'embûches, au cours duquel le réfugié colon doit continuellement être à la recherche de nouvelles stratégies pour établir un avenir pérenne. Nous illustrons cette perspective par l'étude approfondie des efforts d'établissement d'un homme jeune originairement réfugié, au cours de ses huit premières années à Melbourne, Australie.

In 1997, the Australian government introduced regulations restricting work rights, income and Medicare access to asylum seekers living in the community on Bridging Visa E (BVE). These visa conditions have resulted in unacceptable hardship for asylum seekers. In response, a variety of community based agencies have been established across Australia. This study documents and collates the experiences of some of these agencies working in Victoria. These organisations maintain a high degree of inter-agency communication and liaison, have an extensive community support network by way of volunteer work and financial assistance from philanthropic organisations and the public, and have developed successful alternative models of care for asylum seekers. However, many of the agencies have been unprepared and under-resourced for the specific legal, cultural, and health concerns common to asylum seekers on BVE. A discussion of the issues faced by the community sector in the current asylum seeker/refugee political context is presented.

AbstractAlthough a number of studies have investigated the predictors of employment among refugee migrants, there is a dearth of evidence from longitudinal data. This study investigated the cross‐sectional and longitudinal predictors of employment among 233 adult refugee men living in South‐East Queensland, Australia. Participants were interviewed four times at six‐month intervals between 2008 and 2010. Using a conceptual model developed from the literature, Generalized Estimating Equations were used to model the predictors of employment. Over time, the employment rate increased from 44 per cent to 56 per cent. Region of birth, length of time in Australia, seeking employment through job service providers and informal networks, and owning a car were significant predictors of employment. Contrary to previous research, English language proficiency was not a significant predictor when other variables were controlled for. Recognition of overseas skills and qualifications decreased the chances of finding employment. The policy and programme implications are discussed.
Policy Implications


Recognition of refugee migrants' overseas‐gained skills and qualifications does not guarantee them securing employment.

Recognition of overseas skills and qualifications should be accompanied by educating employers, especially those outside the traditional migrant employment 'niches', about the resources and capabilities of refugee migrants, and the value of their qualifications.

Fostering programmes that target the needs of job seekers from refugee backgrounds could enhance their employment outcomes.

Supporting refugee migrants getting their drivers' licence and establishing favourable loan programmes that enable refugee migrants to buy a car can have a positive impact on their workforce participation.

AbstractIn this article, we explore the return visits of resettled young people from refugee backgrounds to their personal and/or ancestral countries of origin. We draw on qualitative data from a longitudinal study of people who fled their country of origin at an early age, many of whom were born or lived for protracted periods in countries of asylum, and resettled in Australia. We demonstrate that return visits are not simply a homecoming; the young people's narratives reflect ambivalent relationships to the homeland experienced across multiple domains of belonging. Accounts of return visits refer to three core domains of belonging – practical national belonging, family connection, and attachment to material places. We argue that a return visit gives these youths a valued opportunity to negotiate and develop their homeland connections, though not necessarily an unambiguous opportunity to belong.

Abstract Since the tightening of Australian policy for protection visa applicants began in the 1990s, access to health care has been increasingly restricted to asylum seekers on a range of different visa types. This paper summarises those legislative changes and discusses their implications for health policy relating to refugees and asylum seekers in Australia. Of particular concern are asylum seekers on Bridging Visas with no work rights and no access to Medicare. The paper examines several key questions: What is the current state of play, in terms of health screening and medical care policies, for asylum seekers and refugees? Relatedly, how has current policy changed from that of the past? How does Australia compare with other countries in relation to health policy for asylum seekers and refugees? These questions are addressed with the aim of providing a clear description of the current situation concerning Australian health policy on access to medical care for asylum seekers and refugees. Issues concerning lack of access to appropriate health care and related services are raised, ethical and practical issues are explored, and current policy gaps are investigated.
