Preparation of this study was designed to achieve two objectives. The first goal is to introduce the theoretical basis of two dimensions of social policy - policy towards old age and policy towards older people. The second objective covers analyzes of the proposals and actually undertaken activities for older people that were included in strategic documents and research reports compiled at central, regional (Podlaskie Voivodeship) and local levels (city of Bialystok). Thus, overview was aimed to identify current practices, as well as recommended actions that have not been implemented and the extent of involvement of social partners at all stages of the design and implementation of this area of social policy. The report is based on analysis of existing data (desk research).

Celem badań jest odpowiedź na pytanie o to, jakie są efekty dotychczasowej realizacji warsztatów typu medialab z inicjatywy Fundacji Ortus w Polsce oraz jakie są uwarunkowania ich dalszego rozwoju w kierunku budowy stałej instytucji. Podjęta analiza została ukierunkowana na osiągnięcie następujących celów teoretycznych i praktycznych: identyfikacja cech wizerunku warsztatów medialab organizowanych przez Fundację Ortus; określenie zakresu upowszechniania w Polsce koncepcji nowych instytucji kultury poprzez warsztaty medialab; określenie opinii i postaw wobec inicjatyw medialab ich uczestników i nie-uczestników; identyfikacja zakresu wykorzystania technik i form działań poznanych na warsztatach medialab przez ich uczestników; oszacowanie trwałości zawiązanych między uczestnikami warsztatów więzi i zakresu współpracy przez wspólnych przedsięwzięciach; identyfikacja dotychczasowych i potencjalnych korzyści i barier w realizacji inicjatyw medialab; ustalenie czynników wspierających i hamujących przyszłą działalność instytucji medialab w stałej lokalizacji; określenie cech potencjalnej roli instytucji medialab w regionalnej polityce kulturalnej i polityce innowacji; wskazanie potencjalnych rozwiązań na rzecz budowy polskiego modelu instytucji medialab.

In recent years, there has been an intense public debate about the implementation of the age-friendly cities and communities concept as well as its more recent and broader iteration related to smart healthy age-friendly environments (SHAFE). The first part of the article introduces the basic concepts and current activities of the European Commission in the area of promoting intergenerational dialogue and programming intergenerational relations policies. This discussion is followed by concise analyses of case studies focused on selected social innovation projects and methodologies aimed at: (1) empowering facilitators of the concepts of age-friendly cities and communities as well as smart, healthy and inclusive environments; (2) facilitating citizens, especially older people, to deal with public health crises; and (3) supporting the voice of senior citizens in deciding on the goals and objectives of public policies (co-design), their implementation (governance, co-delivery/co-production of public services) as well as their monitoring and evaluation (co-assessment). The final section contains recommendations for selected entities responsible for public policies on ageing and suggestions for further research directions.
Przedsiębiorczość społeczna i innowacje społeczne w polityce publicznej wobec starzenia się ludności

Podstawowym założeniem artykułu jest uznanie, że złożoność wyzwań związanych ze starzeniem się populacji wymusza rozwój powiązań kooperacyjnych między podmiotami polityki publicznej reprezentującymi różne sektory. Innymi słowy: niezbędna jest bardziej intensywna i lepiej skoordynowana współpraca między organizacjami sektora publicznego, komercyjnego, pozarządowego, nieformalnego oraz sektora obejmującego podmioty gospodarki społecznej (np. spółdzielnie). Zasadnicze znaczenie ma w tym kontekście wdrażanie założeń teorii współzarządzania (governance), koprodukcji oraz mieszanej gospodarki dobrobytu (inaczej: wielosektorowej polityki społecznej). W konsekwencji artykuł wskazuje na wybrane wątki dyskursu dotyczącego relacji procesu starzenia się ludności z przedsiębiorczością społeczną i innowacjami społecznymi. Tekst przytacza także przykłady dobrych praktyk i inicjatyw z obszaru gospodarki społecznej. Podsumowanie zawiera rekomendacje dla podmiotów polityki publicznej oraz proponowane kierunki dalszych badań.
Pandemia COVID-19 z perspektywy teorii ryzyka

The article presents an overview of selected connections of the COVID-19 pandemic with risk theories. The study first explores the basic concepts of preparing and mobilizing networks of public policy actors to act together under conditions of uncertainty. The following section discusses the pandemic risk preparedness and fighting. Then, selected possible social, economic and political effects of the COVID-19 pandemic are discussed. In summary, recommendations regarding the public management in the further stages of the pandemic development and in the post-pandemic period were indicated, as well as proposals for further research directions.

The following discussion took place in September 2018 at the Warsaw School of Economics. It focused on both senior politics, experts, and analysts. The discussion was moderated and planned by Andrzej Klimczuk, associated with the Warsaw School of Economics, and invited to the discussion: Barbara Szatur-Jaworska, social politician and gerontologist from the University of Warsaw, Paweł Kubicki, economist, Warsaw School of Economics, Marek Niezabitowski, sociologist from the Silesian University of Technology, Ryszard Majer, social politician , Agnieszka Cieśla, architect and urban planner, Warsaw University of Technology, Marzena Rudnicka, founder and president of the National Institute of Senior Management (biographical notes at the end of the debate). Panelists during the discussion analyzed the following issues: I. Beginnings of the senior policy, its definition, strategic documents of the state, II. The role of local governments in animating activities within the framework of senior policy and non-governmental organizations, III. Creation and role of the law on seniors, IV. Diversification of the environment of seniors, V. Activities in other countries within the framework of the senior policy, VI. Changes in social awareness, the evolution of attitudes towards older people, old age, ageing, VII. The market for products and services for seniors, VIII. Seniors' activity, formal and informal, activity infrastructure, IX. Housing for older people and ageing population X. The role of the state and self-government in the senior policy, dialogue with the authorities, public-private partnership, XI. Challenges and directions of development of the senior policy, XII. The deficit of care services, XIII. Senior and pension policy, XIV. Convergence and divergence in the senior policy.
Polityka publiczna wobec starzenia się ludności: Przegląd pojęć i podejść teoretycznych

This paper aims to present different approaches to the analysis of public policies on ageing. The study contains short descriptions of selected theories on formulating and implementing responses to challenges related to the issues and problems relevant to older people and ageing people. The paper discusses selected concepts such as politicization of ageing, public policy on ageing and the politics of ageing. In the further part of the work, an attempt was made to discuss the framework of the stages of the public policy design cycle and codesign as well as selected public policy theories associated with the population ageing that were divided into deductive and inductive approaches and broken down into levels of social system analysis (micro, meso and macro). The summary presents proposals for further research directions.

Some people say that creative industries have little to do with aging and old age. Some phenomena associated with ageing populations are transition of economies to focus more on the production and distribution of goods and services for older adults as well as for younger age groups as part of their preparation for old age. The paper presents the main features of the concept of "silver economy" in the context of active ageing policies. The study presents a typology of the silver economy models in the European Union at national and regional levels based on the use of the Active Ageing Index in comparison to the typology of differences and cultures of capitalism as well as the typology of welfare states. The summary contains conclusions for practical interventions and proposals for further research.
Inicjatywy medialab w Polsce: W kierunku nowych instytucji kultury - komunikat z badań

Od grudnia 2012 roku do stycznia 2013 Fundacja "SocLab" i Fundacja "Ortus" (pionier medialabów w Polsce) zrealizowały badanie oceniające działania na rzecz budowy stałych instytucji typu medialab. Projekt był współfinansowany przez Ministerstwo Kultury i Dziedzictwa Narodowego (MKiDN). Przeprowadzono ankiety wśród osób uczestniczących w warsztatach medialabowych Fundacji "Ortus" w latach 2010-2012 i deklarujących chęć udziału w takich warsztatach w przyszłości. Badanie objęło 52 osoby: 34 uczestników i 18 nie-uczestników.
Modele wielosektorowej polityki społecznej wobec ludzi starych i starości w kontekście zmiany technologicznej

Ageing is a challenge that requires development and implementation of horizontal social policy, which should take into account the diversity of older adults and the division of interventions aimed at this population and on the image of old age. The complexity of the negative consequences of ageing shows that there is a need to enhance cooperation between the public sector, the commercial sector, the NGO sector, and the informal sector at all levels of social policy. The paper discusses models of multisectoral social policy and the possibilities of integrating social services. Its conclusions include directions for further research and social innovation.
