Proces starzenia się społeczeństw stanowi istotne wyzwanie dla krajów Unii Europejskiej. W napływie emigrantów z młodszych regionów świata - głównie Azji i Afryki - dostrzega się sposobu na uzupełnienie malejących zasobów pracy, co prowadzi do wzrostu obaw w zakresie możliwości ich integracji w wymiarze międzypokoleniowym ze społecznościami przyjmującymi. Jednocześnie upatruje się korzyści z migracji seniorów oraz możliwości kształtowania gospodarek regionalnych i lokalnych tak by sprzyjały zaspokajaniu ich potrzeb. Celem opracowania jest przybliżenie koncepcji ageizmu (dyskryminacji ze względu na wiek) w formie zwielokrotnionej, zarządzania różnorodnością, polityki kreatywności oraz związków wielokulturowości z konstruowaniem srebrnych gospodarek. Podsumowanie zawiera potencjalne kierunki dalszych badań nad wielokulturowymi aspektami srebrnej gospodarki. ** Process of ageing is important challenge for European Union countries. Influx of immigrants from younger regions of the world - mainly in Asia and Africa - is considered to be a way of supplementing dwindling labour resources, which leads to an increase in concern for their possible inclusion in the intergenerational dimension of the host communities. At the same time sees the benefits of migration and seniors opportunities to develop regional economies and encourage local authorities in order to meet their needs. Aim of this paper is to present concepts of multiple age discrimination, diversity management, creativity policy and relationships of multicultural society with construction of silver economies. Summary contains potential directions for further research on multicultural aspects of silver economy.

At the beginning of the XXI century, human societies are entering a period of "late modernity" characterized by new forms of trust and risk, untransparent social situations and economic, political and cultural globalization. These processes are associated with the presence of abstract systems that surround people and which require support of people with expertise in the fields which include transport, telecommunications, finance, security, media, energy. At the same time, it is noted that the expertise cult is born and specialists not only meet the identified needs, but also produce new, thus contributing to the development of a culture of narcissism. Article aims to explain the characteristics of expert systems and cultural narcissism, experts role as a participant in social change, model types and kinds of experts with their arcane in to ontological and epistemological structures of the social world. Generational differences in societies are characteristics generally attributed to people's age that constitute a sociocultural phenomenon. Divisions in the generations differ across nations and extend even to civilizations. Perception and recognition of the different characteristics of each generation affect the cooperation between people in social, political, and economic capacities, and subsequently extend to entities in the public, informal, commercial, and nongovernmental sectors. From the perspective of social justice, it is important to draw attention to how workplace management techniques are used to promote equal opportunities among representatives of various generations.

There are many ethical dimensions of public policy. Public policy as actions to solve the collective problems includes directly or indirectly making ethical judgments. Public policy takes into account reconciliation of conflicting interests of individuals, groups, and organizations which is based on the values agreeing which influences on the objectives, principles, and styles of policy implementation. Ethical judgments about selecting more and less important as well as more positive problem solutions are present on all stages of policy cycle.

The complexity of population ageing effect is a significant challenge at a regional and local level. Adaptation activities require the cooperation of local governments, business entities and non-governmental organizations. The article describes the dimensions of interventions, typology of "shrinking regions" and two initiatives: Regions for All Ages and SEN@ER - Silver Economy Network of European Regions. In addition, essay discusses the dilemmas of creating special regional strategies with their implementation factors and barriers in the construction of silver economies. It is supplemented by some conclusions from the analysis of selected regional development strategies in Poland. One of the key challenges of social policy in Poland in the early 21st century is to adapt its management to the requirements of a service economy. Essential conditions for the mixed economy of welfare have been already created after adjustments of the subsystems of national social policy during the first years of membership in the European Union since 2004. Labour market policies (LMPs) already include the relationships between providers from the public sector, the commercial sector, and the non-governmental sector. However, the tasks and services of individual entities and institutions still lack coordination and integration. This paper focus on the examples of possibilities for their development by combining the activation (enabling) policy with concepts of the governance and welfare mix. The paper presents the results of the author's research on the implementation of welfare mix solutions in the field of professional activation of the unemployed people in Poland. Two case studies are included (1) the implementation of outplacement programs that are based on the cooperation between different entities; and (2) the cooperation between the public employment services and non-governmental employment agencies in the activation of people with disabilities in the labour market. Moreover, basic concepts of ongoing reforms of active labour market policies (ALMPs) in Poland were discussed. Ageing is a challenge that requires development and implementation of horizontal social policy, which should take into account the diversity of older adults and the division of interventions aimed at this population and on the image of old age. The complexity of the negative consequences of ageing shows that there is a need to enhance cooperation between the public sector, the commercial sector, the NGO sector, and the informal sector at all levels of social policy. The paper discusses models of multisectoral social policy and the possibilities of integrating social services. Its conclusions include directions for further research and social innovation.
