Präsident Mitterrand und die sozialistische Regierung verfolgten von Anfang an eine Politik der Kontinuität gegenüber dem Nahen Osten und besonders gegenüber dem Libanon. Auf Drängen der USA beteiligte sich Paris nach Verschärfung des libanesischen Konfliktes an der multinationalen Friedenstruppe. Diese Maßnahme entsprach jedoch nicht den Prinzipien und Überzeugungen französischer Politik zur Regelung der Libanon-Frage. So zeigt der Konflikt im Libanon die Grenzen französischer Außenpolitik in einer Situation, die durch die Ost-West-Polarisierung gekennzeichnet ist. (SWP-Hld)

Syria's hour of revenge, by Bassma Kodmani
President Hafez-el-Assad's Syria seeks to demonstrate through its action in Lebanon that no settlement can be reached in the Middle East without its approval. Syria has reemerged once again as a force on the political and military scene, thanks to support from the Soviet Union. Its negative attitude has brought advantages, i.e. help from Moscow, Arab support, and doser attention from Washington, lt is therefore likely that Syria will persist along this path until her de-mands are met.

Die Beziehungen zwischen Frankreich und der Türkei sind äußerst gespannt. Neben der Menschenrechtsproblematik und wirtschaftlichen Differenzen ist es vor allem die armenische Frage, die sich auf die Beziehungen unvorteilhaft auswirkt. In bemerkenswertem Gegensatz zu den bilateralen Beziehungen besitzen jedoch Ankara und Paris ähnliche Ansichten zu vielen internationalen Fragen, etwa über die Entwicklung im Nahen Osten und über die Rolle, die der Türkei innerhalb der NATO zufallen sollte. 1984 schien von beiden Seiten eine Verbesserung ihres Verhältnisses angestrebt zu werden, wie der in diesem Jahr aufgenommene Dialog andeutet. Le Maghreb, zone stratégique importante, région charnière entre l'Europe, l'Afrique noire et le Moyen-Orient, est un espace ou les événements trouvent un écho immédiat au sein même de la société française, ce Maghreb est aujoud'hui en pleine mutation. Quelques évenements-clefts survenus à la fin de la décennie 1980 marque un tournant important dans l'histoire de la région: crise de légitimité des régimes, contestation de nature politique, économique, culturelle et religieuse. Cet ouvrage, fruit d'un programme de recherche mené à l'Institut Français des Relations Internationales, mêle l'analyse politique, sociologique, économique et stratégique pour une meilleure compréhension de cette région et des redoutables défis auxquelles sont confontés les cinqs pays du Grand Maghreb, qui entendent faire de l'Union du Maghreb une réalité de demain = The Maghreb, a strategically important area, a hinge region between Europe, Black Africa and the Middle East, is an area where the events have an immediate echo even in the French society. This Maghreb is changing today. Some key events which occurred at the end of the 1980s marked a milestone in the history of the region: the crisis of regimes' legitimacy, challenging of political, economic, cultural and religious nature. This book is the result of a research program led by the French Institute of International Relations, presents a political, sociological, economic and strategic analysis for a better understanding of this region and the formidable challenges which face the five countries of the Greater Maghreb, which will make from the Maghreb Union a reality of tomorrow
