Drive and Impulse : Euro-Mediterranean Policy as a Challenge to Society, by Bassma Kodmani-Darwish
Euro-Mediterranean partnership is a challenge to society because the Barcelona process can only be successful if it acquires legitimacy in public opinion. This project is arousing great hopes in the South but also great fears. Its rationale of integration into the globalization dynamic implies far-reaching changes in these countries' structures, changes that are liable to fuel Islamic dissidence. Europe must therefore develop an Arabo-Muslim policy that is both external and internal, because the North-South borders are also internal, identity-related and cultural borders that run across European societies. The long-term challenge is the creation of an area under joint North-South responsibility. This is the only alternative to the Arab world's temptation to turn in on itself, submit or revolt.

France and the Middle East, Between Nostalgia and Realism, by Bassma Kodmani-Darwish
After the election of Jacques Chirac, France has to think over its Middle Eastern policy, namely by modernising the concept of an " Arab policy " as initiated by General de Gaulle and defining the parameters of an efficient role in a changing Middle East. Europe has become the framework for a growing number of issues, particularly the Arab-Israeli peace process and the partnership with the Southern Mediterranean countries. Lastly a major challenge to France's diplomacy today is the Islamist factor in the Middle East towards which it should avoid devising an Islamic policy as an answer.

Les Palestiniens ont enregistré, grâce à l'Intifadah, d'importants succès au plan diplomatique au cours de la première année de ce soulèvement. Mais les concessions unilatérales faites à la fin de 1988 par l'OLP n'ont pas encore entraîné de progrès tangibles sur la voie de la paix. La base de l'Organisation et les habitants des territoires occupés sont impatients et surtout inquiets des développements internationaux, notamment des change- ments à l'Est qui les privent alliés précieux ― et surtout de l'allié stratégique qu'a été l'Union soviétique ― et qui ont pour conséquence directe l'arrivée massive de Juifs soviétiques. En trente mois d'Intifadah, l'opinion dans les territoires s'est durcie et se cherche une nouvelle stratégie tandis que l'OLP cultive à nouveau ses relations avec le monde arabe pour retrouver une profondeur stratégique et politique susceptible inciter Israël à négocier.
