The article is devoted to the issues of modernization of physical education of students of secondary special educational institutions music profile, search for the most effective organizational and pedagogical conditions for the diversification of the processa physical culture in the system of secondary professional education

While a patriotic tendency in traditional journalism has been intensively investigated, there is much less evidence and fewer analyses of the phenomenon regarding online journalism. In this research, three main indicators of patriotic journalism are addressed: adopting governmental framing, expressing solidarity with the community, and ignoring the enemy's narratives and positions. These indicators are investigated while analyzing online coverage of a confrontation between Israel and Hamas. A total of 192 online news items on three Israeli news websites were analyzed, in addition to 8344 user comments. The findings reveal that journalists behaved in a patriotic manner like their counterparts from the traditional media. However, users thought it was not patriotic enough. The authors argue that while patriotic behavior in traditional journalism has been often considered as deviant from the traditional objective model of journalism, in the online interactive environment, patriotic coverage of national conflicts might be seen as a natural part of the journalistic work.

The paper systematizes sources on the problem of formation and development of the local government in Siberia of the imperial period. The following groups of sources are highlighted: regulatory and legal acts; office materials; statistical materials; periodicals; sources of personal origin. The regional specificity in the content and structure of sources on the studied topic is presented. Taken together, the above sources allow characterizing the history of local government in Siberia in the 18th - early 20th century. The paper allows to present the problem of one of the important aspects of the Siberian history of the pre-revolutionary period in the interaction of sociopolitical, personal and departmental conflicts.

На основании дореволюционного законодательства в статье комплексно рассматривается местное управление в Сибири в XVIII в. Особое внимание уделяется структуре и организационно-правовым вопросам деятельности местного управления. Автор приходит к выводу о том, что полномочия административно-полицейских органов в регионе имели свою специфику и были значительно более широкими, чем в центральных губерниях Российской империи. Противоречие территориального и ведомственного принципов управления и вызванная этим неразбериха настоятельно требовали создать способ объединения и унификации разрозненных местных учреждений. Административно-территориальные преобразования распространялись на регион без учета огромных сибирских расстояний, наличия только небольшого круга лиц, способных осуществлять управленческие полномочия, и малочисленности населения края; они также не учитывали многоукладный поликонфессиональный и многонациональный состав сибирского населения, распространяя европейские порядки на коренные народы Сибири. Социально-экономическое развитие края и рост колонизации вызывали потребность в более гибкой организации местного . Based on the pre-revolutionary legislation, this article comprehensively considers the local government management of Siberia in XVIII century. Special attention was given to the structure and legal issues of the activities of local government. The author concluded that the powers of the administrative and police authorities in the region had their own features and were much wider than in the central provinces of the Russian Empire. The contradiction of the territorial and departmental principles of the management strongly demanded establishing a new method combining and unifying the disparate local bodies. Administrative reforms were extended to the region without taking into account the huge Siberian distances, the presence of only a small number of people capable of carrying out administrative powers and the small population of the province. The reforms did not consider the stratification in confessional and multi-ethnic composition of Siberia, imposing European rules on the native population of the region. The socio-economic development of the region and the growth of colonization caused the necessity of more flexible organization of the local administration.

The relevance of the chosen topic is determined by its insufficient study in the national historical science. Based on pre-revolutionary legislation, archival materials, and pre-revolutionary periodicals, the article examines the peculiarities of local government in Siberia during the imperial period. The research is grounded on the principles of historicism and objectivity and reveals the peculiarities of local government in Siberia in the 18th – early 20th centuries. The author comes to the conclusion that administration in Siberia was characterized by an almost complete absence of self-governing principles. Therefore, the powers of administrative and police bodies on the Siberian outskirts of the country had their own specifics and were broader than in the European provinces of Russia, along the almost absolute subordination of local self-government bodies to the police institutions of the regions, which was also specific for Siberia during the imperial period. Unable to resist additional challenges, the system of regional administration, which ensured public order in the Siberian region in the 18th – 19th centuries, was rapidly destroyed during the revolutionary events of February 1917

At the EU27 + UK level, the NGHGI (2019) fossil CO2 emissions (including cement production) account for 2624 Tg CO2 in 2014 while all the other seven bottom-up sources are consistent with the NGHGIs and report a mean of 2588 (± 463 Tg CO2). The inversion reports 2700 Tg CO2 (± 480 Tg CO2), which is well in line with the national inventories. Over 2011-2015, the CO2 land sources and sinks from NGHGI estimates report-90 Tg C yr-1 ± 30 Tg C yr-1 while all other BU approaches report a mean sink of-98 Tg C yr-1 (± 362 Tg of C from dynamic global vegetation models only). For the TD model ensemble results, we observe a much larger spread for regional inversions (i.e., mean of 253 Tg C yr-1 ± 400 Tg C yr-1). This concludes that (a) current independent approaches are consistent with NGHGIs and (b) their uncertainty is too large to allow a verification because of model differences and probably also because of the definition of "CO2 flux"obtained from different approaches. The referenced datasets related to figures are visualized.
